cnn's phil mattingly is in pittsburgh where the president is planning to unveil this plan next hour. it, phil. >> reporter: no question about it, the scale is ambitious. that's by design. you'll hear the president talk about, according to officials, when he makes his remarks to the nation in what is a sweeping two-part north of $4 trillion proposal. there will be a significant component related to physical infrastructure. you're talking about 20,000 miles of roads that could be repaired, 10,000 bridges that could be repaired, about $620 billion in total towards physical infrastructure. i think the interesting element when you dig into the details here is just how wide-ranging it is beyond that. you have hundreds of billions of dollars for things like education infrastructure, water infrastructure as well, climate elements of the biden administration agenda are inside this proposal. you're talking about the electric grid, talking about a fleet of electric vehicles as well that will be financed by this, underscoring this isn't just roads and bridges, it's bigger than that. and there's a

cnn's phil mattingly is live for us this afternoon at the white house. ors? >> reporter: yeah, brooke, one person on the call told me it was a little bit of a pep talk, 15 minutes, the president getting on the call with these senate democrats making clear a couple things. one, the urgency of the moment, two, the fact that he believes this bill is popular everywhere pretty much within the republican conference in the house and senate and he's pointing to polls that seem to back that up, but also underscoring a key thought here has this moves forward for democrats, and that is that not everybody is going to get everything that they want in this bill. there's restrictions as we saw with the $15 minimum wage based on senate rules and other areas in particular that some more progress i was senators would want and aren't going to get and more moderate senators want but aren't going to get. the point from biden is get this across the finish line. now is the moment and the $1.9 trillion price tag is what is needed to face the public health and the economic side.

. >> more now from cnn phil mattingly who joins us. phil, does it seem like president biden is or the white house, do they grasp the severity of the situation on the boarder? >> i think white house officials do and you heard the president try to compare it to 2019 or 2020 and i think the reality is from his own homeland security secretary today they are seeing a surge they haven't seen in nearly two decades. it a significant problem. i think it's also a cnumber of factors. from the policy side, the biden administration made a change from the past administration. they are allowing in unaccompanied minors that is a shift. they are doing that because they want to take a more humane approach to immigration. they are turning away any adult that comes to the border on covid related grounds however, they were not prepared based on the system they say they inherited to handle the surge of migrants over the course of the last several weeks and it's only growing. you also have the issue that the president was asked about, whether or not he is par

phil mattingly, you're there in pittsburgh for this major announcement by the president. first of all, tell us the significance, why he picked pittsburgh to make this announcement. >> reporter: yeah, only to look two years ago, pittsburgh is where he launched his campaign. obviously taking -- this event taking place at a union hall as well. the president never shirks from the opportunity to talk about the talk about the value of unions and union jobs and he makes it clear that he's a union man and there's key components in this $2.25 trillion plan, for union workers, legislation to bolster understand unions that the white house wants to include in this as well. to get to phil's point, this is such a key component of what the president wants to do now and how white house officials feel they can push forward over the next several months. they believe this is the morning to go big, not to tack back or try to find a way to scale back any proposal in the hope of bipartisan support. as he noted, he will bring republicans in, but i think the expectation is right now that the eco

our senior white house correspondent phil mattingly is joining us.resident when he releases all this information on wednesday? >> reporter: the president is going to go big. i don't think there's any question about that. it's a theme he's held throughout his time in office. obviously did it with coronavirus relief law. it will be split into two parts, totaling somewhere between $3-4 trillion. the first part the president will address on wednesday. in remarks in pittsburgh, pennsylvania, the same city he started his campaign two years ago. it will largely be based on things like preparing roads and bridges, ports and waterways, also dealing with the caregiver sector as well, a big component as well as the infrastructure in schools and child care services. what you're also going to see will be a significant tax increase package. this tax will be focused primarily on the business sector, including increasing the business tax rate from 21% to 28%. this doesn't mean this is going to be the final proposal. this is what the president is putting on the table

phil mattingly is out front at the white house. what is the white house is doing to combat this.e numbers of vaccine hesitancy, the number adds up to a really big problem. >> it is something white house officials are cognizant on. without question, officials made it clear that they are starting their outreach recognizing that this would become a significant issue and what they are doing behind the scenes is a couple of things, keep in mind, they're going to unload about a multi hundred million dollars public service announcements to try to get people vaccinated. they understand that's not the message that's going to reach out to republicans and trump supporters. they want to reach out to their local officials, they particularly want to reach out to their doctors. they found an internal polling at the white house that the individual doctors regardless of political persuasion plays a huge role whether or not they want to get the vaccine. making sure local officials understand and try to get the words out is the best way. they are reaching out to main conservative state holders and

