thank you, chair peskin and supervisors. i want to reiterate our remark to see assembly member ting and governor brown for signing 184, and thank you president peskin for forging this developmental policy around t.n.c.'s. on the federal level, i'll update you on a few things. the federal fuel efficiency standards that california was able to forge under the obama administration is under challenge by the e.p.a. under this administration. they've reversed course, announcing their plan to freeze fuel efficiency targets for 2020 for six years and to end california's ability to set our own standards, so this is a terrible development, and governor brown has vowed, along with 13 other states, to fight this development and to seek and to sustain our california waiver on this issue. so we'll continue to stay abreast of this and help support that effort. the state's mandate does not take place until later this year, so we have some time to work on this together with other states. on a more positive news in development, we do have some

. >> supervisor peskin. >> i'm sorry -- peskin you already spoken. >> i just wanted to add my voice to this discussion and i appreciate the way that supervisor peskin framed the discussion in the beginning because while i am a big proponent of rent control and believe some form of vacancy control needs to happen if prop 10 passes, come costa hawkins gs above and beyond a vacancy control. i want to add a couple of examples that i've dealt with while i've been on the board as a supervisor, when the former supervisor compost tried to increase relocation payments for tenants that were evicted under the ellis act, one of the issues that came up in that case and a law was overturned in the courts, was that they didn't allow the board to set in a appropriate relocation assistance amount so that people could have a chance to continue living in san francisco after being evicted, often times when their apartment of decades. another example is another piece of legislation before us right now that would prevent landlords from grossly increasing rents sometimes 100, 200, 300% in single-family homes

supervisor peskin, are you ready to recognize dr. li? >> supervisor peskin: thank you, madam president, colleagues. as president cohen said, dr. raymond li has been of service to patients in san francisco for almost half a century. he was born in hong kong in 1941 and received his doctorate of medicine in 1967 from hong kong university, specializing in pediatric care. and when he emigrated to the united states, he realized that there -- that there are only a limited number of chinese american doctors in the chinatown community, and even less so who are proficient in cantonese and recognizing the growing need at that time to serve the monolingual population, he decided to open his practice not only in chinatown but in the sunset in 1972. dr. li has long been committed to providing community base, culturally competent services to underserved communities, and for 45 years, his office has been open from 11:00 a.m. to 11:00 p.m. without any extra charge to accommodate people's daily schedules of working and dealing with their families. dr. li

this is a happy occasion. >> supervisor peskin: thank you, reverend fong. think today is actually proof positive that r.a.d. is actually pretty dang rad. let me start with just some words of profound thanks. starting with mayor ed lee who had this vision and really went to the right person in the right department, and that is our recently retired head of the mayor's office of housing, olson lee, who had the vision that we could take that vision of h.u.d. and section 8 and plow it into this. let me name one name in particular, and that is cathy lamb who pioneered this with such love. we know the mistakes governments are capable of making. mayor breed spoke to that legacy of distrust, of broken promises. that did not happen here. all of those 103 residents who unfortunate temporarily had to leave the seismically unsafe building, all of them taken care of with love, each and every day, their needs taken care of. thank you to cathy and her team for that. thank you to the mayor's office of housing and everybody who brought them back on schedule. and let me thank

brief background on the legislation, supervisor peskin represents the northeastern waterfront, which is at the heart of the bay's very robust tourism industry. which is historically an industry built on good, working class and blue collar union jobs. they have a car check ordinance that requires workers engaged in projects with a significant impact to the economy, including on property under the port jurisdiction to enter into agreements providing an expedited car check process. meaning a bargaining representative, where they act as alternative to the formal election procedures outlined in the national labor relations act. and if they can't agree, they go to binding arbitration, which of course, has served the city well in terms of staving off economic disruptions. so this ordinance would require that employers agree upon request by their employees labor representative to enter into a peace agreement with a clear path to resolution, including an option to negotiate more terms, when and if the union is recognized. although the legislation is broad enough to give the parties space, it
