>> they have said they see it as a big, green field, and it is true. they are well-positioned and seeing a lot of money moving offline to online. there was a market slowdown for years. they were able to keep that number above 20% and rising. -- thereas, i think was no clarity around the earnings call about what the plan was to address that concern. shares rising in after hours trading. they are up nearly 5% on the second quarter earnings report, and continuing the transition to a services company. revenue in the category reaching a high of $11.5 billion. still, the biggest revenue driver remains the iphone. demand stabilized at $31 billion. >> the iphone is still huge. every time a new i own is -- a new iphone is introduced, it is going to be one of the biggest in the world. over the years, they have been very methodically adding these new revenue streams. the icloud come and what was announced earlier this month, a magazine product, tv product, apple built this amazing ecosystem. -- ecosystem in its operating system, and all these companies started building businesses on top of that. apple is slowly trying to get as big of a piece of that revenue as it can. >> trade talks in beijing wrapped up today. and treasury secretary mnuchin called them productive. back in washington, acting teeth acting chief of staff maldini was acting somewhat different. >> at some point, you realize we are close to get something done so we are going to keep going. that sometimes -- at some points, you just throw your hands up. this is never going to get anywhere. >> bottom line, they are saying the same thing, mick mulvaney, the president's chief of staff, and the trade folks, are saying the same thing in terms of a timeline, we are going to get some type of answer within the next couple of weeks. white house press secretary sarah sanders, for her part, saying the discussion remains focused toward making progress on structural issues and rebalancing the u.s.-china trade relationship. but sources telling the financial times trump is dropping the cyber theft demands in exchange for a trade deal with china. they characterize this as him softening his administration opening position about chinese government cyber intrusions into u.s. commercial networks. >> we are awaiting the third fed rate decision of 2019. that's followed, of course, by a news conference from chairman jay powell. officials expected to hold rates steady. but there has been a lot of criticism from president trump to make a cut. >> we think our policy stance is appropriate at the moment, and we don't see a strong case for moving in either direction. >> they are in a wait and see mode, i think, for the for seeable future. i would be surprised if there is much of a movement in terms of policy, perhaps for several months, unless you see a real change in how the economy is performing. >> i really saw him walk the tightrope there, because we saw a statement that underscores lower inflation, acknowledging inflation is below target. it is. it is something the fed has talked about, and then he walked it right back and said, it is low. but we think it is transitory, and he laid out specific reasons why he thought it was transitory. the change in measurement on apparel prices, which could pull up over the next couple of months, and that is why they are not ready to do a preemptive cut on rates yet. >> s&p 500 coming off of record highs. a 23 point move. we had a significant move during the press conference. at one point, about a 30 point move on the s&p 500 throughout the day, but it really feels like the risk off mood caught the market. mayrime minister theresa and her political rival jeremy corbyn are signaling they may be edging closer to a deal on brexit. theresa may is aiming to wrap up talks next week. either with an agreement or without one. meanwhile, it is super tuesday for the bank of england with the rate decision, minutes, and the economic forecast a little bit later on. does theresa may actually want to sign an agreement or get an agreement with labor? and is jeremy corbyn willing to give her that? >> that is the question. may yesterday was grilled for a couple of by rather skeptical hours lawmakers. she spent most of the session dodging questions about customs unions. she was dropping increasingly obvious hints that she is actually prepared to move towards something that might not be called a customs union. it could be called something else. some new and imaginative terminology. is mood music, if you like, getting louder, but there could be a deal between labor and conservatives. >> you have some interesting language coming out of the deal. it is raising the growth forecast. if you have moved, tell us where? the talks are ongoing. diane is speaking as if there is no discussion, no sense of being able to move forward in what is described as serious discussions to find that space for compromise, where we don't have a majority of the house of commons. that is the calculus we are confronting. john mcdonnell has been saying this morning we need to fix brexit. that sense everyone has picked up on the doorstep, it has been noticeable the focus has been on the liberal democrats for the gains they have made, understandably. which red lines are you moving on? i think it is the sense of actually, the real sense that they want to punish both political parties, that is why you have seen the greens, the independents, liberal democrats. there is a strong sense of protest because that fundamental issue of not having got on with this. it does come down to the discussions where we know there is focus around this issue of the customs arrangements, those negotiations between our two parties that are ongoing. 