let's bring in cnn's aviation correspondent pete muntean. been following the hearings today. so, pete, what did we learn today from these hearings on the hill? >> reporter: well, this is the second appearance by faa acting administrator billy nolan on capitol hill in the last month and really the focus here was the aircraft certification changes, the reforms that came after the 737 max disasters, but those close calls on america's runways between commercial airliners, mind you, kept coming up. what is so interesting here is that since billy owns' last appearance on capitol hill there have been three more of these, six in total since the start of 2023, jfk, austin, burbank, boston, sarasota, also in honolulu. so this is happening quite literally nationwide. the big thing here, billy nolan says, the acting head of the faa, is that this is something that the faa is taking seriously, but also he insists that aviation right now is safe. there will be a safety summit held by the faa in just one week's time where he says the faa will connect the do

cnn's pete muntean is live in washington. o you from today's, at time, difficult hearing? >> both of those things came up today. that unruly passenger incident just the other day, the chief of the faa, acting administer, billy nolan, says the faa still has a zero-tolerance policy against these unruly passenger incidents. the number of those have actually gone down in recent years. it was really more of a 2021 issue. the number went down by half in 2022. we have not seen many this year, although there have been two high-profile ones so far this year. the numbers that are going up are the close calls near runways of major u.s. airports involving commercial airliners. they are known, officially, as runway incursions. and like you mentioned, there have been six since the start of this year, which is a very high number, considering the severity of these incidents. they are happening nationwide. boston, jfk, sarasota, austin, honolulu, burbank. we are finding out about new ones. we just found out about that one in sarasota, just on

so, pete muntean is joining us, and i a lifetime alone when my children were small enough, i had them worked on planes said it was crazy, because it is so dangerous, and so is this different, might this happen? >> well, it is pushed by flight attendance for 30 years, erica, but this came up with a safety summit here. and now, lap babies is the industry term for this, a child under 2 can be on the lap free of charge, and instead of being in a car seat which is what the safety regulators and the ntsb would like. this faa summit last week, which is focused on the run way win kurgss, and the notice of the turbulence issues on the rise, and jennifer homendi has said that the recommendations to make that the turbulence is not as bad, but there was a severe turbulence in december and of the 36 people on board injured, one of them was a 14-month-old baby. and the ntsb says that if this is attacked now and something that the faa can do to require that the parents put their child in a seat and strapped in, that would make a difference. >> it is most common issue on airliners and it makes a diff

cnn aviation correspondent pete muntean joins us now. te, if confirmed, he clearly has a lot on his plate? >> reporter: yeah, no permanent leader at the faa, bianna. that's an issue because there's issue after issue facing the information. go back to earlier this year when a day-wide ground stop at america's airports then the issues at southwest airlines that caused cancellations and delays in the thousands. and now these issues on america's runways, five of them so far this year. they're known as a runway incursion. this latest one happened on monday night in boston where the faa said the jetblue flight 206 was coming into land on boston logan's airport flight when on a cross cross runway 9, a learjet took off in front of it. that learjet was told to line up and wait for the jet bblue flig and instead took off without clearance. really shows the work that is cut out for the nominee to lead the faa for washington. the issue here, according to senators who grilled him during his confirmation hearing today, is that he just doesn't have much

pete muntean has details for us. >> reporter: the faa is investigating this right now.lufthansa flight 469 on its way from austin, texas, to frankfurt in germany. not long into the flight the plane was at 37,000 feet mere memphis, tennessee, when the crew reported severe turbulence. it came on suddenly and without warning. look at the images from onboard the plane taken by a passenger. the plane just thrashed. you can see all the debris in the aisle there. that airbus a-330, a 200-ton airplane. it just gives you an idea of how bad the toss-around was by the turb turbulence. food service was going on, glassware was thrown to the ceiling. one passenger badly hurt. this plane had to divert outside washington, d.c. where first responders met the plane at the gate. seven people according to airport officials taken to local hospitals. this is not all that unlike another incident with turbulence that happened on a hawaiian airlines flight. 25 people hurt as that flight was descending to honolulu back in december. turbulence is the top type of incident onboard commercial airlin

