pete williams is nbc justice correspondent. in the u.s., michael weiss, editor for "the interpreter" and clint van zandt, former fbi profiler, now with msnbc. we gil begin with michelle shepherd up in ottawa. give us a capsule of what happened today and how it fit in to recent fears we've had about terrorism on this continent. >> it certainly has been a fear that we will have attacks here in canada. i think no one felt ka da would be immune to this. also, we have become involved with the fight in syria and iraq, and that has really raised our profile. as you mentioned in the introduction, there have been calls for those who couldn't go over to fight in the name of the so-called islamic state to have attacks at home. and there have been fear among our security and intelligence services that particularly vulnerable were military personnel and targets. sadly, that's what happened this week, both with today's attack, the killing of the soldier, and also on monday there was an attack in quebec where another soldier was killed, struc

nbc news justice correspondent, pete williams, joins us now. e supreme court again refusing to hear the appeals of those five states, and marriages happened within hours. there is some criticism tonight of the court for not taking the cases. why didn't they? >> reporter: we don't know why they didn't take the cases. they never say why they don't take a case. here is a guess. first of all, the court normally takes cases when there is a division among the appeals courts. here are the appeals courts all agreed that states cannot constitutionally ban same-sex marriage. so there was no split among the circuit, which is normally a good ticket to the supreme court. what's surprising, though, is that the supreme court itself had put stays on the appealing from virginia and also utah. and said you can't have marriage in those states while we're considering what to do here now having imposed those bans and now today lifted them by the fact that they are not going to hear the cases, it does seem that it's going to be harder for the supreme court to come ba

for more we go to live to nbc news justice correspondent pete williams outside the supreme court. pete, has the court essentially here made a ruling, in a sense, by not making one? >> reporter: not in the literal sense, no. they do leave the issue for another day. if a federal court were to say that a state can, under the constitution, ban same-sex marriage and that decision got appealed to the supreme court, i think there's a very good chance the supreme court would take that case. the question is, does today's action stack the deck against the states that want to ban same-sex marriage? that's the issue here. will there be a sort of inevidentibility factor. because there's a series of dominos here. for sure, the supreme court's action today lift the bans on court rulings that declared it unconstitutional in utah, wisconsin, virginia, so marriage can start up -- in the case of wisconsin, resume. utah, too, for that matter. then it applies to six other states in the same federal circuits as those states. colorado, kansas, wyoming, north and south carolina and west virginia. so, we'r

brian. >> pete williams at fbi headquarters tonight, pete, thanks. >>> a continuing big story in this country, an update on the manhunt for the suspected sniper and cop killer in the pennsylvania woods. eric frein is now charged with possession of weapons of mass destruction because police say they found pipe bombs on his trail. they also say they found handwritten notes in which he details his ambush on two state troopers on september 12th. one of the troopers was killed. frein has now been on the run for 26 days. >>> a somber procession today in california as the body of an air tanker pilot who was killed while fighting a fire at yosemite was removed from the crash site. an honor guard on hand for the transfer of remains. it's a very dangerous job, shifting payloads, precision flying combined with often bad visibility. craig hunt was a 13-year veteran pilot, husband, father of two daughters. cause of the crash remains under investigation. >>> some major cleanup needed tonight after violent weather cut quite a large path through part of our country. in western massachusetts this is t

>> pete williams at the supreme court for us tonight. pete, thanks. >>> we turn now to the battle against isis overseas. an american citizen is under arrest tonight here, accused of wanting to travel to syria to join isis. this just days after isis threatened to kill an american hostage. authorities stopped this young man, a teenager, in chicago as he prepared to board a plane to istanbul. our chief foreign correspondent, richard engel, is there tonight and has our report. >> reporter: he's the latest american accused of trying to join isis. 19-year-old mohammed hamzah khan from suburban chicago in federal court today. he was arrested saturday at o'hare about to board a flight to istanbul. according to a federal criminal complaint his residence was searched after his arrest and authorities found documents that express support for isil and disgust at western society describing it as filth. also found, a three-page letter to his parents saying he was on his way to syria to join isis. first and foremost, please make sure to not tell the auth

