i've got pete williams. he's standing by.ete, what can you tell us regarding what you've been able to get as far as information here? >> what we're told is this incident actually started outside the white house where the driver of this black car tried to breach security there, then was pursued by the secret service on up to capitol hill. so the white house is about roughly where the shooting happened is about 12 or so blocks, a dozen blocks from the white house. the black car is spursued up to capitol hill where on the other side of the capitol from the white house, the shots were exchanged at the corner of 2nd and constitution. the picture you're looking at now on the left side, you can't see it, would be the supreme court building. on the right side would be one of the senate office buildings, the hart senate office building. so this incident started at the white house and then shots were exchanged at the -- up on the capitol hill on the other side of the capitol from the white house. we don't know how the shots -- who fire

[ gunshots ] >> reporter: undeterred by gunfire for reasons officials have yet to understand, she kept on driving, leading a chase in the streets around the u.s. capitol as authorities put the area on lockdown and rushed tourists and others away. officials say the security scare began around 2:15 when a car driven by a woman from connecticut hit a security barrier at one of the checkpoints that ring the white house. for reasons not clear the woman drove off at a high speed pursued by uniformed officers of the secret service. >> this unauthorized vehicle approached the checkpoint. our officers acted appropriatel

pete, what do you make of what's happening today? looks like the market is optimistic about the deal. what do you do with it? >> we've been talking about what are is some of the areas that people have gone back to. we have talked about a couple of things. one, short duration in the options, when you look at the volumes in the option markets, we've been talking about somewhere between 15 million and 20 million per day. big bulk of that, one week, two week, three-week type durations, so there is really an expectation of these guys coming together. if you look at some of the conservative plays we're talking about, names like black stone, they've been performing well. but then you start to look into some of these big beta names, we had some in aig. that's exploded to the upside. mtg. hig. some of these financial type services, that's where you're getting a lot of bang for your buck and watching a markets moving in and certainly, the paper is telling us there's going to be a deal. >> speaking of expectations of a deal, a shot live shot of

pete, thanks for joining us.rgument from each side and what was the response from the justices today? >> well, the argument for people who support these limits is just as you've laid it out. without them people could basically overcome the individual limit, which is intended to prevent corruption and candidates would be so beholden to a few wealthy individuals who would end up financing the bulk of campaigns. the other side here, though, the people who are challenging these limits say, in fact, there already are checks in place that the parties and the other committees can give only so much money to candidates. by the way, some of the conservatives on the court here say that's not an argument for keeping limits. right now an individual can give as much money as he or she wants to a pack and the pack can give lots of money to lots of different candidates. the people would know who that money is coming from. in any event, i think what's going to happen here, a part of these aggregate limits does seem to be doomed h

pete , good evening. >> reporter: good evening. investigators say miriam kerry went downhill after having her baby, suffered post partum depression, delusions and she was hospitalized. she believed the federal government had her under surveillance and president obama was communicating with her. after searching her condo in connecticut and talking with relatives, investigators say she had been diagnosed with depression and psychosis but had recently stopped taking her medications. they say travel records show she drove directly from there to washington yesterday. the chaotic events began at a security checkpoint on the perimeter of the white house grounds. her car turned into this driveway, hit temporary fencing and started backing up, striking a sec rhett service officer causing minor injuries. she speeds up pennsylvania toward the capitol going 80 at one point. police thought it was over when she got just below the u.s. capitol when they managed to t get her stopped. that's when it escalated. as they approached the car she jammed

pete, you want to get in to listen to oral arguments today. i know we've been through this case a number of times. you and i have talked about it before. while i know that base limits aren't supposedly at the root of this, the fact that they're going to hear that part of it, the likelihood we could have an expansive decision a la citizens united out of this court. >> reporter: well, there's always the chance. anytime the supreme court comes near this issue and opens up the box that has that distinction in it, there's always the chance that they'll strike it down. if you look at the past five cases involving campaign finance, the supreme court has struck down the limits in the law. now, it hasn't come close to doing this. this distinction between putting limits on contributions but allowing unlimited spending goes back to 1976 when the supreme court had its first post-watergate decision on campaign finance law. and ever since then, some justices had thought that's a silly distinction. there are at least three votes, justices kennedy, scalia and

what did you hear today, pete?reporter: i don't think the version that president obama feared is going to happen. certainly some republicans were hoping that the supreme court would do what he was talking about, which is to strike down all limits on contributions, allow people to give unlimited amounts of funds to candidates directly. but that's not going to happen today, it seemed pretty clear. the issue today is not the individual limit on how much you can give to a candidate, but a limit that perhaps isn't as well-known. there is a federal limit on how much you can give to all candidates put together in any given election. it turns out to be $48,600. and there's a similar limit on how much money you can give to all political parties and pacs put together. an alabama businessman is challenging what they call those aggregate limits. he says he should have a free speech right to give as much money to as many candidates as he wanted. and it did seem from the argument today that his view is going to prevail. at the v

for more now, i'm joined by nbc justice correspondent, pete williams. a candidate is not being challenged here. but rather the aggregate limit that you can give to all candidates or all political parties or committees. is that right? >> precisely right. there is a limit of $2600. that's how much any individual person can give any individual candidate in an election. that's not being challenged. but there is what are called aggregate limits. and you've put up all the known numbers in the universe. but the bottom line number is the one to look at. the two at the bottom. this is the aggregate limit. $48,600 that any individual person can give to all federal candidates. this is all federal candidates, remember. and a separate limit of about $75,000 to all -- not just pacs but political parties and committees that support candidates, the fund for a better america, that sort of thing. >> these limits were placed following the scandals post watergate, correct? >> well, the dollar amounts have changed. but what the congress said is, we have to have these limits
