phil keating is streaming live in gulfport, mississippi where there is a huge cleanup about to get underwayhere. phil, good morning. >> reporter: good morning, bill, you're exactly right. now that the rain, the outer bands finally seem to be letting this area of coastal mississippi get out of the house and get on the site you can see not only the damage left behind, this was either straight line wind or a tornado that swept through here off the ocean yesterday. it was a two-story house under construction. now it's just a pile of lumber. and now the rescues and response will probably happen less frequently than yesterday. now it's going to be more of a damage assessment. let's talk about the flooding. coastal mississippi, as well as of course parts of louisiana, anywhere from 17 to 30 inches of rain, and finally, well that rain is starting to let up, but it's caused so much flooding. the two biggest threats today remain the threats of possible hurricanes, as well as the flooding, and street flooding that continue to playin plaque the area. for all the residents and emergency responders this

phil keating, what is your situation at this hour? >> reporter: we've got localized street flooding in key west, seven inches of water, a lot of residents independently minded that did not take the recommendation of evacuating miami-dade county and they stuck it out and they are playing in the water. the center of tropical storm isaac right now should be arriving in the keys right around key west or slightly up the keys within the hour. several minutes around town there was this localized flooding but utility power crews were making sure it didn't go out as it did in miami-dade county. losing power for 35,000 residents. yesterday the recommendation was to evacuate, as we drove down in or out of key west at this point. there was steady stream of cars heading northbound. few cars headed in the city. key west was absolutely quiet. only locals and tourists had left actually. down in haiti definitive proof that the storm is expected to strengthen to a contemporary two hurricane. it has been deadly. 7-80 fatalities, three of them children a
