now, phil, the professional. what do you do? well, the book with with three scenarios which are, i think some of the more fun chapters of the book. they start with dispatches from from the future written by observers in 2039 the 250th birthday of congress. looking back and thinking where the institution has gotten to by then and the three scenarios are called decrepitude the rubber stamp and revival and i have to admit the first two chapters of the of that set of three were a lot easier to write than the third one. it serves doesn't require too much imagination to imagine congress getting hollowed out, even more than it is today. we should emphasize congress, is not a completely broken place by. any stretch of the imagination, some some good things still happen there. and those things could get more screwed up than they are today. you know. and so the revival chapter. yeah, i kind of agree it kind of seems like we need a real shock to the system to cause this kind of revolt, to cause this kind of willingness to shake things up.

phil, stick around.et's get over to capitol hill as the effort to avoid the shutdown has failed, emily wilkins, what's the latest? >> reporter: well, kelly, if there's a 95% chance we are going into a shutdown this morning, i would say that chance is around 99.999%. the house voted today on their stopgap measure. this is one that mccarthy was trying to get all republicans on board with. but that did not happen. 21 republicans joined with democrats in sinking the measure and this means that mccarthy is going to have to find a bipartisan path forward. he cannot end a shutdown without appealing to house democrats. now that bipartisan bill is that we're talking about, that could come out of the senate, remember, they are working on a plan that would keep the government funded for 45 days. it would include currently some aid to ukraine, about 4.5 billion. but it wouldn't include any border security provisions and that is what mccarthy says needs to be in that senate bill for him to bring it to the house floor