0ur sense is that is serious. we need to find that space. there are clearly discussions that have been taking place around a range of issues such as customs and in relation to those factors on entrenchment of rights on workers, and the environment, on other issues. to see where there is that space. clearly, we have to come back to both of our parties to see if that garners support. this is complicated. we want to ensure we deliver on brexit. that is the profound message that everyone has given. but we need to ensure there isa given. but we need to ensure there is a solid, robust majority in the house of commons to be able to do that, to get that ratification through and make it happen. diane, if you don't think they are moving, why are you in the talks in the first place? we are in the talks because we want to try and serve the best interest of the country. and as we speak, the tories have not moved ona we speak, the tories have not moved on a single one of their red lines. there can be no basis for a deal without them moving. it is compromise on both sides. diane seems to be saying the labour party is not prepared to compromise. that is not prepared to compromise. that is not prepared to compromise. that is not our sense. 0n the issue of customs, our senses that labour wants the benefit of the customs union, a frictionless trade. there isa union, a frictionless trade. there is a lot of overlap in terms of what is a lot of overlap in terms of what is in the current political declaration, in terms of advancing that. in the national interest i think we all need to reflect on how we are able to move forward and on brexit. we will be back in a moment. i need to is at westminster. thank you. the big question in all of these as we watch these results come in, and there are still many to come in, and there are still many to come in, and there are still many to come in, is what impact these local elections, possibly the least local elections, possibly the least local elections we have ever had, will have on a possible brexit deal or indeed the future of the brexit process ? the weird thing about these results is that you wouldn't feel confident in saying either of these parties was going to form a government any time soon. logically one of them will have to somehow form a government after the next election. obviously the differences theresa may is a figure we know will not be around for very long. jeremy corbyn is still hegemonic at the top of the labour party. he will have to doa of the labour party. he will have to do a deal with the bits of the party worried about a brexit backlash. the bits of the party worried about a lib dem revival, lots of labour mps are worried about losing their seats ina general are worried about losing their seats in a general election, they will be quite scared at the lib dem

policy right requires we do our best to understand it and how the forces of aggregate demand and supply are evolving relative to historical experience and the predictions of our models. while predicting the future is difficult, with available data, it does appear that within 2018 and the first quarter of 2019, the supply side of the economy -- employment, participation come and creativity, expanded faster than most forecasters expected. notwithstanding robust growth and demand, pce price inflation in the u.s. fell short of the fed's 2% objective. with this background, let me now turn to the outlook for u.s. monetary policy. as i mentioned earlier, my colleagues and i on the committee understand that our priority today is to put in place policies that will help sustain maximum employment and price stability in an economy that appears to be operating close to both of these objectives. in our most recent statements, we've indicated that "the committee will be patient as it determines what future adjustments to the fed funds rate will be appropriate to support this objective." what does this mean in practice? it means we should allow the data on the economy to flow in and inform our monetary policy decisions. i believe the path of the federal funds rate should be data dependent for two distinct reasons. monetary policy should be data dependent in the sense that incoming data reveal at any point in time where the economy is relative to the ultimate objectives of price stability and maximum employment. this information on where the economy is relative to the goals of policy is an important input and interest rate feedback rules. data dependence is well understood, as it is of the type implied by a large family of policy rules, including taylor type rules in which the parameters of the economy needed to formulate such rules are taken as known. in the real world, they keep rammer -- the key parameters needed to formulate policy are unknown. as a result, in the real world monetary policy should be, and in the u.s. is data dependent in a second sense. policymakers should induce study incoming data and use models to extract signals that will help them update and improve their estimates of r star and u star. earliernt with my discussion, the committee summary of economic projections has indicated that over the past seven years, the committee has revised down its estimates of u star and r star as unemployment without the rise in inflation earlier estimates would've predicted. these revisions appear to of had an impact on the path of policy rate implemented in recent years. in addition to u star and r star, another important input is the state of inflation expectations. indeed, i believe price stability requires that on only actual inflation be centered at our 2% objective, but also that expected inflation be equal to our 2% objective. ,nlike realized inflation inflation expectations themselves are not observable. they must be inferred from a counter metric models, market prices, and surveys of households and firms. as i assess the totality of the evidence, i judge that at present indicators suggest that longer-term inflation expectations sit at the low end of a range consistent with our price stability mandate. where does this leave us today? the u.s. economy is in a good place, with the unemployment rate near a 50 year low and inflationary pressures muted, expected inflation stable, and with gdp growth solid and projected to remain so. moreover, the federal funds rate is now