phil mattingly is on capitol hill. phil, you've been following this. what's happening in the house chamber now. we just heard from speaker pelosi who is expecting to see this vote pass in a bipartisan manner. >> it will be a bipartisan, but not with a lot of republicans. something i think underscores this has turned into a very divisive issue here on capitol hill and between the two parties. first, what the bill actually does itself. democrats put this bill together amidst the wildfire of concern related to the u.s. postal service, based on delivery delays, based on who the president -- former president trump donor atop the agency. this bill would be $25 billion to help fund the u.s. postal service. they've had financial issues not just recently but over the course of several years. the bill would ban some of the operational changes the u.s. postal service put into place that have been blamed for a lot of the delivery delaws that members in both parties have heard about pretty much nonstop over the last several weeks. and reverse some of those operatio