>> pete williams outside fbi headquarters to start us off tonight. pete, thanks. >>> overseas tonight there's concern about this u.s.-led campaign to take on isis. air strikes against isis in syria started three weeks ago. they started initially in the skies over iraq. the stated goal here as defined by the president is to degrade and destroy isis, but tonight another key city is on the brink of falling. it's called kobani. it's on the syrian border with turkey. and if it falls, it gives isis then another stronghold. our own richard engel has watched it all unfold. he joins us tonight from southern turkey. richard, good evening. >> reporter: good evening, brian. the administration set a very ambitious goal. but if isis can take kobani, it can do the same to other cities, which raises questions about the american strategy. at the syrian border today supporters of kobani flashed victory signs still hopeful that fighters in the city will repel isis militants. but there's no victory in kobani. isis has already seized two neighborhoods in street-to-street

pete williams is standi ining bw in washington with more on potential changes coming. >> starting today, the government will now do more screening of people who have been to the countries in west africa where ebola is more -- most prominent. they'll be questioned when they arrive there. temperatures will be taken. they'll be asked to fill out a questionnaire. the government will then be able to track people and keep them informed. they'll also be given this card that tells them about ebola, tells them if they've been to a place that has ebola or come in contact with a person, they should take their temperature twice a day. if they get a fever, go to a doctor. and the back of the card has instructions for their doctors on what to do. tells the doctors to put them into isolation and contact the cdc for the full protocols on how to handle someone who might have ebola. >> that was of course one of the initial concerns. because thomas eric duncan first went to the hospital in dallas and then was sent home before coming back in the days that followed. the government has been getting a little

with us now is pete williams. pete, good morning. >> good morning to you. >> what do we know about this man? >> not much. the fbi knows virtually nothing about him. other than that he shows up on the isis propaganda video that was released september 19th. about 55 minutes into the video. he can be seen, he's wearing a mask, camouflage, he has a shoulder holster. he's in the city that claims to be in a city in northern syria. the fbi is trying all the techniques at its disposal to figure out who he is. they're asking for public help hoping somebody will perhaps see him, recognize him from his body build, face, whatever they can see from it. maybe they knew someone who recently went to syria to join up with isis. or perhaps they'll recognize the sound of his voice. they posted a roughly two minute excerpt on their website. an excerpt from the isis propaganda video. they're asking people to give them any information about him or indeed anyone else that somebody might suspect has recently gone to syria or recently retu

. >>> joining us now is nbc news justice correspondent pete williams. pete, thanks for helping us with this. appreciate your time tonight. >> you bet. >> how unusual is it for the fbi to take a case like this to the public. we know about the ten most wanted lists but specifically on a counterterrorism case like this, how unusual is it for the fbi to say we think the best information might come from americans we have no contact with at this point? >> well, you know, i think you have to put this in prospective. the simple answer is it is unusual. it's not the first time the fbi asked for help in identifying suspected terrorists overseas. you may recall that the fbi posted pictures from the surveillance cameras in the benghazi attack to see if people recognized any of the pictures there. the unfortunate fact is that it can be done now because terror organizations are better at producing videos that can be excerpted. in a sense the way to think about this is the fbi taking an isis propaganda tool, videos in english and trying to use the tool against the terr

we get the tale of the tape tonight from our justice correspondent, pete williams. >> reporter: afteretting a tip that illegal betting was going on, fbi agents wired themselves up with hidden cameras at las vegas' caesar's palace in july to get a peek inside a complex of rooms for high rollers, where a champion poker player, paul phua, was staying. one of the world's richest gamblers, he had flown to the u.s. on his private jet after making bail in macao, where he was accused of taking in millions from illegal sports betting. >> good luck. >> thank you. >> reporter: what happened next unfolded in the opulent settings of the vegas strip, like something from the movie "ocean's eleven." the fbi suspected phua and others in his entourage from running an illegal operation in their vegas suite to take bets on the soccer world cup. but his lawyers say fbi agents, to get a closer look, cut off internet service to the room, then claimed to be the repairmen summoned to fix it, recording it all on this video obtained by nbc news. >> is the wi-fi down too? both hardline and wi-fi? >> reporter: on