right now i want to bring in our senior white house correspondent phil mattingly over at the white housethe biden administration, i understand, is planning to respond to this u.s. intelligence community report. tell our viewers what you're learning. >> reporter: president biden since his first day in office made clear he will impose costs on russia if he feels that the u.s. has been attacked and the u.s. is planning to apply sanctions to russia as soon as next week according to u.s. officials. the details of those sanctions are still a little bit unclear, but it underscored that this will be the second time the biden administration have sanctioned entities in russia, the first with relation to alexei navalny. there's also an expectation that even more will be coming beyond just this election interference issue. obviously the solar winds hack is an investigation that's still ongoing. u.s. officials saying they're still uncovering the details of the depth of that hack that led to the intrusion of several u.s. government agencies as well. what you're seeing from the biden administration is

let's go to phil mattingly.ng to meet with asian american leaders. >> reporter: it's on an issue, asian american discrimination, the white house and the president have been talking about since the opening days of their administration. it's not just here at the white house. on capitol hill we're just now getting a statement from mitch mcconnell, whose wife elaine chao is asian americans, mitch mcconnell saying, quote, committing a crime because of race is deeply wrong. asian americans should not have to experience discrimination anywhere. it's a similar sentiment to what we've heard from president biden, one he plans to un underscore. president biden's scheduled trip to that night taking on a whole new significance. the plt will also offer his support forring the aapi community in georgia and across the country and talk about his commit to combatting xenophobia and hate. >> reporter: biden now expected to meet with leaders in the asian american community. >> i've been speaking about the brutality of asian america

phil mattingly is live with me now.re a reason for this surge. >> reporter: it's certainly a piece. and probably a significant piece of a confluence of factors that have led to an influx of unaccompanied minors. the biden administration has made clear, they're taking a very different stance. jen psaki said they're taking a difference stance. but they're not turning away unaccompanied minors. that has led in part to the surge at the border. this is how jen psaki framed it. >> we believe that children who are under the age of 18 should be treated with humanity, and provided safety. while we consider what the process is moving forward. we certainly have a different approach. we understand the outcome and the impact of that. >> reporter: and that has led, kate, as you noted, to an influx of migmigrants, and the need to open facilities that address that. and the administration is trying to undo everything that president trump put in place, not just through laws and executive orders, but through regulations across the immigra

so phil mattingly is with me, and you may get up staged by the president, so keep in mind momentarilypeak, but watching the kentucky senator mocking the use of masks, and live pictures there at the white house waiting for the president. what are you hearing from the white house? >> i think there's significant concern. they view it now as a bit of a race, a race of how they ramped up the vaccine, and they will do more so in the weeks and months ahead, and that's something you will hear the president talk about, aides say. they could reach that goal as soon as today as 100 million shots in his first 100 days, and that's expected to ramp up in a major way in the weeks ahead. but what you are hearing is the variants and the rolling back of certain masking variations, and when you talk to owe of white house officials, they feel like they are in a race and get the vaccinations as high as they can before variants spread or surge in a bigger manner or capacity in the next several weeks. there are plans, as well, and obviously you will hear the president talk about the progress they made and t

. >> phil mattingly, thank you. covering the white house for us. it is remarkable for president biden to be signing such a sweeping piece of legislation just seven weeks after taking office. how does it compare to past presidents and some of their sig ksig - signat signature ee lation slew. >> reporter: 51 days compared to much higher numbers for everyone else. what else were they doing? donald trump in almost first year occupied all time trying to get through a giant tax plan, of course, many were aware of at the time. was not necessarily so popular. a lot of republicans liked this tax plan, but that wasn't so much true of many other people in the population. especially as they realized the impact would not move their money the way they thought it would. a lot of people got advantage, but more concerned about the money that went to wealthy people out there and how it ran the deficit up. barack obama, affordable care act. pushed that through. something that wasn't so popular. passed by a razor-thin margin, but became more popular as th s population

that is where phil mattingly, where is the crisis on the health front and economic front? >> cautious optimism is the best way to frame it. there is no question about it. they look at the met tricks they have been paying attention to over the course of the first 48 days in office and feel like things are headed in the right direction. 2.1, 2.2 million doses being delivered per day based on the last week. that's well above what it was. they know hundreds of millions of doses are coming online over the course of the next several months and the numbers on the death side have been trending downward but there is also very clear possibility that things could get worse. when you talk to white house advisors thanks i are concerned about a new surge. they are concerned about the var variants. some advisers are furious about the mask mandates. one called it the equivalent of spiking the football at the 20 yard line. you don't get points for that. they recognize things can go wrong and things will likely go wrong but based on the public health side of things and particularly with thi
