we're live in moss beach, pete suratos for "today in the bay." >> pete, thank you. >>> new this morning, the dmv says improperly registered hundreds of people to vote including some who are not even u.s. citizens. >> bob riddell is live outside the dmv office in concord. how did this happen, bob? >> reporter: marcus and laura, the department of motor vehicles the dmv says this was "a processing error." yesterday the directors of the dmv and the california department of technology they notified the secretary of state to tell him that about 1,500 people were improperly registered to vote between late april and late september, april being when the new motor voter law went into effect. number of those people are non-citizens including a canadian man who is a green c d cardholder and in the united states illegally, who is just trying to replace his driver's license. the dmv says that none of those improperly registered are in the state illegally, in other words, it sounds like everyone has documentation. again, this is an issue of them not being u.s. citizens and therefore not qualified to r

pete suratos joins us live in san francisco with details on this new study. pete. >> reporter: yeah, good morning to you, marcus. fascinating new study that uber and lyft are impacting traffic in an already congested city here in san francisco. we picked california, because this is considered one of those areas where you see a lot of congestion, obviously. not seeing much right now, but it picks up a little bit later in the day. so let's go ahead and jump into some of the key findings in this new study. it was put out by san francisco counties, the san francisco county transportation authority. and it says that between 2010 to 2016 that ride share companies contributed 50% increase in traffic to san francisco. it contributes to 25% of traffic congestion citywide. as far as the most congestion, we're standing in one of those areas in the financial district, but pretty much anything south of market downtown, as well as in the embarcadero area are seeing more congestion, because of these ride share companies. as i mentioned, in a study, they're saying it is an al

"today in the bay's" pete suratos joins us live from santa rosa with those details. pete?reporter: good morning to you, marcus. it's quite a sight to see. the power finally being restored here in coffey park. you see it over my left shoulder here at one of the homes, and it is quite a sight, especially when you consider the damage that was done to this specific santa rosa neighborhood during those north bay wildfires. when they came to the damage that it did to the electricity in the area, those fires damaged heavily the underground electrical equipment here in coffey park so they had to replace about 22 miles of electric lines and 10 miles of gas mains. according to pg&e, they say the construction on this is complete, with a new underground electric and gas utility system not only in coffey park but the marshfield area in santa rosa. all together talking about 1,300 homes destroyed in coffey park and a lot of the owners as we look at some of the homes in the rebuilding or permit stage of getting back into their homes. i taking you here live, the power is on here in coffey

pete suratos is still following the story from oakland, where it all took place. pete, this was close to a school. >> reporter: yeah, good morning to you, laura. it did happen close to garfield elementary. i want to point out, the school is closed for the day for the holiday. that area was blocked off momentarily. that has cleared up. behind me, is still an active scene here. one incident took place near east 17th street. i want to show you guys some video from earlier when we saw even more activity than what you're seeing right there. you see an armored truck in that area as officers around the scene when we showed up. according to what we're getting from oakland police, they're saying it happened roughly, this incident happened roughly around 3:00 a.m. on the 2300 block of east 17th street. they said an officer spotted a suspect in the area doing what they described as suspicious activity. now, the officer makes contact with the suspect, the suspect flees the scene. and at that time also fires shots as he is getting away, firing shots at the officer. the officer

pete suratos has been in calistoga all morning, where many were impacted. >> reporter: good morning, to you guys. look, for the first time in its history, pg&e is being proactive as far as shutting off power in an area due to fire danger. now, the folks we spoke would understand that they're doing it for good reason, but for some, it's proving to be an inconvenience. around 6:30 this morning, we definitely experienced some wind gusts in calistoga. it's hard to gauge exactly how fast those winds were going, but we know they're fast enough for pg&e to shut off power in the area. >> it was about the same. gusts a little bit like this right now. >> reporter: jeff green lives on lake street in calistoga and spoke to us about this planned power outage by pg&e. the utility company decided to shut off power for tens of thousands in the north bay and sierra foothills due to the threat of fire danger. customers were notified either via e-mail, text or an automated call. remember, cal fire reported back in june that pg&e power lines and failed power poles were the cause of some of the deadly no