. >> joined by pete williams as well as nbc white house correspondent kristen welker. we're going to get to you in just a moment so stay with us. first, pete, with more on this fbi hunt effective ivively in t to identify this isis militant. where do things stand? >> the fbi's asked for public help. after two weeks of looking at this video, they've been unable to make much progress because there's so little to go on. the main thing you know you can see his eyes but they hope someone will recognize the voice. you heard in that clip what may be a sort of upper midwest american accent or canadian accent. he sort of says outside, a little bit sounding like he could be from that region. they're hoping this will ring a familiar bell to someone. it's a little unusual for the -- i should say it's not unusual for the fbi to show videos and ask for help identifying suspects. but it is unusual in the case of an overseas terrorists. not a first time, but it isn't done often. >> as authorities said, no piece of information is too small in this effort. obviously there have been challe

[cheers and applause] >> joining me now is pete williams, nbc news justice correspondent, and pete williams, take us through what happened in the court today and how predictable this was. it seems justice scalia predicted this when the court did their -- >> predicted the eventuality of it. we get a list of the new cases over the summer. buried in it are the simple one lines in the list of case the supreme court is not going to take. and on these two pages were the marriage cases from the five states. so that is all the supreme court said, no reasons. no explanations. that's the way it normally works. so, you know, what happened here, i think, we have to do a little guessing on. it takes four votes to grant a case. so for example the four conservatives might have been expected to say we need to look at these lower court rulings that struck down bans against same-sex marriage in these states, but they would only do that, likely, if they thought they had a fifth vote to win, and that is anthony kennedy, and they may have well decided they don't have him. so what about the liberals? why did the

. >> let's bring in nbc's pete williams live from washington, d.c. pete, what do u.s. authorities know at this point? >> reporter: not much. canadian officials have their hands full, so we're not really going on what u.s. officials are saying. we're learning a lot more from the canadians. it appears from this statement the police have put out that two people were killed today. one is the reserve soldier at the military memorial. but the second is the gunman inside parliament. they do say one male suspect has been confirmed deceased. so, we're still waiting on word, as you were just trying to get it there from the police, about whether, in fact, there was more than one person with a gun. there are many people who thought they saw that. and the canadian police have to assume that that could be true. that's why they're doing what they're doing. here in the u.s., joy, we've not heard any signs or any statements or any indication that security is being changed. no visible security change at our version of the parliament building in ottawa, at the u.s. capitol building or th

according to pete williams, 34 states now have -- would permit gay marriage.e would be legal or soon to be legal. 19 other states still in play. but -- or have adopted it. the states subject to lower court orders. but on monday, the supreme court put everything sort of in a different frame of reference. and now today we have tony kennedy putting a hold on one of the appeals court rulings, at least until it can be argued. what does this do to your whole -- >> well, predicting the supreme court, of course, is always a little bit uncertain. so we're going to see what exactly happens. but what i really think we saw in idaho today with justice kennedy was more of a speed bump than anything else. a little bit of procedural smoothing. and i'm pretty hopeful we're going to be back on track quickly and that will bring us to 35 states in which gay couples will have the freedom to marry. as of today, even without any further progress, there are at least 30 where couples are marrying and you talked about south carolina. smiles and happiness and couples being able to share

let me go to pete williams on the phone. we also have former cia counter terrorism analyst there. pete, let's start with you. you heard in the interview this area where this individual was able to get in and fire off shots. it's the hall of honor. as described in the live interview. that's considered a pretty secure area of parliament. and that lawmaker wondering how the person was able to get to the area >>well, it's still not clear whether the incident is over. it started about an hour ago. and the police up there. the royal canadian police have urged people in ottawa in that area to stay away from windows and off the roofs of buildings. because it's quite clear they're trying to see if there is a second gunman. the early reports were that the person who fired the shots that were initially reported has been killed. but now authorities are looking to see if there's a second gunman. so it started at the war memorial, which is just a few minutes walk away from the canadian parliament building in ottawa, the capitol. a man with a gunshot a soldier at the war memorial and headed to th

