phil: u.s. secretary of state antony blinken has told his russian counterpart, sergey lavrov, that russia's annexation of ukraine will never be accepted. the men spoke by phone for the first time since russia invaded ukraine in february. after the call, secretary blinken said he had urged mr. lavrov to respect a deal to allow ukrainian ships to leave the black sea. mr. lavrov is said to have told his u.s. opposite number the move was extending the conflict. they also discussed a u.s. proposal to secure the release of two detainees being held by moscow. will this conversation help the resumption of grain shipments out of ukraine? >> that is the big question. it is -- certainly the wording of what we have heard come both from the u.s. secretary of state but also from the russian side. it does not make anyone feel particularly that this will go ahead without complications because it is noteworthy what we are not hearing. we are not hearing the u.s. recognizing a willingness of the russian side to h

phil? >> thanks, great reporting on that. >>> now embattled uvalde school police chief pete arredondo has resigned from his separate position on the city council. arredondo has been under fire for the police response to the robb elementary school shooting, a shooting that left 19 children and two teachers dead. arredondo wrote in his resignation letter, it's in the best interests of the community to step down as a member of the city council, to minimize further distractions. earlier i spoke to zac despart from the "texas tribune." he said people in uvalde also want rararredondo to resign as police chief. >> since the shooting, many of them had expressed disappointment in arredondo's conduct during the shooting. they had expressed disappointment that the city has not been forthcoming in releasing records about what happened. many of them today were grateful that finally chief arredondo had stepped down from his position on the city council. of course, many of them also want him to step down

tom: phil orlando, good morning to you. i noticed a handsome phil orlando about 1997, amid our daily gloom, stocks for long-term. we are enjoying a doubt today at 32,000 plus or minus some gloom. there really is no other story, is there? phil: stocks historically go up into the right. the u.s. economy is the greatest economy in the world. corporate earnings are positive and stocks reflect corporate earnings. the longer-term story is still positive. we thought 2022 would be a difficult year because of inflation, policy, decline in earnings, price-earnings ratios and so far that is playing out in spades and we think there is more to that. lisa: we have seen so far, resilience. if you take a look at the overall averages, it has not been that great. how much do you get a positive signal from the earnings we have seen so far? phil: i am disappointed in earnings, lisa. welcome back, by the way. lisa: thank you. phil: we were expecting a 4.5% number. earnings are down 3.5% so far. the downward guidance that walmart gave us yesterd

phil lebeau is joining us on the cnbc news line with more phil, put this in perspective.this weekend? >> it wasn't a great weekend, seema, but not as horrific as many feared. the numbers speak to the situation improving as the weekend went along cancellations and flight aware registered 1,800 cancellations the delays 21,000 flights delayed over the weekend. the biggest impact on friday and saturday sunday and monday were smoother. for the airlines, the one story that got a lot of attention is american airlines and its internal scheduling software for its pilots had a glitch on friday briefly left about 12,000 flights without a captain or a first officer assigned to the flight we should point out that american says this had no operational impact this is an internal software system for pilots who are scheduling flights or trading flights with each other. we fixed the glitch. the pilots union said it did not have operational impact, but there is some in terms of the delays they believe this is emblematic that the company did not invest enough for the ressurge of trav after t

phil haslett is a founder and chief strategy officer. this is not going to help. the ipo window will seal more tightly shut. >> i think that is absolutely right. this is another month of more hits to the ipo market and its prospects. walmart may be a different company compared to technology companies where it is selling milk and staples but it will still feed through to other companies. the real eye will be on tech stocks as they report later in the week. i'm sure a lot of bankers and companies hoping to tap into the markets are waiting with bated breath. emily: is the ipo window shut across the board for all kinds of companies? or with this walmart move, does this affect companies focused on e-commerce or is this something happening more broadly? phil: i think that is right. we define so many companies as being in technology. i think any company related to consumer spending, coming up with solutions for aviation or groceries, are going to be severely impacted. on the other hand, a lot of companies are selling direct to enterprises, traditional software companies.

phil, i know the national archives is now dealing with these texts, their interest in them. explain this to us, and beyond them, demanding them. are there any consequences here? i mean, how scary are the national archives when they come after you? >> i don't know how scary they really are, steph. certainly, there are consequences to the reputation of the secret service, which has suffered years of reputational damage, as carol, first among every other reporter, has been documenting, with security lapses and other failures by the secret service. this reinforces, for people, the belief among many that the secret service in the trump years, at least some in the secret service, and certainly that leadership of the secret service, with politically tainted. these were people were working for trump and on his behalf instead of for the institution, and on behalf of their country. it is just sowing further doubt about that. i think that is a long term damage for the secret service as an agency, in terms of what is sort of legal consequences there could be, i am not certain, perhaps,
