so supervisor peskin? >> supervisor peskin: thank you, chair mar and to the civil grand jury for this report. it's not without a little bit of controversy, not of your making at all, and it's good to know that the wade stream is working as intended and that we're leaders in recycling in the country. but obviously there have been some revelations in the last number of days relative to the relationship between the city and county as regulator in part and participant in part with what we call recology that is the subject of a 1932 voter approved ordinance 88 years ago. and i think i read that thing about 20 years ago and re-read it over the thanksgiving holiday. and it does -- and i don't want to get into the $62.5 million contract that the board sent back to committee on tuesday or any of that. that's not really pertinent to what the civil grand jury has focused on. i don't want to go down that rabbit hole. but there is something interesting in the 1932 ordinance and it relates to the investigations which is

chair peskin, i see you want to jump in. go ahead. >> supervisor peskin: i think the real question is not as the general but as to enterprise agencies who a matter of charter law can choose to hang on to properties that they have noer for seeable use for that criteria. do you have examples of that? remember, the number one driver is land cost. if your land cost has happened in a number of these instances for $1, the one that you spoke about from the united states for $1, land cost is zero, you can get to 100%, even with high construction cost. the real question here is -- i understand that different enterprise agencies have different fiduciary duties. can you speak to that? >> i can tell you that, i have no idea. we take the list that's put together every year as required under the legislation. that is the list we look at. i don't know what doesn't get on the list. >> supervisor peskin: i do. at least i have not a total view of this across very complicated government that has assets from here and largest landowner in i belie

supervisor peskin? >> supervisor: thank you, chair yee. and i think supervisor fewer and i share a number of things in common but one of those things is that i think we are the only two members that are small with the residential housing and we both agree on this measure. i am proud to be the first co-sponsor. and a fellow traveller, liberal, progressive landlord who thought this was an invasion of her privacy. and as the author of the privacy first charter amendment of san francisco, this is not an invasion of privacy in any way, shape, matter or form. there is no individual data that is set forth this evening. there is no requirement that anybody say their name. and interestingly enough, supervisor fewer and myself pursuant to the laws of the state of california on our form 700 with statements of economic interest have to indicate that we are recipients of sources of income from our tenants. we do that every year. there is with the confidential information and a little bit offended that people have used our civil libertarian legislation

chair peskin. i am chair of the citizens advisory committee here to report on the december 2 meeting of last week. the cac engaged in a relatively lengthy discussion of the tentative prop k allocation pending demonstration to you the authority board of a business case analysis to support the use of the joint development project delivery method. the cac members were interested in the proposed mix between low, affordable, moderate and market rate housing part of the request for proposals for this project. in addition, there was concern about reimbursing proposals up to $500,000, to which staff commented that with the delivery method under consideration a significant investment would be required from proposesors. if s.f.m.t.a. would own the intellectual property that could be use full and incorporated into this or future projects. they had questions about the public private partnership model including risk allocation and cost containment strategies. the cac approved recommending the allocations with t

supervisor peskin? >> supervisor peskin: thank you, mr. president. with regard to item 12, wherein i said last week that i changed my mind on the spot, and with regard to this item, in the intervening week, i've changed my mind again, and it's been quite difficult, and president yee, you know, as i tried to articulate earlier, that i respect you a lot, and when you first asked me to cosponsor it, i read it and could not cosponsor it. ultimately, last week, based on the exemption of cannabis, both for it, but in the intervening week have been contacted by many people. many of them elderly, long-term rent controlled residents in my district who feel like and, indeed, the legislation could criminalize their -- not criminalize, but end up in fines for their behavior, wherein there's no history of complaints by adjoining tenants, and i think the unintended consequences may outweigh the benefits. i also think that there may be ways to fix this. and last week, i voted against our colleague, supervisor preston's request to send it to committee. but i feel th

supervisor peskin? >> supervisor peskin: thank you, president yee, and let me affix my name and my condolences to lamar's passing, and i -- i spoke briefly earlier, for tui would have wanted me to speak briefly, but i wanted to speak more extensively on the life of an extraordinary woman, a woman whose impact on the city really cannot be put into words. tui annemarie nguyen passed away just after thanksgiving at ucsf, attended by my chief of staff, sonny angulo, and hats off to all of the staff who, from that hospital, cared for tui, and to her husband, sean, and to his mother and to her community. tui was born in the southern part of our state, in newport beach, and raised in a tight knit community of costa mesa, or as we call it, costa misery. she worked hard and brought lessons for our communities. she always knew she wanted to work with kids and moved to the city after being accepted by u.s.f. in the master's program, and started a little venture where she wore multiple hats as a social worker and o
