phil mattingly is standing by for us over at the white house. first, let's go to capitol hill, our congressional correspondent r ryan nobles is joining us. update us on the latest. >> it's not an understatement to say this might be the most important week for joe biden as he was sworn into office as president of the united states. a number of massive issues that both the house and senate are dealing with that play central into his broad agenda that he outlined for the american people during his campaign. right now, the senate is voting on a plan that would allow the government to continue spending money up until december and raise the debt limit so it was able to pay its credit card bills. this bill, this is a procedural move happening right now as republicans attempt to filibuster this plan. it is expected to fail, which is going to put democrats in a difficult position as they find a way to avoid a government shut down, which could come as soon as the end of the week. now, that's just one thing that the congress is dealing with right now. they

already hinting at a run for governor in 2022, so let's bring in cnn white house correspondent phil mattingly for more on the results. walk us through this. >> brianna, look, going into the night there were a couple things that were very clear. democrats hold a major registration advantage in the state and, therefore, republicans who wanted to recall gavin newsom needed a bunch of things to happen all at the same time in a rather momentous manner. none of those things happened. take a look at where things stand right now. 70% reporting, obviously this race has been called. gavin newsom will remain governor. he's 2.5 million votes ahead. but look at the percentage. 63.9%. track back to, say, last year. joe biden won the state very handlily, gavin newsom percentage above what joe biden's was in a nearly 30-point victory. in 2018, 61.9%. obviously there are still more votes to come in. it underscores the big concern. democratic apathy, perhaps a surge in independent reporters, breaking hard towards recalling the governor. none of those things happened near the scale that would have been necessar

i want to bring in cnn's phil mattingly at the magic wall, bringing the magic, phil, about what happenedn this race. i think the results and what we're seeing pretty revealing. >> yeah, no question about it. let's start with this baseline, going into this recall election if republicans or those supported the yes, the recall vote, wanted to win, they needed to walk a very, very fine line. and here is why. take a look just to start before we dig into the data. republican voters in terms of registration, once at 36%, now just 24% in the state. democrats have a two to one registration advantage in the state. if you want to see how the state has been going just over the course of the last couple cycles, gavin newsom back in 2018 very, very sizable victory. president biden, back in 2020, nearly 30-point victory. there's a big hill to climb. however, they thought it was possible looking at the polling the last couple weeks, perhaps there was a pathway there, democratic apathy, there was no pathway at all. look at where things stand, 79% and 2.5 million vote lead for those who supported gavin n

cnn's phil mattingly is over here. he's joining us from the magic wall. >> this isn't even close. it is not even close at all. at this point in time 65% reporting. obviously we have already called it for the noes. that means gavin newsom stays in office. 2.7 million votes ahead. 66% to 33%. but here is the reality when you look at this state. joe biden won this state by 30 points. go back to gavin newsom in 2018, he won this state by 23 points. this is a democratic state. 2:1 democratics in the state. a surge in the very few republican voters they had and independents to break their way. at this point in time, it doesn't look like why any of that happened. take a look back at 2018 with gavin newsom. gavin newsom counties that he lost in 2018, look at where the no vote is. >> wow. >> he flipped five counties right here based on where things stand right now. keep in mind, 65% in voting. mail-in vote was counted first. that usually leads heavily democratic. it is clear that gavin newsom is doing better than he did in 2016. is he overperforming, over performing his 2018 votes by more

f phil mattingly is live at the white house. >> reporter: from white house officials it was an august to forget that has given away to a daunting cement. it's one where you're going to see an aggressive posture from president biden and white house officials according to officials i'm talking to starting with the coronavirus pandemic. we're expecting the president this week to give major remarks related to the pandemic. keep in mind, the ability to kind of wrangle and handle the pandemic was one of the driving elements of the president's approval ratings up to this point. those approval ratings have dropped on net. officials believe a focus on the pandemic and the real tools they have to address it is critical to bringing ratings back up and more importantly restoring confidence in a country that has been in the midst of malaise. now, that will come in parallel to a major push on the domestic legislative front. the president has two items moving in tandem. a $1.2 trillion dollar infrastructure bill. aides have been working behind the scenes feverishly to draft the details of the bill.

