they say it's time to demand some accountability from pg&e.ke sure that what happened a year ago never happens again. blast killed 8 people in this neighborhood. officials say they have learned a lot in the last year. this bill reflects that. one thing it would require that a utility try and figure out a way to shut the gas off quickly in an emergency like this one. >> it would require that puc look for automatic or remote shut-off valves. in san bruno it took an hour and a half to turn the gas off. even where the valves were leongd they couldn't get to them because it was so hot and flames were so intense. >>> the bill would also go after pg&e's bottom line. it would demand if a utility is punished for a safety violation and fined, the money to pay the penalty can't come from rate payers. instead it would have to come from shareholders. there a long list of requirements in the bill. mayor supports it and so do survivors of last year's explosion. they all would like to see it passed by this friday. friday, of course, is the one-year anniversar
