[gavel] sustainability mission, even though the bikes are very minimal energy use. it still matters where the energy comes from and also part of the mission in sustainability is how we run everything, run our business. so having the lights come on with clean energy is important to us as well. we heard about cleanpowersf and learned they had commercial rates and signed up for that. it was super easy to sign up.

thank you. >> supervisor peskin: thank you. see you in the neighborhood. >> good morning, supervisors. my name is nellie little. mayor breed said, in an emergency, people's focus should be on getting help quickly, not on what hospital they should go to, but that wasn't the choice i was offered when i fell rock climbing last september. i didn't go to sf general even though it was closer to me because out of network according to the triage nurse on the phone line. i argued with the ucsf yard drrz who were transferring me to sf general, the only hospital that could treat a trauma patient in this city because it was out of network. not until the e.r. doctor said if you were my daughter, i would send you there right now, do you understand, would i get onto the ambulance. i was worried i would get a huge bill for the care, which i did, for $28,000. that was after united health care covered $10,000 of it and i spent five months arguing it. i understand sf general serving the underserved, and i appreciate the kari got there. yet, it's

>> supervisor peskin: i did have one question. the reason there was only one respondent to the r.f.p. was because the way the r.f.p. was written. are there other people, other companies in this field, can you address why there was only one respondent to the request for proposals. >> so when we did the prebid conference, there were two companies that twaended thatte conference. one was clear channel, and one was decaux. i think you're familiar that clear channel was -- has the bus shelters at the m.t.a.? and it has not been a successful contract for clear channel? and they are providing the m.t.a. for shelters and main nance for shelters that i believe are at least even to their expenses, so it's a good arrangement for the m.t.a. and perhaps not as good an arrangement for clear channel. i think because that does not work out too well for clear channel, they are not always in the business of providing street furniture in exchange for advertising rights. that's a niche that decaux has kind of carved out for itself in the advertising

[inaudible] >> chair fewer: supervisor peskin. >> supervisor peskin: so just before you vote -- i'm fine with that. i just wanted to ask a couple of questions, and i did meet with mr. spitz before this meeting. i was under the impression -- maybe miss dawson knows the answer to this. i was of the opinion that during the extensions, j.c. decaux had agreed to pay us at a higher ratet for the advertising. but mr. spitz assured me today that that was not the case and we're getting the same rate deal we've gotten for the last 22, 23 years. >> supervisors, julia dawson, department of public works. i think we thought this agreement would be before you long before now, so we did not attempt to renegotiate the current terms because we are focused on getting the new agreement done, and of course it hasn't turned out exactly the way we thought it would, but i would say making additional revenue from this agreement is contingent on shifting from paper advertising to digital, which is something that has already happened in all of the other city advertising agreements, and i fully hear what you're say

supervisor peskin? >> thank you. colleagues, i would like to hand out 11 copies of an amendment that i am proposing, and i will hand those to the clerk right now for all of you to review, which simply -- these are set forth, hold on one second, set forth on page number -- just so that we are clear, this is delegating authority pursuant to a charter section 9.1182 the s.f. p.u.c. general manager, which i have some reservations about, but in working with the p.u.c. and their staff, and i want to thank john, i am offering the following amendments. on page 4, line 20, to insert a sub to. and on page 5, line three, inserting a subsection b. with a reporting requirement starting with the quarter beginning july 1st, 2019, the s.f. p.u.c. shall submit quarterly written reports to the clerk of the board summarizing all agreements the p.u.c. has entered into during the prior quarter. each grant shall be submitted no later than 30 days following the completion of the quarter that is the subject of the report, and
