peter cook will be back with those details. stay with us, you're watching " bottom line" on bloomberg television. >> americans facing a federal penalty for not having insurance getting one more chance to sign up for obamacare. peter cook is back and he has more on this story. another deadline. >> a couple of new developments with regard to the health care law. we've heard about the enrollment period ending. they are giving more time for a certain category of people. 6 million americans who did not have any health insurance and some of them will learn that they have to pay a penalty of $95 or 1% of their income because they did not know they had to have the insurance. the administration is giving those particular people a smaller window between march and april. only those people who qualify can prove, listen, i didn't know i needed to have it or i didn't have the health insurance. they will still have to pay the penalty of $95. >> so, we are a year into this how is it possible that something like this can happen? >> the reality

mark: peter cook joining us from miami, where peter told us during the break that it is in the 80's ande is bragging about it. peter, thank you so much. janet yellen signals a shift in policy makers' medication strategies. ♪ mark: more on fed chair janet yellen's second day on capitol hill. josh wright joins me in studio. chairman yellen's testimony, what did you tell us about how she wants to shape and communicate that policy going forward? josh: janet yellen is signaling that this is the death knell for forward guidance. we are leaving the world where the fed will broadcast what it does to her three meetings in advance. we are going meeting by meeting where the fed will read the data and we have to read the data too, that is getting much of the world we saw before the financial crisis. mark: meeting to meeting as opposed to what they are doing now. what is wrong with the current strategy? josh: the economy is doing much better and it doesn't require the same amount of extraordinary stimulus we have had all this time. the fed is sought new ways to provide similar to the economy. one of

our chief washington correspondent, peter cook with fed speak and more from his exclusive interview with the fed governor, jerome powell. those stories and more in just a moment but first, we have breaking news on halliburton. let's go to our chief market correspondent, scarlet fu. >> halliburton, the oil services company is cutting 6.5 percent to eight percent of its workforce. no layoffs planned due to the baker hughes deal, but this is because of the challenging market environment. those were the exact words used by the company. total had come -- total headcount at halliburton is about 80,000. the houston business journal reported halliburton would be cutting between 5000 and 6000 jobs. oil prices have plunged from their highs of last year. if you look at how halliburton shares are performing, take a look at the bloomberg terminal. this is the intraday chart and you can see we opened lower and have been on a little bit of a recovery and yet when the news hit we had our lows of the day, down 2.8% at the moment. >> thank you. let's return to washington and our chief washington correspon

peter cook, something is definitely happening on the west coast. hat is why the administration is worried about it. that is why tom perez is negotiating. the administration wants to see this resolved. it is a sticky situation. it has entangled other presidents in the past, including president bush in 2002. everything gets worked out in washington, right? brendan: this has happened a couple of times in the last decade, but this is our twitter to question of the day -- is there a new labor movement in america? is this something that washington is aware of? heater co. i would not say this -- peter: i would not say there is a wave coming. richard trumka would like to say that there is. the walmart decision is arguably, in my view more important than what is happening here. this will catch a lot of people's attention in washington. it already has. the fact that walmart made that decision without the federal government having a new increased minimum wage is significant. both sides can claim something out of all of this conversation. brendan: is this a sig

peter cook has the latest on the standoff. is present obama trying to turn up the heat here?> he is trying to turn up the heat. he was at least at the white house. republicans still trying to use home and security funding as a means to force the president to back away from his immigration executive action. the nation's capital's to one them. the homeland security fight here in washington would ultimately directly affect their own state. he pointed out on friday most of the department passes to thousand employees across the country remain on the job even though they will not get paid. 30,000 non-essential employees would be furloughed without pay. >> these are folks who, if they do not have a paycheck, will not be able to spend that money. a direct impact on your economy and a direct impact on america's national security. their hard work helps keep us safe. >> the white house says it is up to republicans to pass a clean funding bill and except the fight over the action. jeh johnson at this hour, once again pleading to members of congress to resolve the situation to allow for f

peter cook is on capitol hill. what is the status of this temporary fix and will it work? >> the status is the house of representatives is looking to pass a three-week continuing resolution that would fund the department of homeland security at its current level giving republicans more time to take a whack at the presidents immigration executive order. meantime, over in the senate you've got republicans there who have effectively blinked and they have agreed to fund the department of homeland security through the end of this year. two different tracks from two different republican leaders. what we are waiting for now is for the house to come back into session and passed this vote for this three-week extension. it may happen soon. here are some of the debate that played out earlier. >> a solution is being put forward. there is no one putting forward a bill to shut anything down. it is too fond for three more weeks. i will encourage my friends any democrat who wants to vote no you are voting to shut down the department of homeland security. >> four weeks, speaker boehner has