pete muntean, appreciate you, and you have been in the air talking about these mishaps. and we hope that you don't have soot one in a long time. >>> and now, another story of a pennsylvania man trying to check a suitcase full of explosives trying to go to florida. the suspect is due in court a couple of hours, and danny freeman is in pennsylvania with more on this. so what can you tell us about the suspect and the possible motive for all of the explosives? >> yeah, amara, the way i would put it there is the motive that is as you said it is what we are waiting to find out hopefully later in afternoon. but this is what we know about the suspect. mark muffley from lancefsford, pennsylvania, and hthat is just 40 miles northwest of where we in lehigh valley international airport. now, the tsa and the fbi found these items in the suitcase and this what they found. they found a powder consistent with commercial-grade fireworks, a can of butane, powder with white residue on it, and wireless drill and two outlets taped together. at the bag also had a luggage tag with mr. muffley'

pete muntean, cnn transportation correspondent, and certified pilot even takes us up in a plane.aptain sully sullenberger takes us inside of a flight simulator. first, let's start with all of these near collisions. we are seeing far too many close calls on u. s. runways. near-collision incidents have been reported at multiple airports just this year. the hard numbers, though, they can be confusing. over the last two decades, the number of what the faa calls runway incursions has been climbing. but the really close calls have actually come down from a high in 2007. here is one reason, the faa's data for these types of incursions this year only go through january. yet the rate we are seeing this year is concerning. to understand what we are talking, about let's examine what they mean by near miss. on one hand there is the official, aviation definition, but on the other a near miss is already way too close for comfort for anyone. take what happened at new york's, jfk airport in january. an american airlines triple seven was getting ready to depart for landin. at the same time, a del

. >> pete muntean, you're our aviation correspondent. an alarm alerted tsa agents to this bag.ow tsa is supposed to work. was this a carry-on bag or a checked bag? >> this is a checked bag and the tsa is applauding this because the systems put in place after the 9/11 terrorist attacks worked as they were designed to. the tsa said that this checked bag went through screening that is in line, one you check a bag, and that is when money alarm went off and then tsa personnel came over and inspected that bag by hand. it was only then that they deemed this truly suspicious and an airport spokesperson at lehigh valley squcreened about 1800 people a day and that is when they evacuated the airport for about two hours and that is when police and the fbi and a bomb squad came in. the airport spokesperson describing this as tremendous team work. but it begs mentioning here, wolf, that the tsa makes fines of things that should not be in luggage all of the time. from handguns and even loaded handguns to nunchuks and even brass knuckles but rarely ever something that is explosive like this. >

aviation correspondent pete muntean is monitoring this for us. what are we hearing this morning?ifically focused on the reforms the faa has made to how they certify aircraft after the 737 max disasters that killed more than 300 people abroad, but it is so interesting that these close calls on runways are already coming up. senator ted cruz is a ranking member on the senate commerce committee. he said that since the last time billy nolan was on the hill on february 15th, there have been three more of these close calls on america's runway since. we're averaging one every ten days now. look at the breakdown, jfk, honolulu, boston, austin, burbank. we have just found out about an incident in sarasota and we found out on monday, but it happened on february 16th and these incidents range in cases where the airplanes come very close to one another. we are talking about hundreds of feet in some cases which is very scary to some safety advocates. i just want to point out here that this is so interesting because there's been so much change in the aviation industry, and i want you to listen

let's head to pete muntean. good morning. what is the response been to this proposal?ht attendants have been calling for this for 30 years. right now, the faa only strongly discourages parents putting babies on their lap. they say every child deserves to be strapped in and that is something echoed by flight attendants. they want this to change immediately. especially considering the turbulence incidents we have seen recently, on the hawaiian airlines flight that went through turbulence in december. 36 people were injured. among the injured, a 14-month-old baby. think about this. if you experience 10gs in an air craft exit at ten times the force of gravity a 20 pound 12 month-old infant might weigh something like 200 pounds. this came up in the faa summit, where ntsb chairman said something like two dozen recommendations out there right now to make these turbulence incidents less severe, strapping in babies, making sure that all of them deserve a seat. listen. >> all 25 turbulence recommendations remain open. addressing these and so many other issues is how we make our
