philadelphia developed technologies to pump water from the river into the city. these technologies established engineering concepts that are still the basis for our water systems today. europeans flocked here. it was a destination point to see the new world technology. when charles dickens visited us in 1840, he was truly blown away by high water pressure on the fourth floor of the hotel he was staying in. nowhere in europe had he experienced that. this technology was doing something to support the life and the growth of the city. philadelphia, throughout the 19th century, was the major industrial city of the united states. all of these industries used water from this system. and it served as a prototype for many american cities, including pittsburgh and new york. man: new york city went to philadelphia and said, "you know, we're thinking of developing a hudson river water supply -- what do you suggest we do?" and they said, "we've had "a lot of problems on the schuylkill. "don't go to the hudson river. go to the upland and work by gravity." and that's what new y

why isn't that the case in philadelphia?ll, actually the reality is we've had for some time i think about 78 schools where there are -- there is a police presence both inside and outside the schools. in other schools the school district has a security force. they are of course different than police officers. and we're re-evaluating where those needs may be the greatest. and so there's no aversion to doing that. but we've used a combination of philadelphia police officers and school district security personnel and school district police to create a safe environment. but we're looking at this in a holistic fashion. all 200 plus schools where are their greatest needs. we want a safe school system and city. we made gains but have more work to do. >> obviously one way to grow your city's economy would be to make the school system something where people would want to send their kids. i know you don't oversee it. what is it you can do to help on the margins then to try to do this? because economic growth in the city, to get people

i grow up in the philadelphia area, in new jersey, went to school up and down the east coast. i went to undergrad at duke university and law school at harvard. after clerking for a judge, i came out here and have been in here for the last 14 years. i always assumed i would go back to the philadelphia area because that is where my family is, but i was always interested in sanford cisco in terms of the city, culture, the amazing lgbt community -- i was always interested in san francisco. i am an attorney. i started off in private practice, doing complex litigation. in 2002, i moved to the san francisco city attorney's office, where our work on the trial team, doing trials for the city and doing my own cases and supervising a team of attorneys as well. another huge issue confronting the city is the deferred maintenance on our infrastructure. we have a lot of infrastructure that has been deteriorating because we have not maintained it properly, from our roads to our sewer system to muni. we need to be much more diligent about maintaining our infrastructure. i have been interested