the range of estimates of its longer running neutral level and the unemployment rate is far below many estimates of u star. plugging these inputs into a 1993 taylor type role produces a federal funds rate between 2.25% and 2.5%, in the range of the policy rate the fomc has reaffirmed since our january meeting. most recently, the committee judged at our main meeting that the current stance of policy remains appropriate, and that decision reflected our view that some of the softness in recent inflation data will prove to be transitory. this judgment aligns with private sector forecasts which also project pce inflation will return to 2% by next year. however, if the incoming data were to show a persistent shortfall in inflation below our 2% objective, or work to indicate that global economic and financial developments present the material downside risk to our baseline outlook, these are developments the committee would take into account in assessing the appropriate stance for monetary policy. let me talk about the balance sheet. since the beginning of the year, the committee has made several important decisions about how we will implement policy and how it will conclude the process of normalizing the size of its balance sheet. these decisions have been made over several meetings and have been part of an ongoing process of committee deliberations. please allow me to summarize them now. the committee decided at its january meeting to continue to implement policy in a regime with an ample supply of reserves. referred toetimes as the floor system. such a system does not require the active management of reserves through daily open market operations. instead, with an ample level of reserves in the banking system, the affected federal funds rate will settle at or above the rate of interest paid on excess reserves. ans system has proven to be efficient means of setting the policy rate and transmitting policy to a wide array of money market instruments and a broader financial conditions. continues to view the target range for the federal funds rate as its primary means of adjusting and communicating the stance of monetary policy. mustugh in doing so, we take into account how our balance sheet size, composition, and trajectory impact broader financial conditions. january,ted in although adjustments in the target range for the federal funds rate are our primary tool for adjusting monetary policy, we are prepared to adjust the details of our plans for the balance sheet based on economic and financial developments. meeting, the committee announced it would allow the pace of the runoff of the security holdings in its portfolio and it plans to seize the balance sheet runoff entirely by september of this year. since starting the process of balance sheet normalization in 2017, the federal reserve's portfolio has shrunk by $500 million and the level of reserve balances declined by $700 billion. consistent with our decision in march, we began to slow the pace of runoff in our balance sheet earlier this month. when the process of normalizing the side of our balance sheet concludes in said amber, we expect our reserve liabilities will for a time remain above the level necessary for an efficient and effective implementation of monetary policy. september,lan, after to hold the size of our holdings constant. , reserveis period balances will continue to decline gradually as currency and other non-reserve wide abilities increase. as reserve balances declined to a level consistent with the efficient and effective implementation of monetary policy, we plan to resume periodic open market operations to accommodate the normal trend growth and the demand for our liabilities. as balance sheet or normalization has progressed, the federal funds rate has firmed relative to the rate we pay on excess reserves. last year, after the funds rate moved up to close to the top of the target range, we may technical adjustments in our operations by lowering the i oer rate relative to the top of the range by five basis points in june and again in december of 2018. at our main meeting we made another technical adjustment in the ioer rate, reducing it to 2.35%. since then, the federal funds rate has been trading close to the level where it began the year. before i conclude my prepared remarks, allow me to say a few words about the review of our monetary policy strategy, tools, and communication practices we are undertaking this year at the fed. why we believe our existing approach to conducting monetary policy has served the public well. the purpose of this review is to evaluate and assess possible refinements that might help us best achieve our dual mandate objectives on a sustained basis. with the u.s. economy operating at or close to our maximum employment and price stability goals, now is an especially opportune time to conduct this review. we want to ensure we are well-positioned to continue to meet our statutory goals in coming years. furthermore, the ships in r star star, as well as the flattening of the phillips curve , suggesting economies have evolved relative to the precrisis experience. the reserve is conducting town hall style events in which we're hearing from a broad range of groups, including business and labor leaders, community development advocates, and academics. in addition we are holding a research conference next week at the federal reserve bank of chicago that will feature speakers and panelists from outside of the federal reserve system. building on those perspectives we hear and staff analysis the committee will conduct its own assessment of its monetary policy framework throughout the rest of this year. we will share our conclusions with the conclusion with the public in the first half of next year. in sum, the economy is constantly evolving, bringing with it new also challenges. so it makes sense for us to remain open-minded as we assess current practice and consider ideas that could potentially enhance our ability to deliver on the goals that congress has assigned to us.

