peter cohen. i have been on the market octavia cac since its beginning. i can up for renewal last december. the board decided against that and they were looking for someone who came out of the low-income committee. that is important. i want to share with you a couple of perspectives on why i think that lens is important on the cac. we are in an area where there has been rapid gentrification particularly in the upper market portion of the plan area. it cannot be understated that there is a low income population that is really vulnerable the displacement. i think that fundamentally that has to be a focus for the cac and someone has to bring that knowledge to the table, whether the person in the low income seat or not. over the last two years or so, in terms of the geography of cac members, they were very overbalanced towards the upper market. all of us a point is were from the castro area; we were not able to find from the district 6 or the -- area. about half of all the plan development commercial and residential is from octavia to the east. at some point

i'm here with peter cohen, executive director of the council of community housing organizations, and a proponent of proposition c also joining us is starchild, local activist with the libertarian party of san francisco and former candidate for public office. he is an opponent of the measure. thank you both for taking the time to be with us day. peter, would you offer some opening comments about your support of the measure? >> sure, and thank you, jay, for having us and for the league of women voters for puting this on. this is a great service. i don't want to overcomplicate this. the prop c housing trust fund is really a very basic measure. it maintains and stabilizes the long-standing funding committee san francisco has made to affordable housing. just in the last two decades the city has helped it produce upwards of 20,000 permanently affordable housing units, boat both rental and home ownership. the state of california recently dissolved our redevelopment agencies across the state for various reasons, but one of the unintended consequences was that it eliminated one of the great f

so, let me introduce peter cohen. >> thank you. thank you, jim. good afternoon, commissioners. i'm here in a whole different capacity. so, i'm enjoying this, and thank you for asking me, jim and others from the task force. i've been involved in many area plan processes in san francisco in many different roles and this was a particularly unique role for us because at the time my day job, how i actually help to pay the rent, we had a community planning program which -- in neighborhood asian design provide technical support and processes for research work in many parts of the city. western soma folks came to us and said, can you really provide kind of our main staffing to augment what paul lord at the planning department was able to do? and we had a small technical team and we thought this was great. so, we were essentially consultants to a planning process which put us in this very official role. but really because of the nature of the process, we were co-thinkers. it was a very different role and relationship than consultants typically have in planning. we were sitting across a
