[applause] >> i am from the department of public works. dpw is responsible for designing, building, and repairing public facilities, but we are also responsible for designing, building, and maintaining the public rights of way like sidewalks in san francisco, maintaining landscape, and keeping our public realm clean and safe. i wanted to specifically thank supervisor chu and phil ginsburg, other elected officials who have done so much in these overwhelming times to support families and children. your efforts are making a difference despite all of the crisis. i wanted to let you know specifically that the work that you've done has revitalized programs. i know it's also making an impact at the library, at joe dimaggio park, and i wanted to also let you know that you're not only helping families to get access to vital services, but you're also -- those public faces, when you invest in schools and parks and libraries, you're also investing in community meeting places. it's through those places that we can get to connect with each other as neighbors, and also connect with our city. and because of that work we now have more volunteers and more parents interested in giving back to their parks and back to their libraries. i just wanted to say thank you very much. and i want you to continue working and we will continue to respond to your investment in us by working as communities to support -- support our neighbors.

i just want to acknowledge that part and rep and phil ginsburg specifically -- because of his leadership-- we're going to have a great program that includes educational opportunities for youth where they have not had those opportunities in the past. that is what has been created. its stand up in particular this year, because we all know what our budget issues are, and the way that this is working, it is because of a unique partnership, the people you see standing behind me, with the educational department, who are also going to be a part of -- throughout the summer -- with the summer school and the camp mather experience -- and that is a big deal. also, not here, but as part of the partnership and of the table, the police department. and a number of other community-based organizations that of all been at the table to make sure this program work and that kids are safe and that san francisco is going to be safe through the summer. thank you for coming out, and hopefully we will leave here and i will -- and we all leave as agents of change and talk about the exciting things the city is doin

we will start with phil ginsburg, the general manager of rec and park, and we are right next to one of our most amazing parks. >> thank you, supervisor. it is a pleasure to be here. you will hear from all of us tonight about a lot of challenges with respect to our budget. rec adn park's -- rec and park's budget has been in the news a lot lately. it is a great joy to have the pleasure to stored our system, but our budget challenges are really profound. over the last seven years, we have been asked to find solutions for over $43 million in general fund support for our department. we have had a couple of simple principles that we have worked with the community and our commission on, and one is that we prioritize revenue over cuts. we recognize how much our community need our services. they need healthy, safe, structure places to play. we all need that. it is critical to life in a dense, urban city, so we prioritize revenue over cuts. we do not want to cut staff or our programs. we what our pool and recreation centers open. then, we want to make sure that our parks remain clean, safe, and

[applause] >> thank you. as you all know, i am not going to have been long speeches. and i'm here to listen to you tonight. but i want to say a couple of things. it is my pleasure to be here with supervisor avalos, supervisor carmen chu, the other department heads, to make sure that i fulfill a promise. while i am occupied this great office of mayor, i will listen to everybody in the city. the matter where you live. that is what i have been doing this whole year. i am three months on the job and it is wonderful to have a new relationship with the board of supervisors. thank you for working closely with me, john. it is no wonder that i am coming out here more than others, but i will say this. john asked the question about how many of you have an $5 mill

bob sitting in for phil ginsburg from iraq and park -- from rec adn park. -- rec and park. next up, we have greg wagner, who is going to be via a little bit on the budget. you can use that microphone right there. >> thank you very much, supervisor cohen. i wanted to set the stage by walking briefly through an overview of what our budget problem is, to set the stage for the conversation we are going to have and give a little bit of background on why we are all here tonight and what the challenges are that are facing us collectively over the next three months as we need to balance our budget. so as you know, the city charter requires us to have a balanced budget every year. unlike the federal government, we cannot borrow money and operate at a deficit. this is an ironclad requirement. it requires us to ensure that our sources and the money coming into the city are equal to our users, and that is the expenditures we make. when we look ahead at next year, we do a projection of what our revenues look like and what our expenditures look like, and what we're seeing for next year i