phillip augar. what are your thoughts on value for money? the problem is that many of these things are counterintuitive. i most politicians, phillip augar understands the system. student loa ns understands the system. student loans it shouldn't be named as a debt because they are more like an additional tax burden, and renaming it means people will stop making bad financial decisions based on the run name. making it explicit, currently it is hidden, and making sure there are no retrospective changes. this will be a new type of loan starting in the 2021-22 will be a new type of loan starting in the 2021—22 academic year. but the popular changes, cutting tuition fees and returning maintenance gra nts to fees and returning maintenance grants to those from lower income families, will be very popular and psychologically beneficial. but what is interesting is when you analyse the impact of them, they are regressive. they benefit primarily the highest earning graduates. the reason for that is that the only thing that affects how much you repay it yet how much you earn. you pay 9% of what you earn above a threshold, so the total that it doesn't impact that. all it impacts is whether or not you will clear within the currently 30 years had proposed a0 years before it wipes. the only people who do that are the highest earners. so tuition fees, cutting them, reduces your debt. shifting to a maintenance grant reduces your debt. but you only benefit from the reduction in debt if you clear the loan before it wipes. and therefore the people who benefit from those two changes are primarily at the highest earning graduates. if you add in the fact that there is a proposal here to lower the repayment threshold, so you start repaying at a lower salary, and that means everyone will pay around £180 a year more, and you are now paying for 30 years before it wipes and the proposal is a0 yea rs, it wipes and the proposal is a0 years, that means most graduates will be paid more each year and for longer. that means that what this comprehensive and well thought through report, deliberate report, it does, is to shift the burden away from the state and towards the individual. people will pay more for their higher education under this system. the vast majority of people will pay more than they do under the current system and they will repay for longer. even though the popular changes are psychologically beneficial. do you think there is enoughin beneficial. do you think there is enough in for students at school still to say, well, i go to university on these lower fees upfront, i may be paying them up for longer, that if i go to university i may earn more and therefore it is worth it? look, i am a great supporter of people going to university when it is right for them. it is one of the reasons i champion changing the name to a student contribution system. 0verall, student contribution system. overall, this is still a progressive system with the more you earn, the more you system with the more you earn, the more you pay. what we need to do is make sure we are honest and upfront with pupils and students in schools so with pupils and students in schools so they can decide whether it is worth it for them. not every course, not every student who goes to university benefits from it, but many do. what i would like to see is people understanding that the more you people understanding that the more you earn people understanding that the more you earn after university, the more you earn after university, the more you will repay, but hopefully the fa ct you will repay, but hopefully the fact he went to university means that you will earn more. yes, but we shouldn't be uncertain. it comes back to tuition fees being cut. 0verall back to tuition fees being cut. overall this means people will repay more and not less. but psychologically it looks less scary. perhaps phillipht. perhaps very importantly this review is not all about university but about other choices for students post 18 and he is talking about more money going into the further education sector. and skills provision, which makes the economy future proofed, if you like. is that going to work better, do you think, for people going down that route? that is not my area of expertise but certainly when you look at this, i know phillip augar has been very keen to look at the further education sector. we do focus on the 50%, usually the more affluent sector, who go to university and not the 50% who don't. 0ne sector, who go to university and not the 50% who don't. one could argue that those who go to university have a state subsidy and the others don't. what he is trying to do is to make lifelong learning easier and these proposals aim to do that. i don't claim to have the expertise to be able to judge that in a way that ido be able to judge that in a way that i do student finance, but certainly fr
