pg&e controls the grid. there have been disagreements since san francisco began providing electric service in 1918. it's been challenging for the city. here is the condensed summary of the efforts the city has undertaken to overcome those difficulties in accessing distribution service. with the expiration in 2015 of the interconnection agreement. san francisco now has two ways to get power to our customers under federal law and the associated pg&e tariff. first, through a grandfathering treatment of the customers we serve. second, through ownership or control of facilities. >> and that's prior to 1992? hat's correct. that's when the act was changed to create an open-access framework for distribution service provided by utilities. pg&e and san francisco disagree about how grandfathering applies. san francisco does not see in the pg&e tariff documents what pg&e says is required for electrical facilities. i will expand on that point more in slide nine. but as general manager kelly just stated, based on our rece