our chief washington correspondent, peter cook, has the latest. is the u.s.n board with this deal? >> the u.s. was not the bigger shooting table, but the white house calls it a potentially significant step forward toward a peaceful resolution, but the administration is taking a wait and see approach. during those all-night talks by the german chancellor, the french president and they russian and ukrainian president takes effect on midnight sunday and calls for a 30 mile buffer zone, the removal of foreign troops from ukraine and the release of hostages. the u.s. wants to see those terms carried out. >> our view is words are words and action and implementation is what we are looking for. a piece of paper is a piece of paper until it is implemented. tax a white house statement called on russia to withdraw its soldiers and clement from ukraine. the u.s. expressed concerns -- some concerns about though violence even as negotiators were working. >> what happens to u.s. sanctions and the prospect of shipping more arms to the ukrainians? >> the reality is the sancti

peter cook is at the fcc now. it is a big deal. the vote went down party lines. tell us what you heard as the discussion was going on, peter. >> they have just taken place -- at the fcc -- >> peter you are breaking up a little bit. we are going to jump in with a former commissioner who joins us now. harold, you have been a critic of this plan. the fcc just adopted it. what will go on now? >> it is a sad day for the american public and the internet globally. here, for the first time, the united states righting itself on not regulating the internet. something has changed and the american government has decided to regulate the internet. this cannot be good for the american public. >> those who advocate title ii say that something is changed and internet service providers have started to charge fees to pick winners and losers on the content side. are you saying that title ii is the wrong way to do it or any regulation of the internet is bad? >> i actually do not believe there is any need for regulation and all of these allegations about isp's imposing charges on conte

peter cook is our men and washington. ter, the president is going to be a little lonely on the west coast. peter: there are some important people showing up at the summer including tim cook of apple, arguably the most important tech ceo of the country. other business leaders, brian monahan at bank of america, the head of semantics, but you do not have other big names that were invited and declined for a variety of reasons. brendan: peter, i do to interrupt you here, this is coming with him in the post office in san jose. let me show you this -- peter: that is right, missing in action. some of the biggest names in tech, including mark zuckerberg of facebook. you see the others here. they will not take part. some of them said it is a security summit, we are sending our top cyber security people, but we know there are tensions between the white house and the tech community, and some of the reasons these folks may not be showing up are these tensions and they do not necessarily want to be seen with the president of the united

peter cook joins us now. the rules are not as stringent as some people might have thought. >> that is a lighter touch is what the faa is trying to labor -- label these rules. you know how widely anticipated the rules have been for months. for years, people have been waiting for the faa to outline exactly how they would allow drones in commercial space. the proposed rules that came out at this point, some may suggest a lighter touch, but there are critics as well who say they are to drip owning and limiting to use drones. how that is like amazon and google, for example. i will walk you through main specs here, the drones in question must -- must weigh less than 55 pounds. they must fly in the daylight only. below 500 feet and 100 miles an hour. operators must these veneers are older but they will not -- 17 years or older. they must submit to the tsa for vetting as well. these are rules and guidelines for a lot of people that are not as tough as asked and did, but it is a long process from here still. >> really

we begin with our bloomberg chief washington correspondent peter cook as president obama sent congress request for military force against the islamic state. peter, good afternoon. >> good afternoon, mark. president obama today sending up a formal request for the use of military force. the draft language does not appear to satisfy all republicans, some who think it is too limiting, as well as some you may think it may still be too broad. thread that needle and win enough of a resolution to actually clear. now, let's walk you through. it authorizes the use of force for three years, and that means the presidential successor will also be bound by it. it authorizes against the islamic state but allows the use of special operations forces and it ends the 2002 approval for iraq but it does not touch the 2001 approval after 9/11. there are no geographic limits. if the fight moves to lebanon the u.s. could wage against the islamic state there. the president rights to congress, i can think of no better way to support our nations security than by enacting this legislation, which would show the wo

