and a young philadelphia couple decided to start a family. >> this was 1949. i think that the assumption for everybody was that if you got married, you had a child. >> but having kids, rather, raising them, didn't seem to be in the cards for arthur and marie noe. the couple lost ten children over a period of 19 years. they became nationally known in the 1960s after two high profile magazines told their tragic story. steven fried is an investigative journalist who interviewed the noes over a period of several months in 1998 for an article in "philadelphia" magazine. that article stirred up emotions and led to the reopening of a 30-year-old cold case. >> i read about this case in a book called "the death of innocence." one of the cases that it mentioned was a case that was referred to as the moore case by the pseudonym that "life" magazine had given to this family, arthur and marie noe when they wrote about their case in 1963. and what the book reported in passing was that there had always been suspicions about the case and the people in the medical examiner's o

this is all happening in philadelphia. over the weekend, the mayor issued a 9:00 p.m. curfew for parts of the city for anyone under the age of 18. there were no flash mobs, but there were dozens of arrests. david lee miller is in our newsroom with more on that. david. >> reporter: that's right, there were 70 arrests this weekend for violating philadelphia's curfew, including an 18-year-old who stabbed a 16-year-old in the arm after leaving a city organized bowling party, but overall, officials say the first weekend of this curfew is a success. most importantly, there were none of those flash mobs that have plagued the city for the past two years. the mobs organized on social media sites have attacked people as well as property, rampaging through stores and wreaking havoc, last month the violence escalated with one victim hospitalized with a frequented skull, the mayor lashed out not only at teens but parents, saying they do more to control their own kids. speaking this weekend, the mayor offered a stern warning, as well as some advice: >> if your child is out after cur

philadelphia we'll will give an update this asp.hree new york airports, most the airlines flying in and out are planning to resume operation by tomorrow afternoon. the reason it takes time is that the airports want to make sure, first and foremost that physically they're ready to handle planes flying in, taking passengers and resuming service. it's not as simple as going in, flipping the switch and saying we're ready to go. that's the main stopping point at this point in terms of the airlines resuming service. when it's all said and done, i know you mentioned 9,000 flights broadband canceled. the estimate we just received from a couple consultants is that we could see 12,000 flights canceled by tomorrow afternoon, about a million and a half passengers affected by those cancellations, and historically, tamron, we find that about 90% of those people rebeal. in the past if you were rebooking, you had an easier chance of getting a seat on the plains. these days almost 85 to 90% of seats are sold already. if you're on one of the these fl
