nbc justice correspondent pete williams joins me now. , with this high court ruling, does she have any other options? >> reporter: well, the options now are from the other side, really, because right now the lawyers for the couples who are seeking marriage licenses have gone back to the federal judge who last month ordered her to issue these licenses, and they're now ask the judge to hold her in contempt of court. they say they don't want to see her go to jail, but here's how they end their request. they say, we don't seek to compel davis' compliance through incarceration since she continues to collect compensation from the state for her duties. they urged the court to impose financial penalties sufficiently serious and increasingly onerous to compel her immediate compliance. so the judge is going to have to decide what to do about that. he'll probably ask for the other side to respond. we're told he's going to have a conference call with the lawyers involved here. he could have a hearing, or he could act based on the record before him no

and our justice correspondent pete williams has late details. >> the agreement to be announced tomorrow settles charges that the company failed to obay federal laws requiring prompt disclosure of safety problems. last year gm began recalling 2.5 million cars with ignition switches that could suddenly shut off the engine, cutting off the power to the airbags an the power steering and brakes, causing crashes. but prosecutors say the company knew about the problem for more than a decade before reporting it. gm has since determined that the switches caused accidents that led to 14 deaths and 273 injuries. the family of this nursing student who died in her chevy cobalt said it has been an ordeal. >> quite frankly, i just want this to be over. it is very painful. >> officials familiar with the settlement say gm will pay the government a fine of over half a billion dollars. that is far less than the $1.2 billion toyota paid last year for concealing acceleration problems in its cars. but officials say gm under the ceo mary barra has been cooperative with federal investigators, admitting that th

pete williams is with us now to tell us more. good morning. >>> good morning, jose. it's not clear what the next step is going to be. she's in contempt of court now. a trial judge in her state, in kentucky, as well as an appeals court have both said she has to issue these licenses despite her religious objections, that her religious beliefs don't free her from following the constitution and the supreme court's rulings. she went to the supreme court and said while i'm appealing my case, please let me continue not to issue these licenses. don't make me do this. and last night, the supreme court turned down her request. no note of dissent, didn't even ask for reviews from the other side. now the ball is back in her court. she could be found in contempt of court for refusing to violate the orders. she's an elected official. it's not clear what actions the state could take. the governor said in a similar case involving someone else, if they refuse to follow the law, they should resign. there's no sign she is going to do that. this is the most visible instance of pushback

justice correspondent pete williams joins me now. legally she's an elected official so she would have to be impeached. could she be held in contempt of court? >> she could be held in contempt but the only way to remove her from office is impeachment. there's no recall provision for county officials in kentucky but the impeachment would be by the legislature and that's unlikely in the state where the supreme court's ruling was not all that popular. in fact, she has the support of the president of the state senate who filed amicus friend of court breach last night. the state senate said give us chance, give the legislature a chance to change the law. it's very confusing, he said. the objection from the county clerk kim davis is that the form is preprinted and has her name on it. it says kim davis, rowan county clerk. that's what she objects to. she said if somebody else fills it out or it had somebody else's name on it. she doesn't object to filing it. she said one accommodation to her be the legislature changing the law. the lawyer sa

joining me is justice correspondent pete williams. nted so explain the measures that are having to be put in place for a pope that is unpredictable. >> reporter: it is without question the single largest security operation in american history. you have basically an expanding set of challenges moving through the country. he's here in washington which is accustomed to these events. there's a security cordon around the white house. people along the parade route, he'll drive by, screened and maged. security around the capitol speaking there, security around the basilica, fences and then you move to new york where the nypd and the secret service and the other agencies have to protect the pope and also the opening of the u.n. general assembly. and then you move at the end of the week to philadelphia where all the events concentrated in a relatively smaller area and a city that isn't as accustomed to the things with an enormous influx of people. by some estimates, almost as many people coming to see the pope as already live in that part of ph