but first, let's go to our senior white house correspondent, phil mattingly. phil, what are you learning about nancy pelosi and chuck schumer's talks with the president? >> for a little more than an hour, it was originally scheduled to be a call between the three, something that they have been doing almost on a daily basis over the course of the last week as this critical moment for the pred's domestic agenda came to the forefront. however, they decided to do in it person, underscoring this is a complicated moment given the fact there is a house vote scheduled for that bipartisan infrastructure bill tomorrow, and this reality, according to officials, it very clearly will not have the votes to pass. a big part of the discussion was what to do because of that reality. would they pull the bill, would they let the bill fail? how would they operate going forward? one thing is also clear, no matter what happens tomorrow, the negotiations on the president's dual-pronged agenda, the bipartisan proposal plus another multi-trillion economic and climate package, are going

cnn's senior white house correspondent, phil mattingly and lauren fox are with us now. phil, you're describing these meetings as the most expansive, in-person engagement the president has ever taken since he took office. who's he going to see at the white house and do we know what the president's plan is? >> look, it just underscores the stakes of this moment. for the president, his entire domestic agenda hanging in the balance here and two waring factions here inside the party that he's got to figure out some way to reconcile. our photojournalist just spotted nancy pelosi pulling up to the white house. her meeting with the president and chuck schumer is expected to start in a couple of minutes. that will be the first of three meetings the president has scheduled today. he'll meet later this afternoon with a group of moderate democrats, folks that are really focused on the first piece. the $1.2 trillion bipartisan infrastructure bill. key players, joe manchin and kirsten sinema. later, the president will sit down with a group of senator, group of progressives. in total,

senior white house correspondent phil mattingly joans us with more.hat the economy is having sharp divisions within the democratic party on what to do ab this agenda. >> reporter: something the president alluded to today congratulating committees for advancing the agenda but a long road ahead with intraparty divisions. whether it's tax policy, prescription drugs, the scale and scope of the legislation all fought out right now on capitol hill and that was in part officials say why the president gave the remarks today, touting that proposal to drive home a central point that doing something is better than doing nothing and at this moment it is time to do something. take a listen. >> i have said many times before i believe we are at an inflection point in this country. let's not squander this moment trying to preserve an economy that's not worked well for americans for a long time. let's not look backward trying to rebill what we had. let's look forward together as one america not to build back but to build back better. >> reporter: i think that's a key

our senior white house correspondent phil mattingly has more. phil, what are you learningabout this big speech tomorrow? >> reporter: as the president met with his advisers to finalize the details of those remarks there's a recognition inside the white house this is a moment to try to reset things, a moment to try to explain to the public, the white house, the administration has the ability to get control of something that has just been dominated by the delta variant over the course of the last several months. now, the president we're told will focus on vaccine mandates, building on vaccine mandates for federal workers, increasing the pre pressure on companies who may increase vaccine mandates and all comes down to a recognition the delta variant has gotten away from the administration despite the fact they have tools to address that variant, to address covid generally. this was how white house press secretary jen psaki framed things. >> going to outline the next phase in the fight to the virus, requiring more vax nazes, boosting testing measures

cnn's ryan nobles is on capitol hill and phil mattingly is at the white house. so phil, the president, as we know, has faced a series of unexpected setbacks. >> what is the white house's plan to recapture some momentum? >> reporter: i think to try to separate the month of august for what is at stake right now and i think the moments that democrats are in right now, the reality is that negotiations over specific policy matters are indeed feverish and very ongoing. democrats on boths of the capitol and officials and what you hear from white house officials is more than 30,000 foot. don't miss the forest for the trees here in terms of the opportunity that democrats have. they have the slimmest majority that you've ever seen. they've a legislative pile-up that is as complicated or fraught as i've seen in my 13 or 14 years in washington and yet the opportunity is what you're hearing from white house officials and what you've heard from the president is something that democrats must not miss. the opportunity particularly in that $3.5 trillion expansion of social safety

let's bring in phil mattingly at the magic wall. phil, break this down for us. >> so let's start with the baseline. for the yes votes to actually have a shot at winning they needed an absolute perfect storm. this is a state where democrats are registered at a 2 to 1 margin compared to republicans. so that's a tough hill to climb to begin with. they needed apathy from the democratic side, surge in republican voters and needed independents to break their way rather sharply. none of those things happened. right now 70% reporting, 2.5 million vote lead for the no group. for the newsom group. look at the top line percentage, 63.9%. go back. state very democratic. what happened in 2020, joe biden 63.5%. what happened in the last race, 61.9%. so overperforming on a percentage basis. you can go county by county and see where the apathy didn't happen, the surge didn't happen. you can pull up the counties where newsom underperformed what he did in 2018 you see one. and that is a very small county. you see where he overperformed, six counties.

