>> peter cohen. we spent a lot of time on the housing element drafting process. l ++ elements the city has had. it is nicely crafted. there were implementation measures at the back. number one would create what is number one would create what is called a dashboard, regular it is the best practice. we're institutionalizing our commitment. it is something we see we're holding ourselves to in our day- to-day practice. we're not here to tell the planning department how to work. we think these are compliments to how data is made available to the public, policymakers, and the board. on specifics, the mood to the administrative code makes sense. we looked at that. the section is where other monitoring requirements are being packaged. it seems an appropriate place. how are details suggestion is to title that in an intuitive way. we would suggest calling it neighborhood area plans and housing monitoring. it is not monitoring planning. it is monitoring the area plans and housing elements. the various subchapte

. >> peter cohen. i wanted to step back. we had an affordable housing crisis in this city for a long time. what redevelopment did is exacerbate the problem and make the urgency of this solution more imminent. i wanted to point to the lao which demonstrated that as much as we have done for affordable housing, we have had a real trouble keeping up with the housing and development needs. we had just under 50% of the low-income housing needs in the last cycle. one of the recommendations was for a local permanent source. our timing here is excellent. this is a long-term need, and the certainty of our funding work is critical. we are in support of the overall package, the corps is the affordable housing, the core and lion's share of needs. the homeownership program is important, as well as the housing stabilization program. it will address some of the issues in the southeast. and the stimulus is something that makes sense. how much are we not getting by doing this. the end result is that it should produce on the ground units. ther

for more on this i'm joined by pete cohen, he is the author the book writing about the connection between guns, and money and the nra influence. petercome inside "the war room." >> thanks very much. >> you bet. let's start with this. how much do these gun companies control the nra's agenda? how much money are they giving and what do they get in return? >> well in 2011 the 50 largest gun manufacturers gave $15 million to the nra which -- has a budget of $200 million, and the amount that they gave grew twice as fast as the contributions from all of those members that it claims to have. >> so what do they get for that contribution? >> well, they get a very powerful and effective lobbying that basically wipes out any legislators who dare to oppose the positions of the nra. one of the most beneficial policies that the nra was able to get past in 2005 was a policy that limits the gun manufacturer's liability if somebody shoots 40 people. that's an incredible valuable and as a result if you look at the financial statements of these gun manufacturers -- first of all, their stock prices have increased 150% since 2008 and their profits more t
