let's go first to my colleague peter alexander at the white house. peter, a lot of talk about that hurricane, but what jumped out at me was that donald trump deliberately pardoned joe arpaio in the middle of it because he said people would be paying taxi. >> yeah. the bottom line is this is a guy that's famous for the art of the deal, but i think a lot of americans certainly the president's critics will certainly view this as the art of defiance if it were. he pulled out that list of names of the infamous as he described them come mutations in the past, pardons in the past by past presidents obama and bill clinton, really pushing back on that narrative. obviously the story line as it's been viewed by at lot of the president's critics is this was in effect a friday night news dump right in the middle of a massive hurricane barreling towards the texas coast when he made my announcement. but today was in effect sort of a speaking of the news football just in the eyes of all his critics right there saying i do it because i believe in it. i stand by it and

nbc's peter alexander is live at the white house where the press briefing will kickoff. garrett hague, usually on capitol hill covering our legislators is here with me in the newsroom. and jeremy peters, reporter for "new york times" which broke the story about the escalating feud between trump and mcconnell, and josh dossy, reporter with politico. peter, let's start with you. we've seen a lot of versions of this president in the past 48 hours. how serious should we take him and which is the version of the president that the american people or that the white house at least would like the american people to trust? >> reporter: in terms of how serious we should take him on threat of government shutdown if the mexico border wall construction of it is not provided by congress, here at the white house, senior administration official says take it seriously. this is something he's sincere about, something that matters, something he campaigned on, and a point he will punctuate as members of congress get back, he will say it in person the same as he said on twitter. this official

you can see him leaving the white house earlier. peter where he's scheduled to touch down in a few minutes. high hi peter. >> the white house says they know this is going to be a very long recovery effort. that's what the press secretary just said on air force one. we got word ahead of them landing. we expect this scheduled to be fluid because the white house said they want to be very careful that the president and all of the security and all of the resources that are required when he goes anywhere, they do not want to interrupt any ongoing rescue or recovery efforts. what we know about the visit, he's going to land here in corpus christi within the next hour of soul. he is then going to go to town to see the impact of 130 mall per hour winds on the buildings and infrastructure, then he's going to meet up with first responders before heading to the capital, austin to see the operation center where officials are cooperating and correlating the ongoing recovery efforts and to make sure the trunk cabinet knows how to best apply federal money

nbc national correspondent peter alexander is at the white house. peter, he issued a signing statement and then a second statement and in each case saying unconstitutional, in one case it encroached on his powers, other presidents have done this in the past. he had no real choice but to sign this, though. >> that's exactly right. the senate passed this bill by 97-2 margin. this was effectively veto proof. the president knew he had to sign it. they pushed to try to push back against the effort here and the ways -- the way that the white house view ed it to try to sort of infringe on his executive authority as the statement says the president was concerned that this would sort of disable his ability to negotiate on issues of foreign policy, saying that foreign policy fell almost exclusively into the hands of the president, saying in his words that this was seriously flawed. in effect, this is a defeat for this administration that did not want this to happen. it sort of rolls back or ends the immediate sense that there might be a reset of relations betw

alexander joins me now from the white house. peteryou have worked covering administrations now for quite some time. you know that these sort of things can be make or break for a white house. does this white house take it as seriously as they should be? >> reporter: yeah, these disasters can be politically perilous, obviously. george w. bush and katrina is a good example of that. we'll show what the president is doing today. first of all, trying to be visible as he gets briefed on what's taking place right now. along the gulf coast. here's a picture that he posted not too long ago showing the president in the oval office being briefed by tom bossert, homeland security adviser. there is chief of staff john kelly in the room as well. elaine duke from homeland security. she was a part of this call, as well as brock long. you've been speaking about. he is the fema director right now. the bottom line is, the president says, as he tweeted a short time earlier, as well, that he has spoken with the governors of texas and louisiana. he says clo