peter cook joins us with more on the wheeler plan. >> this is arguably one of the biggest policy decisions you will get out of washington this year perhaps out of many years to come. tom wheeler responding to the challenge for poor were by president obama in november to put down the rules of the road for open internet are cap are than what a lot of internet service providers for acting or calling or a few months ago. what he is done here by reclassifying service providers as common carriers entitled to regulations is the big change. -- and title two regulations is the big change. no throttling of legal content. wireless networks would be covered. at the same time says it would be like touch regulation. they would not have terroarri there would stillf be investments in. want to invest in the network. he goes on to say, i submitting to my calling the strongest internet protection ever proposed by the fcc. my proposal ensures the rights internet users to go where they want, when they want. you know this is a huge deal here in washington. we are already getting tremendous feedback people for a

peter cook is on capitol hill with more. is there any sign a tax deal is possible? >> i could say from the hearing today on capitol hill, about three hours worth for jack lew. we saw differences between democrats and republicans on display, but there were a few glimpses of bipartisanship on tax reform and trade and perhaps even some other areas. but this hearing kicking off around 10:00 eastern time and from the start, from german ryan's opening statement, they made clear they don't like a lot of what is inside the president's $4 trillion budget plan. paul ryan like that was delivered on time to congress. he said the tax hikes on no wealthy are not going to happen but he left the door open to some prospects for bipartisan cooperation on tax reform. listen to what he had to say. >> the kicker is, even with these tax increases, you don't mail us the budget because you don't get spending under control. i'm disappointed in this proposal but as far as i'm concerned, i would rather spend time not focusing on our differences. let's try to find some time and a way to see if

key players in this debate going forward. >> peter cook joining us. thank you. peter ortzag is with citigroup and a columnist for us. he deserved -- he served under president obama, and he joins me in studio. welcome to "bottom line." let's try to get through this budget. as peter said, it's too big for them to bring to the studio. let's get some immediate reaction. he's the president of the committee for responsible federal government and she released a statement saying we need this opportunity to begin tackling the drivers of our growing debts. she added the budget plan does too little to get control of the long-term debt or it to the white house miss an opportunity today? >> they might have not fully capture that opportunity today, but they did something very important last week, which is the key driver of the long-term fiscal deficit is health care. last week, the department of health and human services secretary of burwell came out with specific goals for moving away from fee for service payments in medicare. that's more important than anything in this budge

peter cook is on capitol hill with a lawmaker who led today's questioning.he chairman of the senate banking committee peter? questioning you. i'm joined by lieutenant shelby who hosted. thank you for the time. but was your takeaway to the testimony, specifically when it comes to the monetary policy? it seems like she was trying to raise credibility. the second she was very careful and measured in what she said and how she said it. she does have flexibility. she seems to not be in any hurry to start raising the interest rates at this point. >> you expressed concern. are you worried? >> i am not worried. you do not get behind the curve of inflation. there is always concern and stability, one of the biggest mandates. she was careful and measured. >> you get a sense from her she was looking in june for the interest rate? there is always concern and any along those lines? >> i think she was. what are the indicators there? >> what about the economy? did she described what she had to say about the approval? still worried about inflation being too low? >> the econom

we are joined by peter cook. this was quite a stunning turn of events down on the floor of the house. peter: another rough day for john boehner here in the halls of congress. did not totally expect what happened on the floor a short time ago, but you had not only 172 democrats but 52 republicans bucking john boehner and opposing this three-week stopgap spending measure to keep the lights on at the department of homeland security. the idea on the republican party was to have the time to whack president obama over his immigration executive action. the reality is, in a few hours funding for this agency will dry up. boehner and his leadership team meeting behind closed doors to decide their next steps. they had a couple options. maybe short-term spending bill get them through the weekend. or they could do what was almost unthinkable a few hours ago -- take up the bill that passed the senate that fully funds the department of homeland security but says nothing about the immigration executive action. if the speaker does

that is peter cook. in the next hour, democratic congressman chris van hollen will be with us, the top democrat on the house budget committee. and he has a few plans of his own for what to do on corporate taxes. >> exxon reported a steep profit drop in the fourth quarter thanks to plunge in oil prices. do not cry too much for the energy giant. it still made $6.6 billion in the quarter. but that is down by more than 20% from a year ago and cash flow tumbled. let's bring in our own alix steel. let's break down the exxon story. is this just a cause and effect of falling oil prices? >> no. it is of being a really big oil company. you make billions, production falls, you have to spend more to try to keep production flat. exxon's his production actually fell almost 4%. this has really been the story for big oil. i got my hands on an itemized receipt of exxon for a show oil well in oklahoma. it is way cool. >> [indiscernible] >> this is a big get. a journaling cost. $5.7 million. you are trailing, moving mud an