. >> nbc's pete williams is following the latest from washington. how unusual is it for the fbi to turn to the public in this way in a case like this? >> in a case like this, it's somewhat unusual. just because the fbi doesn't often have video of suspected foreign terrorists to put up on the web. if they have pictures or people identify themselves, there's no need to seek public help. in this case, fbi and canadian authorities have looked at this video released by isis on september 19th, put on the internet, and they have not been able to identify this person using any of the tools they have, facial recognition software, voice recognition software, so they're turning to the only other thing they can, which is public help. but you think of all the times in the past that the fbi has released pictures or video or stills of bank robbers or whatever asking for help in identifying someone. the technique itself is not new. >> and, you know, it's interesting that they seem to have gotten not far, both mi6 and fbi in trying to identify these isis militants wh

pete williams joins me now. a special appearance.lking about gay marriage and the legal activities. sort it out for us. >> the supreme court declining to take the appeals from five states. marriage becomes legal in those states. add nevada the subject of the ninth circuit ruling and now we are up to 25 states where marriage is legal, but the action now is in the other states that are in the affected medical circuits from the supreme court declining to take decisions. presumably the law would apply in nose states as well and the states are reacting in different ways. in the tenth circuit, colorado and kansas started a handout. to the north, wyoming said over our dead body. we will wait for a court ruling. south carolina and west virginia and we still have to hear about idaho which asked justice anthony kennedy don't make us hand these marriage licenses out. we don't like the procedure and justice kennedy said i will give the parties until thursday until this afternoon to file their papers. no one is quite sure why justice kennedy did

let's go to our justice correspondent pete williams who's been following this from the start.pete, walk us through your understanding of what has taken place today in ottawa. >> it began with a single shooting, brian, about a third of a mile away from the parliament building at canada's national war memorial. witnesses say a man walked up to a guard, a military guard at the war memorial and opened fire. the guard -- the soldier there died a short time later. the witnesses say the man with the gun then hijacked a car and drove to the parliament building where you just saw the dramatic exchange of gunfire inside that ornate building. canadian authorities say the man was shot and later died, shot by the parliament sergeant at arms. and from then on, really until still at this hour, there have been reports of other men with guns that have caused a lockdown in that area of ottawa. canada's fifth largest city, as police swarm the streets. but so far they have not confirmed any reports of any other shootings or any other people with a gun, brian. >> all right. that's the important pa

pete williams is following this. pete, any indication that the fbi has gotten any leads yet?> oh, yes, they definitely have. dozens of leads at this point. this is not the kind of thing that's going to generate thousands of leads in a very short order. so they're coming in relatively slowly and it'll take a while to sort through them all. >> does the fbi going public in this way an old-fashioned wanted notice in a sense tend to work for them, pete? >> sometimes it does. really nothing else to go on. you can see his eyes, get a sense of how big he is, how old he is. that can only take you so far. they've got really nothing to lose here by making this video part of their website because it's not that -- it's not that they're disclosing something that was private to them or was a secret, this was an isis video that was released by the terror group on september 19th, posted all over youtube and all the various places where isis puts these propaganda videos. so the fbi's in a sense trying to use social media against the group that is trying to use social media for its benefit. so

let's get to nbc news justice correspondent pete williams. good morning, pete. what are the charges mr. gonzalez is facing? what do we expect to happen at the hearing today? >> he's facing the charges originally filed plus some new. the government accuses him of entering a building carrying a dangerous weapon. it was the knife he had in his pocket that was folded up and put in his pocket. he was charged with carrying that knife that is a dc charge and also having ammunition in his car. the new charges are two federal counts of assaulting offices, and an additional dc gun charge of having ammunition clip in his car that was beyond the legal limit here in the district. you know, ever since these charges were filed, there's been very little detail in the charging documents. sometimes federal indictments and federal court tells a story. this one tells very little. very few specifics of what actually happened. the charges don't say, for example, where he went in the white house. of course, they don't have to at this point. it's merely the charging state. he'll appear
