all kinds of news coming out of pg&e.me workers got some bad news last night >> reporter: pg&e says it knows what happened last night on beale near mission a rupture in as go poop line. they think they got that figured out. what the public utilities commission wants to know is why didn't pg&e know more about the pipelines and where they were located an investigation that could cost the utility millions and could cost customers millions of dollars. last night down here on beale street about 7:15 this is when workers were working on as go pipeline and they cut a one inch hole in it. there was no lesion. no fire. but there was a -- strong snell of gas and a wild scene. >> fire -- the firemen and policemen started running around. kind of crazy. >> reporter: getting back to the public utilities commission action. the utility wants to to know how pg&e misclassified 172 miles of pipe as being in undeveloped areas. when they were in marin, sonoma, contra costa and santa clara counties. in the undeveloped areas they are exempt fro

we spoke to pg&e this morning. they are telling us they think it may be mechanical damage that caused the explosion sunday evening. let's show you some pictures from sunday evening. it happened just after 3:30. first reports of water gushing from the side of the hill came in. that was followed by an explosion. the force was so strong that it blew through the side of the hill. the mud slide shut down 280 near woodside. pg&e crews were testing a three- mile section of the pipeline between men machine and woodside. these tests are prompted after last year's explosion in san bruno. they empty a pipeline, pump it through with high-pressure water to test for leaks, especially as they gear up towards the winter months. pg&e says testing for leaks is exactly what these tests are designed to do. as i mentioned, these tests were designed after the pg&e explosion in san bruno. they have tested 120 miles of line so far. they expected to do another 30 miles before year's end. we're told pg&e crews will be back out this morning

pg&e is trying to figure out how to replace the section that ruptured yesterday. the hillside on one side and up there it's limited space that backs up to homes and private property. it's really an issue of access and how to get the equipment up there to make the repair. they're hoping to maybe do something this afternoon. this is line 132, the same one that erupted in san bruno last september, killing eight people. pg&e was safety testing this line with high water pressure when it burst yesterday afternoon, throwing rock and mud on to northbound 280, shutting it down for a short time. right now, speaking -- after speaking with pg&e this morning, the thought is that there was a dent or some sort of external scarring that caused it to fail yesterday, perhaps damaged by a backhoe. pg&e will be taking this three-foot section, 20-inch diameter pies for testing to see for sure what happened. >> we're lucky it's water and not gas and there wasn't any terrible damage. >> didn't have a whole lot of concern. obviously, seeing this now, you know, gave us a little pause. at

begin with breaking news on the peninsula, the pipeline explosion along interstate 280 in wood side pg&e was performing pressure tests, it happened near the farm hills exit. mark is live at the scene, what can you tell us. >> reporter: i had pg&e tell me, confirming it is line 132, the same line that ruptured in san bruno. this rupture occurred during a pressure test. they are up on the hillside there, just to the south of the farm hill boulevard exit, looking at the rupture trying to figure out what went wrong. it happened while they were conducting another one of a series of hydrostatic tests, that's where the line is pressure arrived with water, this line was under a high pressure water situation at the time of the rupture. pg&e says it was bringing the pipeline, line 132, to what it called spike pressure and that is when this rupture occurred. they are now looking for the potential causes for the trouble. >> this particular section of line 132 is 24" in diameter and seem less pipe and we're currently investigating the possibility of third party damage at this rupture location from

>> pg&e opposed doing testing of the gas pipeline. once forced to do so, it began to get hammered by results. now, it's engaging in spin control calling a fail test a success. the pipe known as line 132 undergoing a spike test and engineers stressed it at 500 psi. far above 370 when used for natural gas. >> this is the purpose of doing these tests to find fwhaexs we might find in the pipe. and so this is a success. >> it's a far cry from position pg&e took last year. the test uncovered three failures so far, two of them on the same line as san bruno. assemblyman jerry hill says shame on pg&e. >> this is a shame, they opposed from initially because they've never done this testing because of the cost.

regulators will allow pg&e to raise gas pressure in lines soon. and tests are conducted and pressure along the peninsula should be reduce bid 20%. and this would be a lie to say it isn't a kempblt you know? for safety reasons we've ordered pipelines operate at he low pressure than pg&e is used to. so it's not a simple question. >> crews noticed a dent and anal sits will be done at the lab in livermore. however, removeal of the two-foot long section has been delayed while pg&e gets permission to bring in heavy equipment. >> we have a renewed commitment to safety. this is -- we're doing everything we can to make sure our systems are operating safely. >> and there is 12 more tiles myles to be tested. that means state safety regulators are going to look for failures and apparently pg&e going to be looking for successes. >> and there in two weeks pg&e made emergency repairs to a natural pipeline that delivers natural gas to the bay area. the line ruptured touring testing in october. that pipeline dates back to 1950s as well. >> and there is a new turn

this morning pg&e will pull up the pipe that blew apart yesterday during safety testing. the rupture sent rock and muds on to 280 shutting it down for hours this is the third known failure during mandated testing raising a lot of questions. amy hollyfield is live near that scene. >> reporter: officials are saying this morning all indications are this pipe was hit by a backhoe or some piece of construction equipment that this was not a problem with how the pipeline was made. the pipe blew apart 3:30 yesterday afternoon in woodside near san mateo. they were rushing water through to test it at a higher pressure hurt. the rupture caused a mess water and mud covered northbound 280. chp had to close the lanes for about an hour itch this did happen on the same line that blew up in -- up in san bruno last year. officials say the pipes are a different time. they say they are -- different type. they say they are relieved they found the problem through a test. >> raising pressures well and above over what a pipeline would normally operate so we c the pipeline at a -- pressure much h
