"the war room," she'll host two groups that are attacking the hunger issue head on. for more infororororororororororororororororororororororororororor >> eliot: all this week, current tv will be highlighting a series of sellments called currently feeding the need and when discussing any issues concerning food and hunger in america, there's no better place to start than with our nation's farmers. the u.s. farm bill expired at the end of september without congress passing or even voting on a new bill. the farm bill is an enormous piece of legislation that sets farm insurance policies, conserves, agricultural land and provides nutrition programs for millions of americans. you would think that something that affects the food supply and prices for every american would be a top priority for even the most dysfunctional lame duck congress in its last weeks yet it seems that a new bill may have to wait until early next year when the process will start all over. joining me now to tell us just h

. >> eliot: for more on the fiscal cliff negotiations, i'm joined by congressman peter welch, democrat from vermont. thank you for joining us. >> thank you. >> eliot: what should the deal look like? all of the chatter smoke and mirrors, what is the deal you would like to see? >> well, first of all, i do believe the middle class has a stake and a good, solid balanced, deficit reduction plan. the plan should be what the president campaigned on, namely balance. that means we've got to have a substantial contribution from revenues. the revenues have to come from the folks who have been making good money during the recession. that's folks over $250,000 or some number close to. that the pentagon's got to make a contribution and if there is anything on healthcare, it's gotta be about reforming it, bringing the costs down, not cutting benefits. >> eliot: let's drill down a couple of pieces of this. what do you think the underlying ratio should be between cost cutting and revenue generation. last summer it was 10 to 1 in terms of cutting costs to revenue. thankfully the deal didn't get done. sh

. >> let me bring in congressman peter welch, democrat from vermont. congressman, good morning. >> if i've been hearing you right over the last couple of days, you seemed pretty confident that the republicans are going to come over and raise taxes on the wealthy. but do you think they're going to do that without getting something in return? what are you willing to offer them? >> well, here's the dilemma. it's a real challenge for speaker boehner, and i think your commentators had it pretty accurately. the president did run on a plan to raise taxes on the top 2%. speaker boehner has said revenues have to be part of the deal. but he hasn't done anything specific to say what revenues would be acceptable to him. so the talk about other cuts like medicare, the president has put $400 billion on the table, and the debt ceiling are really diversions that i think the speaker is using to try to keep peace within his own caucus. so the bottom line, we'd be better off -- america would be better off if we reached an agreement, and almost anything we do would provid

we had a segment last night with peter welch from vermont. explain how you're going to do it. >> it is a combination of nutrition and farm programs that provide a safety net to our producers so that they'll take the risk. i mean right now the average input cost in north dakota are about a million dollars. who small farmer, what medium-size farmer is going to take that risk without having some level of insurance and so to me to continue this great economy that we have, in the ag factor, 16 million jobs, we need to provide some risk mitigation to our producers. that's a huge part of this. crop insurance is a huge part. beyond that, making sure we have the conservation. we have the biofuels. we have all of the programs to innovate and create for north dakota and for the rest of the country. and in the nutrition programs. you know, what's interesting people say it is all about partisan gridlock, eliot. but the bottom line is in the house, they have the vast majority of votes. they could move that if they wanted to. it has been bipartisan. huge bi

interesting thing has developed among some of your fellow members in the house, democratic caucus, peter welch of vermont, if a deal is bad, that if it's too much taken from the entitlement side, that perhaps it's better to go over the fiscal cliff. get rid of the bush tax cuts once and for all and democrats can start from an even better negotiating position. do you support perhaps going over the fiscal cliff? >> i believe that at the end that won't happen. i think that would have very tough consequences because you know we're not just talking about the bush tax cuts but the alternative minimum tax, talking about payroll taxes. we're talking with about the fix. so there are several things that would hit taxpayers. what the president has proposed and what i support is reducing taxes on 98% of the u.s. public and that is reducing taxes -- or keeping the tax cut in place for those who make less than $250,000. you know and i know that what tends to happen in these situations is at the last minute things get resolved. i don't think they will be resolved as big as tax reform, but i do believe we wil

i'm joint by democratic congressman peter welch.r joining me. >> thank you. >> following friday's meeting, all four leaders seemed very confident a deal will be struck. the question is, do you share their optimism? >> i do feel better now that we're back and the election is behind us. there was a new mood in washington. before the election, the framework for discussion was all cuts and no revenues. now, the framework has changed. the american people made it very clear that revenues have to be part of a balanced deal. the republican leadership, mr. boehner has indicated he's putting revenues on the table. that makes it possible for us to begin the very difficult discussion about what revenues and how do you get them and what cuts and how do you make them. so we have a lot of work to do. at least the framework is some greater possibility for a positive outcome. >> last time around, republicans insisted that any new increases in revenue must be off-set by a lowering of tax rates. are you encouraged by the gop's apparent new willingness

i'm pleased by the fact that our state's own congressman, peter welch, is a member of that committee. he has been urging both republicans and democrats to pass the bill, and i agree with him. because the bill that directly affects every farm family's budget, tells which crops to plant, where to sell, how much to borrow. it allows farmers to make those decisions which are hard enough to make anyway, but at least to make them with some kind of certainty of what the law is going to be after they make them. the farm bill affects vermonters and americans across the country who are food insecure and face ununcertainty in these difficult times. one of the things people lose sight of, mr. president, that the farm bill is also a disaster relief bill. we need the new farm bill to help farmers in the garden state, and across the entire nation to recover from the nonstop floods of 2012. we need it to help those across the nation who are struck on the other side of the spectrum of weather with drought. that's all in this bill. because we know that as much as we wish there would never be floods, as
