it was a tough call like peter lee. it was the best of the bad options.e's like 900,000 californians that got cancellations and half of them will get better coverage so that's not bad and another 300,000 or so who will pay more and get roughly the same coverage and that's not a great deal. what they did do to help them is push back the deadline so that the money won't be due until january 5th so they get one more paycheck to help pay that. no we, there's some losers in this. >> and california is now one of seven states that have said to president obama, thanks but no thanks, we're not going to extend the cancelled policies. are you seeing any kind of pattern as to how states are making these zegs? >> absolutely. the states like california that said, no thanks, are the states that support the affordable care act primarily with democratic governors and they feel that they have their own exchanges that are going well. it's the states like florida. other states where they're opposing obama care and there's maybe a sense that they want to created a little more

joining me is covered california executive peter lee and christine ferguson. good to have you on the program. thanks for joining us. >> great to be here. >> peter, you have nearly 180,000 applications started. christine, rhode island site has yet to crash. how have you rolled your site successfully when we're seeing something different on a federal level. what did you do different? >> we started building our system two years ago. the federal government had a different circumstance. the whole plan was to be state based. it was to have most states run it themselves like we're doing in california and they're doing in rhode island. a lot of states decided they weren't going to play. the federal government had a much bigger list and more uncertainty late in the game. we were able to plan early and keep our eyes on the ball of having that ball ready, which it is. it's working great. >> for us, we took a very consumer approach. we're focused on small business. we're focused on individuals coming in. that capacity to look at what's available before you go in and have t

peter lee, executive director of cover california, says the numbers are impressive. saw last week 71,000 applications completed, that means over 10,000 californians every day are completing the application process to be determined eligible for medical or cover california both with and without subsidies. that's a lot of people, that's changing a lot of lives it's giving a lot of people hope and it's putting people's fears and worries to bed. lee said about 39-percent of the applicants will likely qualify for medi-cal coverage for currently uninsured or underinsured individuals. right now there is now bart service until further notice. they are hoping to restore service by 5 this morning. the problem started at midnight when the computer systems in central control were not communicating properly with the track switches. earlier, 50 to 1000 passengers were stuck on the track on 19 different trains. here are some pictures of those passengers stuck on the trains. the doctrines have no return to their locations. computer technicians are working right now to restore normal

lee. today's hearing on the heals after new report that the health care website may not be fixed by the end of the november. that is the deadline the administration has been promising. peter is live from the white house on this why is the site taking so long and why does it appear the deadline will not be met? >> reporter: jenna, between now and march the administration needs to sign up just unseven million more consumers with new coverage through healthcare.gov and these new reports say that website can not handle that high volume right now. in fact we heard on the hill this morning that the site can only handle about half that right now. >> the information that we had at the time was that the cms has designed the system for 50, 60,000 concurrent users. right now, if you ask me right now, based on what i know now, what the system is currently capable of handling, the thing i would be comfortable saying is that the system has been comfortably handling at present about 20 to 25,000 current users. >> reporter: so that was the administration's chief technology officer, todd park. he did not testify that the website is behind schedule and the white house pointed out to us tha