>> phil mattingly tweeted earlier the best thing democrats could do is have cedric richmond pitch and hit in the baseball game tonight. he would always be a republican killer. i go back to a house republican congressman say, i didn't come here to be part of any team. the reality is we see it on both sides. the incentive structure is the blow up the legislative process. we don't talk about gus bill ruckus or peter welch. the dynamic reminds me of 2013 when ted cruz was urging people to stick it to their leadership. >> it's a great point. we imagine this eternal fighting is new. i want to ask you this. the republican calculation here seems to be let democrats stew in their own juices, right, in effect here. by the way, that's true. voters claim the party in power. i just wonder the game of chicken going on here. does that win over republican voters? is it a smart calculation on the part of republicans? >> it certainly plays to their base. there's an old frank sinatra song, i've heard that song before, you're on your own, figure this out. that was nancy pelosi in 2018 when she told a rep

our senior white house correspondent phil mattingly is joining us. phil, progressives, clearly they are digging in, so what's next for the white house? >> look, i think this is reality. when you talk to white house officials, wolf, they knew this was coming at some point. there's a recognition that over the course of the last eight or nine months to some degree, progressives particularly in the house have been good soldiers on legislative negotiations, on the covid relief package or the infrastructure bill, the bipartisan proposal that many progressives made clear they weren't happy with and the white house and congressional leaders said you'll get the $3.5 trillion and economic climate package. that's where your priorities will go. that is what's up in the air right now. this was always going to be an extraordinary complex needle to thread, and white house officials i've been talking to not just the last several days but last several days have acknowledged that fact but they have also made clear that they believe there is a way to find the sweet spot

let's bring in cnn's senior white house correspondent phil mattingly and congressional correspondentca dean. jessica, the deadline set by speaker pelosi for a vote on this $1.2 trillion bipartisan infrastructure explain week from today. what's the holdup you right now, and what does it mean for the president's other $3.5 trillion budget plan? is it in jeopardy? >> well, ana, the best way to explain it is a very complicated rue bics cube for democratic leadership here on the him they are trying to figure out how to make everyone in their party happy and move all of these packages forward together so just to recap for everyone. we have the bipartisan infrastructure package which, of course, has already passed the senate, and nancy pelosi has -- has pledged to hold a vote on that by september 27. . you mentioned that's a week from today. in the meantime, democrats also working to craft this sweeping economic package that would really expand the social safety net here in the united states and that takes time. it's highly unlikely that they will be able to get that all done by next week a

let's get straight to the white house, cnn correspondent phil mattingly is standing by. phil, the president set to tour damage in the northeast. what more do we know, though, about this major speech as it is being called? >> reporter: erica, no shortage of issues on the president's plate. there is none that's more important inside the white house than the pandemic. obviously that's been the case since he took office january 20th. it's become particularly acute over the last several weeks. the white house advisers and policy team have been working on these remarks now for several days, kind of keanen on resetti the policy side of things. the delta variant up over 106,01 160,000. the average death rate per day is somewhere between 1500 and 1600 as well. it is a real pandemic. it is a real problem, and the white house has long believed and long known that they have an answer. it's vaccinations, and i think you'll see the president focus on that element of things, particularly on private businesses. obviously he's been urging private businesses to pursue mandates or requireme

phil mattingly is "outfront" live at the white house. this was a setback for the president and he was clear what his experts recommended and everybody should get the booster shot but the evidence was self-inflected because they said that before the fda had voted. >> reporter: yeah, that's right, erin. the president and his top medical advisors were careful to caveat their timeline was contin get on the fda and cdc approving the booster shots but a process they made clear they would have to go through got more complicated over the course of the last couple weeks. moderna was expected to be in the vaccines up for authorization for a booster. there was not enough data for that. the scope and scale of what the president laid out as his intent of those eggligible in the firs week was windled down today given it would apply to those above the age of 65 and those in high risk communities. however, white house officials made clear this was less about a timeline for boosters and more about making sure that they were prepared, that they would be a

. >> phil mattingly joins us. the administration has to be feeling pressure ahead of tomorrow's fda meeting given the president said he hoped booster dose rollout would begin monday. >> there's a recognition inside the administration that the president laid out a time line and the things they have seen since then has raised questions about whether that would actually stand. they will be focused on the fda meeting tomorrow. they will also be focused on the cdc advisory meeting scheduled for next week. that will determine more than anything else and instead of anything else whether or not boosters will occur. that's been something you heard from white house officials. even when the time line was laid out, when the president spoke on that time line, he always caveated with the fact it was up to the fda and the cdc for that time line to actually come into place. it's interesting. you talk to white house officials. they are frustrated that the political and turf battles have spilled into the public. this muddled the un
