peter barnes is live on capitol hill with the very latest. peter: ashley, it always comes down to what did people know and when did they know it. a couple of committees of peer will continue the investigation. the house oversight and government reform committee will be holding a meeting this week as well. a six page letter requesting documents and details about how all of this went down. the president says that he did not know anything about it until he read about the irs's inspector general report. we are also learning, and officials are confirming that some treasury officials knew about this including jack lew who was told about it why the inspector general himself back in march. a white house aide says, however, it was inappropriate, it would be inappropriate for the white house to interfere with the inspector general's work while that report was underway, while that investigation was still underway. take a listen. >> here is the cardinal rule. you never interfere with and independent investigation. you never give the appearance of interfer

the fox business network's peter barnes is with us now.n chevy chase, maryland. how do people say they are changing their vacation plans. the coat on memorial day might have part of it. >> yeah. cold front came in through here, shepard. i don't think i'm going to the beach tomorrow but it is the official start of the unofficial start of the summer holiday season. and it is starting with the highest gas prices for a memorial day in two years with prices for regular gallon of gas up 15 cents just in the last month alone. and in 8 states according to a.a.a. gas is above $4 a gallon. part of the reason as you mentioned, is because of refineries with maintenance and repair issues. which has hurt gasoline supplies. triple a surveyed drivers about whether higher prices would effect their memorial day travel plans. and about two thirds of the people said no, but the rest said yes. 27 percent said they would try to save money in other areas on their memorial day vacation. 8 percent said they would take shorter trips and 3 percent said they wouldn't

peter barnes following all the fed talk thankfully from washington. s right, tracy. paul volcker ripping into the fed's quantitative easing programs in a speech from the economic club of new york. he questioned its effectiveness. >> beneficial effects of the actual and potential monetizaton of public and private debt, yes, so various qe programs. if you're limited and diminishing over time. the old pushing on the string analogy is relevant. >> volcker also said he is worried qe could encourage speculation and inflation. he said he does not doubt that ben bernanke and company have the ability tools and knowledge to exit from qe and all the other fed stimulus programs, but, he said history shows that central banks wait too long to act. triggering new imbalance in the economy and inflation. but one current voting member of the fomc this year, eric rosen again, president of the federal reserve bank of boston says he wants to wait for now before starting to back away from qe. he said it would be premature to stop bond purchases all together before there is

peter barnes is at the white house with more. peter: this is what you pay me to do.ome reporting on this already. on fiscal policy, last time around, in march, they said fiscal policy had become somewhat more restrictive beard today it is restraining economic growth. this would allow the fed to continue with this kind of stimulus. the second change is they added a sentence specifically on whether, on the size of asset purchases, it has never said this before. they are ready to increase or reduce. this is the first time it signals an increase, potentially. if all this stuff is not working and fiscal policy continues to be a drag on the o'connor, could the fed go over 85 billion a month? it is signaling that it could. take a listen. >> a lot has been done on the budget side. fiscal restraint at the beginning had a fight on the overall economy. peter: chairman bernanke has always said all this stuff is conditional. our fiscal policy is making conditions worst qe4 ever. jon: peter barnes in washington. peter, thank you. so from the irs and the ap to benghazi, it has been a tough week for the obama administration. charlie hirt is a columnist for "the washington times." he has written about the various scandals enveloping the obama administration. first of all, charlie, from your standpoint as a reporter how do you think they're handling, their response to all of this? how do you think they're doing? >> i think that has been one of the biggest problems we've seen this week that their responses have been tepid. president obama has been very short of tepid in his rebuke of the various scandals that are sort of emerging. i think that they're, sort of taking half measures is. i think robert gibbs, former press secretary robert gibbs talked about some of this on sunday saying the administration should probably come out and be a little more forceful about it. trying to say, well, we need to wait and find out what happened inside the irs. obviously nobody needs to, you don't want to take immediate, drastic me

peter barnes, this is obviously disturbing to us. peter: let's get back to that press conference.e confirmed today that he recused himself from this case last year. he was interviewed by the fbi about it. he felt there would be a conflict of interest if he also oversaw this investigation. he turned the matter over. they have been conducting a criminal investigation into an ap story about a foiled terrorist plot. >> i do not know all that went into the formulation of the subpoena. this was a very serious week. a very serious leak. i have been a prosecutor since 1976 and i have to say that this is him him, if not the most serious top two or three that i have ever seen. it put the american people at risk. peter: in a letter back to the associated press today they defended the case saying it issued the subpoena for phone records only after conducting 550 interviews. he said the subpoena was limited to a reasonable period of time and did not seek the content of any cause. he also says he believes that the department of justice struck the proper balance. liz: i do not want them looking

peter barnes is checking gas prices for us and imagines serious traffic in the nation's capitol, peterri, that's right. it is the start of the summer travel season, the unofficial start this memorial day weekend. we're seeing the highest gas prices for a memorial day weekend in two years. and, phil flynn gave away part of the story here. it is not just because of higher oil prices recently but also because of refinery problems and maintenance and repairs around the country. right now, a gallon of regular gasoline, according to aaa is $3.65. as you mentioned that is up about 14, 15 cents from actually just a month ago. in some parts of the country like in the midwest, in minnesota, north dakota, and other places that are far from those refineries, gas is over $4 a gallon. and these high gas prices, though should moderate as refineries get back online. take a listen. >> we do expect prices to should drop in the coming days given the fact that some refineries are coming back online. that is resulting in increased gasoline production. we've seen oil prices drop as well. so gas prices hopef

peter barnes has what the president wants to do differently. evening, peter. >> reporter: good evening, bret. the president and the government agrees the government should give kids in college discounts on student loans but they disagree on how much. the bush administration started all of this to encourage more kids to go to college. right now undergrads who can demonstrate financial need can borrow at 3.4%, but without action by congress next month, students will start paying at the old rate, 6.8%, double. the president has proposed a new formula based on market interest rates if it were in effect today, millions of students could borrow at about 3% for new loans. the rate would be fixed for the life of the loan, and the president would let all students with federal student loans cap their monthly payments at 10% of their income when they got a job. republicans ha similar plan. their formula would give a student a 4.5% rate today. rates would be reset once a year, so they could fluctuate, but they could never rise above 8.5%. today the preside

peter barnes joins us now from chicago with more. he made some dire statements, didn't he?ah, tracy, that's right. there is this big debate about too big to fail going on in washington and whether more should be done to try to make sure we never have to bail out banks ever again. there is some legislation on capitol hill that would try to do more in that area. so the fed chairman came all the way here to chicago to take a question on it this morning and he said he is still concerned about it. take a listen. >> i think that too big to fail is a very big issue and, we will not have completed the goals of financial regulatory reform unless we have adequately addressed this issue. >> he pointed out they're still doing these dodd-frank rule-makes as part of all this they're imposing higher capital requirements to make sure the taxpayers don't have to bail out banks if they get in trouble again. then he said we'll see if we're comfortable at that point once everything is done that the problem has been solved and he says, if not, the fed could always go back and make the big banks
