peter cook is with me with the latest. what have you heard that has stood out as far as comments go from the panel? >> we have not heard from the panel yet. that will be at 2:30 p.m. eastern time. this is a big debate for this panel. the president back in december had recommendations that went further than a lot of people expected. they did call for things to be scaled back, specifically the panel with former white house advisor and deputy director of the cia. they offered 46 recommendations in all. ms. at the nsa -- they offered new limits at the nsa. carriers like at&t and verizon to maintain the metadata on their own. the government would have to obtain a court order to access those records. and also ordering google and yahoo! to release more information to the public when they are forced to respond to government court orders. they are to make sure not handing everything over to uncle sam. how many of these recommendations the president will actually adopt? at is when he will outline -- fridays when he will outline his

peter cook has more. peter?the senate is pressure on the house to cut a deal. >> absolutely. the house had talked about maybe doing something here, but the senate vote yesterday, there was surprised that the six republicans backed democrats to continue the negotiation, basically, on extending the jobless benefits for three more months. it caught a lot of people in washington by surprise. it puts pressure on john boehner, showing you how some of the gop see the political risk of not working this issue out. the big issue now is how to pay for it all. democrats say that tax extensions have not usually been paid for and they do not think that this one needs to be paid for as well, but it is clear they will have to talk about it. republicans in the senate and house say that not paying for it is not an option. -- john shimkus this morning. >> democrats always want to spend money that has not been paid for. if this is important, it should be important enough to pay for. >> the price tag is a 6.5 ilion dollar one. -- $6

peter cook has more on this strategy. the white house said obama plans to use an executive order to raise the minimum wage for federal contractors. what else can he really do without congress? limited inident is terms of big-ticket items. he needs congress to play ball. they will be concrete examples in the speech of where the president will push the envelope and use his executive authority and the first concrete example is the hike in the minimum wage for federal contractors to $10.10 per hour. that is even short of his wider goal. he wants the federal minimum- wage for all workers across the country. he might have new initiatives on job training. we have heard from white house officials on that as well as a continuation of pushing for environmental rule changes, particularly those dealing with carbon emission changes. on major ticket items, major legislative changes, he needs congress to go along on things like immigration reform and an overhaul of the tax code as well as his call for universal pre-k. that will need law
