professor peterson, the president has hit the pause button, taking time to see if a diplomatic approach can assure assad's chemical weapons. but professor, given the players involved, president's assad and putin, isn't a diplomatic outcome just as uncertain as a military one? >> well, i'm not sure, martin. yes, it's at least as uncertain as a military one. but i think it's the smarter and actually the politically more healthy path, because what the president has done here is he's sort of taken these progressive steps to involve more people in this process. so the first step he took was to get the united states congress involved, and i think that was important, even though he was able to let them off the hook yesterday. and now he's bringing in the international community, almost like an end-around. he's not going through the u.n. council, he's not going through normal means, but he is going to have putin and assad on the hook for their word about these chemical weapons. and although they may end up going sideways, you're right, it may not end up working out, but just by sort of bringing

but professor peterson, what if this dialogue fails?s the president back to begging a fractured congress for support? >> that's -- you know, that is a very, very good question. what's interesting about what kirsten said, they're going to have to remove the military option off the table in terms of this agreement. i don't think that means that it's off the table in terms of what america may or may not do. but it looks -- it's looking like it won't be a part of this agreement, which then does shift some things back in our court. if assad and if putin are going to be bad players here. the way this is set up at this point in time, i think there's enough international pressure on putin and on the russians to make a good-faith effort to make sure assad turns over as many of his weapons as a normal dictator would under these particular circumstances. but it is still ultimately a very, very complicated piece here. and a lot of folks are saying if jean and rand paul agree and we don't want to make this isolation, i don't think that's the case. i

our indra petersons is here to break this all down for us. it is a big deal. >> that is the huge takeaway what you just said. this is the intergovernment panel on climate change is saying they are 95% certain that humans have caused most of the warming since 1950. let's put this in perspective. where was the stance previous? there have been previous reports here. in 2007, it was 90% so we definitely made headway here but look at that jump when you talk about from just 2001 where they were only 66% sure. now, we always know, most people have that basic understanding a lot of carbon relieved in the environment and with that, temperatures are on the rise. what is so key in this particular report? we will hear a lot of talk about something called the pause. notice, since 1950, we .22. since '91 we have seen a slower rate in that rate. if we are the huge cause, people are saying why are we slowing that rate down? they are saying you need to look at this big picture here. previous times within this general trend we have seen a slow down and each a

we begin our coverage with indra petersons. >>> we're looking at 95% certainty, not that there's climate change but that humans are involved. that is the big landmark. this is a change from 90% from the last time they released this report. what are we talking about here? there's two parts. with warmer days and nights, very likely the changes occurred and humans are to blame. we talk about tropical storms, a big topic for many of us. low competence in that area. high sea levels, likely confidence in both areas, human involvement and the fact that it's occurring. who is involved with this? we're talking about it being extremely likely. 66%, that was the confidence in 2001. look at that jump in confidence that we've seen from that period of time. this is a report that comes from a thousand experts around the world. we're talking 39 countries. the purpose of it, we want politicians around the world, they're going line by line to make sure they understand it so they know what kind of policies they need to set moving forward. there's controversy. here's what's going on. from 1950 on we know we

indra petersons is watching the weather for us.e fact all of this water has to go somewhere, right? that is the big concern, where does it go? regardless if he stops range you have all of this water out there. let's talk about how much water. this system was unbelievable. it broke the daily record for any point in time throughout the year. almost doubled the last record which was set in 1919. they got 19.08 inches in boulder and that was last thursday. incredible amount of rain. they have also now broken the amount of rain for september and the yearly record up to this point in time. almost 30 inches of rain in the region. good news thunderstorms rare ou there but diminishing. they will get a breather in between systems. another system in the pacific northwest that will drop a cold front. this will be tomorrow night through thursday. we will watch that for the threat of more thunderstorms tomorrow. never a good thing when you already have more rain out there. let's talk about these rivers. we have so much water out there. all this

indra petersons is tracking the forecast. let's talk about the weather out west. things are changing. >> a big storm, early for the season in the pacific northwest. we are talking heavy rain in places like washington. they could see three to five inches of rain. three inches as you move into idaho. this could also affect the yosemite fire. the reason is they are watching a cold front. notice that. with that, we are talking about the potential for stronger winds in the area. we are also watching for severe weather through washington and idaho. most likely against strong winds, big thunderstorms. a chance for an isolated tornado not out of the forecast. again, here is the cold front. the reason i brought that up is i want to talk about the wind chances around yosemite. they are higher, 15 to 20 miles per hour. some gusts about 30 miles per hour. it's tricky for the firefighters in the region. the big news everyone is talking about, tropical storm gabrielle. the heavy rains over puerto rico, we are looking at it over the dominican republic. a hard time holding togeth

if it doesn't, we will blame indra petersons who is going to bring it to us. >> happy friday.t what is going on in mexico. looking at the tropical moisture from the remnants of manuel. remember, a few weeks ago in colorado all of this tropical moisture over the rockies and enhanced rainfall and flooding. a little bit of a different picture because we see the cold front has slid farther east. still a lot of moisture going into the region. the difference here instead of the rockies providing the threat for flooding will be there have been drought conditions in texas. for that reason, heavy rain in the area is going to have a hard time making its way into the soil and see a lot of runoff and flooding. 3 to 6 possible around houston and 2 to 5 out towards arkansas and new orleans seeing that heavy rain. this is a concern as we move forward in time. other big story. the cold front making its way across the country is dropping temperatures in the midwest. lease these 90s. now today dropping down to the 70s and feel a lot better but, of course, every time you bring that hot and cold

indra petersons is here to talk about that. hoping for good news. >> please. >> one piece of good news. mild conditions out there on the fire lines. temperatures in the mild 70s out there. winds generally in the breezy category, 10 to 15 miles per hour. things look good out there. we are looking at a big early storm in the pacific northwest. it dumped record rainfall over washington and the airports yesterday. it's expected to move to the east. heavy rain in idaho and montana. montana could see severe storms out of this. we are watching for that. anywhere from two to three inches of rain could fall today. the other story out of the northeast is cold. frost warnings up state new york dealing with frost. i don't know where fall went. we are going toward winter. either way, chilly. 30s in the morning. 50s. ten degrees below normal as you wake up in new york, 58. boston, 54. typically, we are in the mid-60s. highs, if you start off cold, you are going to end off cold. temperatures seven to ten degrees below normal in the afternoon.
