chronicle insider and "abc7 news" contributor phil matier. >> and phil joins us live. it's been about two months since some businesses were allowed to reopen. how many local businesses were able to do that. how do you have a handle on it? >> we have the smaller retailers that were allowed to open and people go in. then we have the restaurants that said well, we can open but you're going to do outside dining. so dan, how do we define what's inside, what's outside? what we define it by is credit card activity and how much money is going through. according to data analyzed by the san francisco chamber of commerce, 1200 store fronts are open in the city right now. but that's only half of the city's total. what is is interesting is that is made up of mostly i would i would businesses, small mom and pop operations, restaurant, retail. so they don't have that sort of ability to go back to a corporate business to ride out this pandemic. >> reporter: and so it's a big

abc news contributor phil matier is here to talk about it. fiery to say the least. >> kimberly gill foil has never been shy about expressing herself. she is a san francisco native, a californian. she was basically talking about a lot of the things that you and i have been reporting about on the streets of san francisco and other areas of california, the homeless, the open use of drugs. issues about where they are going as a society. all of these things she laid out, clearly in a negative way. it is one thing if you or i or somebody within california talks about it this way. but it doesn't necessarily feel comfortable especially for democrats when it is shot back in their faces through the republican convention. as i said kimberly knows what she is talking about. she was a former prosecutor here at the san francisco district attorney's office. before she met and married then supervisor gavin newsom who went on to become mayor. she has been active in the area a long time. although more recently she was building her telephones career and began d

the san francisco "chronicle insider" phil matier is here to discuss the issues. what predictions do you have about san francisco's future in all this? >> that is really interesting, dan. that is what people at city hall, not just in san francisco, but san ramon, santa clara, all across the state are grappling with now. cities and counties are unsure about the future. it used to be just a year ago that you could take a look at economic projections. you could see what the tourist city was doing, what tech was doing, what possible money might be coming in. that's all gone, it's wiped out. the budget from the state on down is built on projections that nobody can depend on. for example, san francisco is depending on $300 million coming in from a tax overhaul that voters need to approve. the entire budget is also predicated on the feds continuing their level of support that we've been seeing. that's a big question. will it happen? it's also based on the idea that we're going to stop viral spending within the year if none of those things come through, then san francisco
