and house democrats are backing him so far representative peter welch have collected they have these signatures on the letter and going to obama that says we appreciate your strong leadership on this issue and share your view that defaulting on our obligations would cause immediate and irreparable harm to america and the economy but some house republicans are challenging this claim and a press conference this morning a majority leader eric cantor gave details about the spending bill he and his allies are drafting he said it will lift the debt ceiling and provide one year of government funding but it will to fund obamacare and will also include a grab bag of republican good evening quoting tax reform support for the keystone x.l. pipeline and other budget reform provisions but there are cracks are calling their bluff you have some republicans in the house of representatives who are promising to shut down the government at the end of this month if they can't shut down the affordable care act the affordable care act has been the law for three years now it passed both houses of congress

joining me now is congressman peter welch, member of the oversight and government reform committee.u're running back and foorg between having to do votes. there's one going on, sir, a procedural vote i understand with the important vote coming sometime today between 5:00 and 8:00. is that what you've heard. >> that is what i've heard. we're seeing that the republicans, it's like they're at the alamo. they hate this health care bill and opposed it in congress and lost and then opposed it in the supreme court and lost and opposed it in the last presidential election and lost. and now what they are saying is that we've got this strategy default on the debt and shut government down and we think we'll get our way. it's a strategy, frankly, that's doomed. eventually, they do have the power to shut the government down and default. they can do that. it's reckless and unwise. but once they do that, the markets are going to react violently and quickly. ha they'll pistol whip this congress into doing that which it should do then. we should be doing it now. >> representative welch, as i look at

peter welch was not in congress then but the lessons still ring true today.ongressman, there's three days left in the federal fiscal calendar. leaders on both sides say a shutdown seems likely and the senate -- house is not going to accept the senate plan that the senate is working up. the president is not going to negotiate with republicans who seem to have given us more of a r ransom note. >> it's totally up to john boehner. does he continue to apeace the tea party wing or he'll have to depend on democratic votes to pass it. i think at the end of the day after all of the dysfunction over there in emotional angst is exhausted, boehner will make the right choice and put it on the floor but it may be a while before we get there. >> congressman, we are awaiting the president speaking at 3:30 p.m. today, a somewhat unusual afternoon address we expect to be some pressure here on this house republican caucus. and you were elected in 2006, one thing people forget about how this republican caucus operates, is that 47% of these republicans were actually elected after

peter welch has been raising this, his voice, and the voice of others for years now. on behalf of fiscal responsibility. taking your country hostage and damaging your country should not be an option. that is what's being done by our republican colleagues. any attempt to hold our debt limit hostage would be wreckless. those of us who signed representative welch's let railroad committed to a clean -- letter are committed to a clean debt limit extension to forestall another downgrade of our credit. that is not an easy vote. because it will be mischaracterized as incurring additional debt. as mr. welch so correctly pointed out, a debt limit extinction is for that debt which -- extension is for that debt which we have already incurred. it was shame whfl republicans brought us to -- shameful when the republicans brought us to the brink in 2011, leading to the only downgrade of america's credit in history. where standard & poors downgraded us one point. the bill republicans propose to put on the floor this week is nothing but a wish list of unrelated and partisan policies th