let's get to peter alexander at the white house, jonathan swan from axios, a senior political reporter at "usa today" and with me at the table, eli stokols from the washington journal and an msnbc political analyst. peter, let me start with you. how is the white house responding to the second public official or former public official questioning about whether or not the president is fit to serve? >> broadly speaking this white house has routinely has criticized those critics as being a part of this us versus them scenario with the folks out in power frustrated with president trump and the successes he's trying to do as president. so i don't have a specific comment about james clapper's words. they refer to it as the deep state, as routinely being part of this effort to try in effect suggest he still doesn't belong in the white house. they feel strongly as the president suggested today that he's doing all that's necessary to improve america. they don't think he gets the credit he is due for the economy booming and other topics of that kind. and again, like him, they're frustrated that t

in terms of the dollar, how should we be doing the latest news from the white house? peterthink we're in a very interesting juncture, because on the one hand, as you point out, both the dollar and u.s. treasury yield have followed president trump's approval rating in lockstep. this is one of those points we are in for a dramatic move, the question is which direction. the major low many people are talking about in terms of marking a bottom in some confidence, -- in donald trump confidence, much like during the campaign, then we ise in see a dramatic r the dollar, yields, equity markets. the risk, and i think this is a question with the markets as they ended on friday, is what if this is not be low but the beginning of a more dramatic cascade? there i think the risk is potentially to the downside or the dollar, the markets and yields. this is a very difficult spot to judge which way we are going. what intel you is based on whatment, the direction -- i can tell you is based on sentiment, the direction will be up or down. racy: two very different paths. in terms of market narra

peter, the white house clearly happy with these sanctions, but what's next? do they think that more has to be done sooner rather than later. >> yeah. what's been interesting is you watch the way this administration has reacted to what's been taking place in north korea in recent weeks and it amend increasingly cheer that the president has had this sense that deterrence was failing giving up on effect in china, just recently reporting that we have reporting that within the west ring they're increasing discussions about the sengs that fl might be a need nor a preemptive military strike. right now of the priority is on getting these new sanctions enacted right away. you talked about how big they are. that's about a third of their foreign revenue right now. what is most important here obviously is the fact that russia and china both signed on as part much this unanimous vote from the united nations security council. so we did hear from rex tillerson today. he has not called for regime change in pyongyang. he has in fact said he believes diplomacy is the best path

national correspondent peter alexander at the justice department where he's just been covering the attorney general and of course dan coats. and nbc's kristen welker at the white house. peter, first to you. what they said has a lot of warnings. what's behind this? it seemed to me they were trying -- jeff sessions was trying to send a message to donald trump. that he's on the job. >> i mean, i think you could suggest they may as well have pointed the podium to the oval office, that this was for an audience of one. ten days ago the president expressed his frustration about the justice department, specifically the attorney general jeff sessions' handling of the leak investigations. saying he had a week position on these intelligence leakers. here they insist this is the result of what they say is just an extraordinary number of leaks that have been taking place. this is something they've been focused on. there's a tripling in the number of investigations they are focused on. what they focused on in the course of the last seven months matches the number of investigations in the last three years. so the two real take aways were the reviewing of media subpoenas. obv

break it all down for you starting with -- i do have kristen welker but we're going to peter alexander at the white house. peter, this battle is only getting nastier and it's extraordinary. it is president trump versus his own party. what gives? >> we gave welker a five-minute break. the latest flashpoint between the president and republicans is this threat of shutting down the government. as he said tuesday night in arizona, frankly, if they don't get funding for the border wall, he will shut down the government. a white house official telling me overnight that the president is serious about this threat, this warning, something he campaigned on, something he promised he would deliver on. they say if it doesn't happen in september it's likely to happen a little later this year after short-term spending bill. this morning the president targeting republican lawmakers again, many of them whose votes and support he'll need to pass his agenda on topics like military construction of that wall and tax reform. here's what he tweeted minutes ago.
