we are in the home stretch for the midterm elections and newsmakers has invited tim phillips as our guest this week. welcome back, lisa. bill allison returns this week. -- bloomberg news campaign finance reporter. let's start with a house. >> republican have improved. the data has been pretty consistent across the board. you have to say democrats still have come historically speaking, would be favored to win the house. they only need 23 seats. obama lost 63 in 2010. george w. bush lost -- clinton lost 23 seats. the odds are against him. they have improved markedly over the last three weeks, no question about that. >> what cause the improvement? >> it began during the kavanaugh hearings. that confirmation could have been done so much differently, better, frankly, on all sides. it began there. the base for republicans became more energized, without question. a lot of swing voters, especially in red leaning states, where a lot of the senate action is heavy us this year. even on the house side, a couple dozen republican seats in red-leaning states. those swing voters moved away from democrats

coming up, phillips has disappointing results to report.his is bloomberg. ♪ david: you are watching "balance of power," i am david westin. phillips is down almost 10% today after missing expectations. it is a company in the crosshairs as both brexit and the trade wars take their toll. let's start with trade. >> profits and sales both missed estimates at phillips. the biggest drop was in the personal health unit that makes electric toothbrushes and shavers. the stock in europe had its and theop since 2009, ceo spoke to bloomberg saying he would like it to be much stronger. he also talked about trade. you are questioning the impact of the trade war between the u.s. and china. it cost $59 million in profits for next year. >> we will redesign some of our supply chains. we are in a good position to have factories in the united states and asia. we can rebalance the load going forward and in void -- avoid some of the duty impact. we have to look at raising prices selectively as well as taking further productivity thesees to offset discouragements.

here's mark phillips. >> reporter: the future is closer than we think and is not good. unless we do something about it. according to the latest unite the nations report on climate change. most climate scientists think we're already beginning to see the extreme consequence of a warming world. severe storms. sea level rise and flooded in the philippines and on the u.s. east coast. other consequence, crop failure and mass population movement may also reach crisis levels in the next 20 years or so. all this will happen sooner than previously feared by the year 2030, the report says, if greenhouse gas emissions continue at current rates and global temperatures rise 2.7 degrees above what they were in pre-industrial times. in fact, we're already two-thirds of the way there. >> it's a challenge for human civilization. >> reporter: hitting the new lower target would require ending the use of fossil fuels in the next 30 years. the cost, an estimated $54 trillion would be cheaper, they say, than dealing with the worst effects of climate change. >> we've told you the scientific fa