peter cook is at the labor department and he will give us those numbers as soon as the clock allows him peter, what have we got? petere:: 257,000 jobs added in january. the big story here, wages jumping the most month over month that we have seen in over six years. there are annual adjustments in the number but by and large it is pretty clean report, not much impact from the annual revisions. 257 thousand jobs in the month of january, better than our survey number of 228,000. the version from the prior month at 148,000 jobs in november, now revised to 423,000 jobs. that is the best month we have seen since may 2010. best private sector since september of 1997. 600-6000 jobs -- the benchmark revisions and seasonal adjustments account for some of the pop we saw in the two-month revisions. overall for 2014 2.1 million jobs greeted, best year we have seen since 1999. let's talk about the household survey. unemployment rate, 5.7%. the participation rate kicks up as well. zero point -- 0.2% to 0.9. employed and unemployed moving higher. the annual population control adjustments that are done

peter cook, a little too intimate. we continue this conversation in a few moments with will hurd former cia officer who serves on the homeland security committee. it is a tale of two retailers. jcpenney, shares fell 11% in after-hours trade after a loss in the holiday quarter. issuing a disappointing annual forecast. you had gap's quarterly profit that beat estimates and was helped by sales from old navy. it gave the retail a healthy boost. julie hyman is here with more. what happened? julie: there were so many attended an in progress turnarounds in retail. these are two of them. on jcpenney we have a retailer that went disastrously wrong under ron johnson. we had mike ullman come back and stabilize.. we saw continued signs of stabilization in the fourth quarter with comparable sales up 4.4%. the company posted break even profit. analysts have been looking for more. in terms of the forecast for the full year, jcpenney says sales are going to be up 3% to 5%. it might be on the lower end of that. the company did a lot of

peter cook has more on how the white house wants to change that dynamic. they accused the brokerage industry of having charged excessive fees for years. >> that's right. they suggest there is a conflict of interest for the last 40 years. the administration moving today through the labor department at the urging of the president to move forward with a change in the legal standard that those brokers need to follow going forward. the standard right now is a suitability standard. if you are offering investment advice to retirees use of we have to offer advice that is suitable for them based on their age and income. the white house says that is too low and allows for brokers to basically offer products or recommend products that give them a higher compensation and may not be in the best interest of the client. the administration is proposing this fiduciary. they have to put the client's interests first. it is a very big number and one the wall street firms will challenge directly. the white house says this is a change that is long overdue and they are moving fo

peter cook is covering the story out of d.c. peter, i want to start with you.: from alledge state of standpoint -- legislative standpoint, congress is watching this play out. congress -- democrats are very optimistic about the vote about to take place. this is not happening in congress. this is happening at an independent agency where the president has pushed the chairman of the fcc to move forward with the rulemaking arguably the most important rulemaking at the fcc in years. they will vote later this morning. it is happening down the street from us here in washington. 3-2 is the likely outcome. they will back this proposal that will bar the idea of fast lanes of allowing any sort of paid prioritization on the internet. the two republicans adamantly oppose it. we will hear strong statements today at the fcc. stephanie: brad, why is this so important to you. brad: the internet is the bridges for our society. think of the internet as a new country or a new democracy. to me, this is the first start in a bill of rights for the internet. we need to protect the open

he is in london and peter cook has reaction from the white house. ryan, this does not mean the crisis is over correct? >> no, it is just a first debt. it sort of agrees three simple things. a cease-fire that kicks off on saturday night at midnight. two, the two sides are supposed to pull back heavy weapons. three, you end up with a demilitarized zone, and no man's land where there are not supposed to be any armed people 30 miles wide between the two sides. finally, it sets out a specific schedule for a political settlement of the crisis that is where things get pretty murky. >> what are we hearing from the white house? >> no official statement but we did hear from the president's ambassador to the united nations samantha powers. she says the u.s. is hopeful from the cease-fire but want to make sure things are implemented . a healthy dose of skepticism here in washington on whether this agreement can hold and whether or not it can lead to sustained peace in the eastern part of ukraine. they want to wait to see exactly how this plays out. >> if vladim

