a couple weeks ago, you told us about that proposed pg&e rate hike, about 22% for all pg&e customers. what's the update on that? >> reporter: well, the public utilities commission is likely going to hear that next month, and they have a couple of options. both of them involve less cost and lower rate hikes for pg&e ratepayers, about half. they both involve less undergrounding than what pg&e wanted to do. they talked about 10,000 miles of undergrounding, but it looks like from the cpuc's perspective that a more effective mix of making lines more resistant to starting fires, what they call covered conductors, is the best way, at least in the short term. so pg&e is not going to get as much money as it looks like it wants. >> 22% is a steep number, yeah. i think perhaps half of that is more manageable. thank you, jaxon. appreciate it. >>> let's move on now. up next, a notable update on that sea otter in santa cruz that made international news for stealing surfboards. we finally know why the otter was doing it. >>> also, we're exploring the bay area's haunted history. a new tour focusing o
