the san francisco "chronicle insider" phil matier is here to discuss the issues. what predictions do you have about san francisco's future in all this? >> that is really interesting, dan. that is what people at city hall, not just in san francisco, but san ramon, santa clara, all across the state are grappling with now. cities and counties are unsure about the future. it used to be just a year ago that you could take a look at economic projections. you could see what the tourist city was doing, what tech was doing, what possible money might be coming in. that's all gone, it's wiped out. the budget from the state on down is built on projections that nobody can depend on. for example, san francisco is depending on $300 million coming in from a tax overhaul that voters need to approve. the entire budget is also predicated on the feds continuing their level of support that we've been seeing. that's a big question. will it happen? it's also based on the idea that we're going to stop viral spending within the year if none of those things come through, then san francisco
