supervisor peskin? >> supervisor peskin: submit. >> clerk: thank you. supervisor ronen? >> supervisor ronen: thank you. sorry. colleagues, today, i'm introducing a resolution urging the state of california to rescind or amend new department of health care service medi-cal policy regarding fee-for-service covering medical prescriptions. a new drug policy now reimburses pharmacies at a much lower rate than what they pay for the specialty drugs that treat complicated conditions, including psychiatric conditions, hiv and hepatitis. honest and hard working pharmacies are being completely bankrupted by these changes. it has become financially infeasible for their to continue providing services to vulnerable patient populations who depend on them to access life saving medications and care. according to the california pharmacists association, a pharmacist providing a medi-cal patient with a certain skrits (i can't drug will loose $533.38 per patient per year. a pharmacist providing another drug will lose over $600 per year. it is also demanding that pharmacies payback the higher

peskin. >> supervisor peskin: thank you. colleagues, last year this board of supervisors by unanimous vote created a scooter permit requirement for the sfmta in response to the dumping of thousands of scooters in san francisco's public right-of-way in wanton disregard of public safety concerns and regulations. the city attorney filed several cease and desist against the companies, the department of public works gathered up hundreds of them. and i think all of us heard thousands of complaints and testimony as to the disproportionate harm to seniors and disabled people and other pedestrians who use our sidewalks, which is to say nothing of the resulting injuries to scooter riders themselves. those complaints, thankfully fell off after the sfmta limited the number of scooters to went to lengths to ensure that scooter providers were educating the riders on how to ride them, namely keep them off sidewalks, and to wear helmets when using them in the streets. last week -- i don't know whether they consulted with any of you, but the

thank you. >> good morning, chair peskin and supervisors. i am laura tolkoff and i am the regional policy director for spur. m.t.c.'s plan estimated that there are over $300 billion of transportation projects in the pipeline which means there is the potential for tens of billions of cost overruns. we think the bay area needs to look at how we can deliver these projects on time, cost-effectively and without defect. we support the integration of the teams and to move forward without delay. first we recommend that this integrated project team become a center of excellence that is available to manage other projects throughout the region or with m.t.c. with so in projects on the horizon, it is important that we develop expertise and transfer lessons learned from one project to another. second, we want to elevate this to a project of national significance. this designation does come with some perks at the federal level, it also comes with a suite of tools from the state, such as up-front financing, a greater ability to act as a developer. with no

. >> president yee: supervisor peskin? >> supervisor peskin: thank you, chair yee. as we all know, at virtually every election, there is some sort of general obligation bond on the ballot, and i think we've all sponsored or cosponsored many of them. a long ways back, in 2002, then-board president tom ammiano, together with the sponsorship of sophie maxwell, offered legislation that general obligation bonds would be split 50-50 between tenants and landlords. and it was effort, really, to reduce opposition by either party if there was -- if there was the ability to pass through 100% to tenants or 100% to property owners. and it proved pretty good. we've had a pretty good record of passing bonds. and some years after that, we actually came up with another promise, and that was that we would retire as much debt as we issued, so our marginal property tax rate would stay the same, and that, too, helped build support for the passage of much needed general obligation bonds for a host of things, from public safety to parks, you name it. and over the years, the controller has