"today in the bay's" pete suratos is live in moss beach. he's been talking to investigators and some witnesses out there, too. pete? >> reporter: good morning to you, laura and marcus. we're still positioned oen lancaster boulevard. i believe the fire engines will be leaving soon so we'll make this live report fairly quick. the house a total loss, why there's multiple fire crews here to put out this fire, that home at a total loss. here is the new information or the information we gathered from coast side fire. they were called out here roughly around 2:55 a.m., called for a structure fire, when they showed up, they saw it was a house fire and turned quickly from a one-alarm fire to a two-alarm fire and when they arrived they said there were three people inside, a mother and father and an adult sun between dogs were in that home. they say that the father experienced some burn injuries. the burn injuries are unknown how serious those are but we know he was transported by ground to a nearby burn center. for those folks that aren't familiar wit

. >> "today in the bay" pete suratos joins us live from freemont with the latest on the progress being made at the center and what's coming up next. good morning, pete. >> good morning, laura and marcus. still that impact on traffic in the area specifically on freemont. i want to show you they are making progress over the weekend. behind me you see i'm counting them right now, looks like about six of these jacks that are set up here as they're there to help relieve the weight in the area as they continue to try to fix these cracked beams in the area. i want to show you some video, it took several hours to position those jacks on freemont street over the weekend. as i mentioned they're there to relieve weight on the cracked beams that shut down the transit center since this past tuesday. they need to repair that before they reopen the area. it could take several beams, several days to fix the issue so the goal to eventually have cars drive on freemont street again around the jacks. >> ultimately we intend to open a portion of freemont street. we don't know the timeline for that. >> repo

"today in the bay's" pete suratos is live for us in antioch to tell us about what happened and pete, a lot of neighbors concerned about what happened. >> reporter: a lot of concern, good morning to you, marcus. at least at this point contra costa county fire feels that the tenant may have been misusing smoking materials, that's what they're saying, a potential cause may be. quick update on the folks displaced, according to red cross, they are at a motel or with relatives. we'll show you video of the damage inside of that apartment unit here in antioch. we're hearing that contra costa county fire got a call at about 1:15 a.m. at the thousand claudia court in antioch about an apartment fire and a woman stuck on the balcony. they were able to knock the fire out. there were no injuries to report, but several neighbors were displaced and they tell us that they've expressed frustration with this neighbor in the past. >> she does this every night, she's banging and stomping, so the neighbors was banging on the door, so i kept hearing it sounded like it was at my door, decided to open the do

pete suratos is in calistoga, one of the many parts in the north bay in the dark. what are you experiencing up there, pete? >> reporter: good morning to you, scott. none of those wind gusts like you mentioned that we saw yesterday here in calistoga right now, but it is an interesting scene here, because all of the power is out where we're standing here in calistoga on lake street. we're standing in front of calistoga high. the school is shut down because of the power outages. we want to give viewers what it looks like on lake street. the power is out. the planned power outages this is the first time pg&e is doing this, they're doing it proactively because of the fire danger warnings. you see it's pitch black on lake street in calistoga. let's jump into the latest numbers we're getting from pg&e when it comes to these planned power shutoffs in the area. we do know there's roughly about 59,000 customers without power in the north bay, and the sierra, and about 17,000 of those customers are in lake, napa and sonoma counties. of course those are the counties that were a

pete suratos with us. >> reporter: good morning to you. that agreement will end some investigations into chevron, including that incident with the refinery fire, as you mentioned, back in 2012 right here in richmond. let's talk about this agreement in details. this is details we're getting from the u.s. department of justice. as part of that agreement, chevron will pay a $3 million fine and also spend roughly about $163 million in environmental improvements to its refineries. now, that fine is going to result in regulatory investigations in chevron in four states, including right here in california with that 2012 richmond refinery fire incident that evacuated 14,000 residents. now, remember, back in 2013, chevron did pay $2 million in fines for those affected by that 2012 fire. now, as a part of that spending, chevron does plan to spend about $20 million on improving the refinery facility here in richmond. we're live here in richmond, pete suratos for "today in the bay." >> big fines there. thanks. >>> 6:05. could be a major wig for silico