pete williams reports. >> reporter: the man behind one of the worst cases of food contamination ever told victims in a georgia courtroom that he is truly sorry for food poisoning that sickened more than 700 people and blamed for nine deaths. this family said their son chris was hospitalized. >> it was agonizing. it was scary. >> stewart parnell, former owner of the peanut corporation of america was convicted in the first criminal trial in a food poisoning case from shipping peanut butter they knew was contaminated. and they found a leaky roof and insects and rodents at the plant. today parnell told victims gathered for his sentencing, i think about you guys every day. jeff came from minnesota to describe how his 72-year-old mother, a cancer survivor, died after eating contaminated peanut butter. you took my mom, he told parnell. you kicked her right off the cliff. jacob hully was sickened for him by the food. >> i think it is okay for him to spend of the rest of his life in prison. later today he was sentenced to 28 years in federal prison, the harshest penalty ever in the case of fo

let me quickly turn to pete williams, our justice correspondent. pete, the security operation not only around to washington but over the three cities, philadelphia and new york, is unlike anything we've seen because of multiple events, especially in new york. how is all this being handled? >> lester, that's a nifty little car the pope is in and he can probably find a parking place in washington if there were any. the vast stretches of the district will be closed to parking, closed to traffic. the same thing in new york, same thing in philadelphia. this is undoubtedly the largest security challenge ever in the united states. the secret service director joseph clancy was at andrews air force base to watch the pope come in. his people had been in rome to learn more about what the pope does and he's riding in a vehicle you can roll the windows down in. that's not something a presidential limousine can do. so many differences and it's a challenge because of so many other things going on. the district is still open. the pope is going to find less traffic

pete williams reported that was the vatican security detail who were the ones taking the children offngs and handing them to the pope. i will say, i spoke to some of the secret service agents after everything was over, and they were incredibly nervous he was going to do more than just that. there were some rumors that they had worked it out in advance to make sure that the secret service would be more comfortable with what the pope was going to do. i know they were very, very concerned he was going to get out of the pope mobile and weren't sure how to handle it if it happened. so clearly the vatican security officials had decided this was how they were going to handle it for pope francis. >> thanks for clarifying that. it's just amazing, though, to see. thank you, kasie. >>> and the pope took time to engage area schoolchildren who were in place to greet him. tom costello caught up with some of those kids and this is what they had to say about this amazing encounter. >> you don't see the pope every day. it is very great to have the pope in town. >> reporter: you're shaking a little bit

. >> nbc's pete williams is with us now in washington, d.c.at we can expect in court today. good morning. >> reporter: one little note about what governor huckabee says, the form actually says party one and party two. so the form itself has changed. the law hasn't, though. that's one point in her favor made by a state senator last night. the president of the state senate who's a republican said to the judge, don't hold her in contempt of court, it's not her fault that the law is a mess, that she's confused about what to do. why don't you wait until the legislature comes into session next year and we'll fix this. her objection is that the form has the name of her county and her name as the county clerk on it, even if she does nothing, she says, the form is still issued in her name and that's what she says is her objection. the question is, should she be held in contempt of court for disobeying the judge's order last month, directing her to issue these licenses? she asked to courts of appeal for relief from that order, xlug the supreme court and

nbc news justice correspondent pete williams joins us. we know that the hillary campaign says they've encouraged pagliano to testify and called it his decision not to understandably but disappointing. >> reporter: this is a pretty straightforward application of the fifth amendment by his lawyers. you tend to see this happen whenever there is a congressional committee investigating something. and in this case, his lawyers say they've gotten requests from the benghazi committee, the one to whom he's formally given notice he'll plead the fifth, and two others. at the same time, the justice department -- the fbi is looking at how classified documents were handled. so his lawyers are just being extra cautious here. they're saying, we know that the fbi's investigation isn't a criminal one at this point but it is the fbi after all. it could go there. and let's just be careful and not have him testify because the reason lawyers want their clients to do this is so they don't say something before congress that could be used as evidence against them