peter cook has the latest from the capital. this is not a fight between democrats and republicans.en the house and senate isn't it? >> a standoff between republicans in the house and senate. they are heading in opposite directions. at house is voting on a procedural move that will clear the way for a three-week spending bill for the department of homeland security. it will give them three weeks to try to sort things out. you have mitch mcconnell and the senate pushing forward with a clean spending bill no language at all having to do with the presidents immigration executive action. two different tracks, both from republicans, both on a collision course. we will see the house and senate passed that three-week extension later today. there is a lot of infighting among republicans over this. democrats are standing back using her publicans of putting national security on the line. -- accusing republicans. >> let's say the funding is lost. what does that mean for us tomorrow on the next week? >> most employees at the department of homeland security 80% of the 230,000 employees will show

troops home. >> peter cook joining us from washington.witter question of the day. do you think the cease-fire in ukraine will work this time? ♪ >> good morning, everyone. history today in ukraine with discussion of the new buffer zone. joining me, ian bremmer of eurasia group. when you were at stanford i know you did a study of korea. we have seen the president look across that zone. how do you envision a buffer to be in ukraine? >> it will be more like a dmv. a lot of tanks moving around from the russians and ukrainians. disagreements has all b foreign military needs to be removed. the russians have consistently said they have no weapons they have sent to ukraine. we should see some sort of lull in the fighting the idea this is going to be firmly implemented xgrid you woody at this point. >> where is the russian border this morning? >> it is moving. around this small town they have more or less surrounded. they are down to the port town within shelling distance, a bit of a jog. that would be an important port facility. you will continue

where here cook is on capitol hill. peter: he will say the fed is not planning to raise interest rates for at least the next couple of meetings. it will be determined on a meeting by meeting basis. she is trying to get more flexibility going toward while acknowledging interest rate increases on the way. the committee considers that i'm likely to be economic conditions will be in a target range for the next couple of fomc meetings. she says the committee will consider increasing the target rate for the fun rate on a meeting by meeting basis. it is an indication that the patient reference will go away. that does not necessarily mean we are looking at an increase in the june meeting. it is going to be meeting by meeting. the fed will look at incoming data. why the hesitation on her part? there are still issues with the u.s. economy despite the recent conclusions. despite the improvement, too many americans remain unemployed or underemployed. she says she believes inflation will start moving up towards the 2% target, but it is li

peter cook is on the hills with the latest. what is the latest on a temporary fix. there's a lot of pressure not to get this done. >> it has been a moving target all day. house republicans agreed to today bring to the floor current levels for three weeks. the whole reason for this holdup in the first place. they gave the greenlight for suffrage -- for a separate funding bill. no mention of the immigration executive action. a change of dual strategies for mitch mcconnell and john boehner. democrats are saying anything other than full funding for this agency is a mistake. it means no new contracts are going to be out there, even if we have this temporary continuing resolution. no grants for things like cyber security at the local level. >> the key to securing our borders is technology. this does not allow us to employee -- to deploy the same kind of technology for a safer country. >> what he is talking about his new investments in cameras and aerial surveillance of the border. a lot of this comes down to technology. even if we have a temporary solution there is a ques

i want to bring in peter cook. military leaders do not often give out any details before an operation. why is this different? >> this is highly unusual. not the normal protocol for the pentagon. this was a briefing by a military official from u.s. for command which oversees iraq and that part of the world for the u.s. military. one reason is to give an indication that the iraqis are ready to take the offensive against the islamic state and put pressure on the iraqis to deliver. second of all, to send a message to the islamic state. those troops -- forces that are in most all right now. trouble is coming. psychological warfare to some extent. betty: how soon could this begin? >> they are talking about april or may. they also suggested things could slide if the training has not matched up with their schedule. it is in play but they are talking about spring. we are debating the authorization for the use of military force in congress now. betty: it seems like americans are more acceptable to this now. >> the polls sugg

joining us is out chief washington correspondent peter cook it are we going to see nato start arming peter: i think it is pretty clear that the decision has not been made in terms of the united states. the obama administration up to this point has provided some defensive weapons to the ukraine, about $118 million worth and there has been an intense debate on capitol hill. we heard it from the new defense secretary nominee ash carter yesterday about whether lethal aid should be provided. a number of members of congress republicans and the press, would like to see that so far. ash carter said he was inclined to provide additional military equipment to the ukrainians but he wouldn't specify exactly what it was because he is not in the job yet. they are hoping that this puts more pressure on russia, even though that the u.s. might start arming ukraine. tom: we have headlines speculate in that secretary of state terri will go to moscow. -- secretary of state kerry will go to moscow. brendan: that is the quotation from the kremlin today -- "very concerned." peter, help us understand about t
