supervisor peskin? >> supervisor peskin: thank you, chair mandelman. i think i have recommended the 90% of the liquor licenses that have come before me on the board of supervisors, so it's odd that there's two before me today that i'm troubled by. while the museum of ice cream has been a hit, it's a hit for kids and families in large part. and i just don't really understand why a type 42 license is necessary to what is already a successful business model. it just seems like a weird fit. to my knowledge, even though this is in district three, there's been no contact between the applicant and my office. i checked with my staff, checked my e-mails. but i'm having trouble finding public convenience or necessity in this case. i wish the applicant all the success in the world, but i just don't understand why a type 42 is necessary for what's already been a successful business model, and why beer and wine have to be served from 9:00 in the morning till midnight seems pretty bizarre to me, too. for the same reasons, we're just two blocks away from the last loc

peskin: thank you, chair tang. so there's been a number of cooks in this kitchen, and i have to say it's been interesting. i've been looking for the sweet spot relative to the third floor. even though planning staff and oewd really have been much more adamant than my office about precluding office conversion at the third floor, so the language that i'm introducing today is trying to find that balance relative to the third floor. my faear is that -- but that once you convert it to office, the chances of it changing to retail in the future as the retail environment changes are significantly decreased. so this is aiming at trying to preserve the retail nature of the third floor, and i grant you that whether it's the amazon effect or the changing behavior of people who no longer like to go, you know, to multiple story retail establishments. and i appreciate the word that i've gotten from retail brokers that have been very helpful in my thinking. i'm looking at you. but i think we've got -- i think we're pretty close --

supervisor peskin? >> supervisor peskin: thank you, madam clerk. together with supervisors mandelman and stefani, i'm introducing a hearing request today on the issue of hospital pricing at san francisco general which was the subject of an investigative report that has made the rounds recently, and i think we've all gotten e-mails relative to aggressive patient costs at san francisco general. and so i thought this would be a good opportunity to touch base with our department of public health which still doesn't have a leader, but hopefully will in the next few days. and learn about how the various federal, state, and local laws that drive our insanely complicated health care system work. i have reached out to d.p.h., and as i think many people know, this relates to a very small percentage of the entire patient base at the general. it's about 340 patients who are either underinsured or did not qualify for public assistance last year. and while that may be true, it's also a pretty large number relative to vulnerable patients in our community. so this

supervisor peskin?>> thank you president yi -- yee nineteen years ago when they suggested i run for supervisor at the dawn or rebirth of district elections, and he talked me into it, his first suggestion was i called harry britt for advice. i called harry and harry said, first of all, i do not leave district five. you have to come over there. i went over there and was absolutely enthralled. he was talking as a preacher, as a professor, and i sat there for an hour and left and realized that when i left, i had forgot to ask for his endorsement.
