[unintelligible] yes, please. >> thank you, elise, and thank you, steve, for the opportunity to be here with this distinguished audience. i want to say this in the sense of greatest kindness to steve -- he has become the intellectual for most of policy debate. in that sense, we are grateful to steve for the many occasions he puts us together, either by electrons or in person bro. i want to talk to you about my sense of what our strategic objectives should be in afghanistan. and that i want to talk about the reports that steve so kind introduced and give you a sense of what we thought was the opening for political progress in afghanistan. not as an alternative to presidential strategy, but as a complement, filling an important avoid. strategic interests in afghanistan fall into seven categories. one of the most important is that we are dealing with a region that is called af-pak when it truly should be called pak-af. the important strategic interests of the united states are in pakista

ambassador pickering reviewed the interests in the region. unfortunately, we look at the counter insurgency and too often lose site of the purpose and look at it as an end in itself, and that's the way we americans look at things. we want to win the fight, and that's the goal in its own right, but we've lost sight of why we initially went there. it had to do with a very justified in my view response to the 9/11 outrage. it has to do with ousting al-qaeda from its then home in afghanistan and rowing its then ally the taliban from power, and since then, it's been nine and a half year of a long mission creep and we lost sight of the original purposes. the conflict in afghanistan is often thought of as a struggle between the karzai government on the one hand and the taliban ally with international terrorists on the other, but, in fact, it's a far more complex civil war with sectarian dimensions, ethnic dimensions, rural dimensions. i worked on the topic in the 1990s when i was still in government. let me focus mostly on the counter terrorist dime

pickering said on this program. >> i think we didn't come to your table to say the taliban are simply plement did. if we came to your table charlie to say look there are pressures on the taliban that are building up, more weariness, people who don't like their strict moral code smg there are things that the taliban have begun to move on, they're not eliminating all women schools, that kind of thing. there's an opening here. when you're in a stalemate or a deep hole it may be time to stop digging. >> charlie: when you hear tom pickering say that, do you agree with him or is he uninformed. >> i think he needs to be better than informed. while i accept the logic, the logic might apply to other situations but not to the taliban. the idea of taliban changing their policies on women on education, that's absolutely out of question when it comes to the taliban and the taliban leadership. they have not said it, they have not done anything to prove that that's the right conclusion. i would say as far as ambassador and thomas pickering's analysis and work is concerned, i've seen that. it doesn't

ambassador pickering? >> tom pickering -- i am struck by one set of phrases that david used -- there is no personal coterie that clusters around a particular set of ideas and there is no institutional base. that seems to me to be, if i can remember my logic well, that we have not in fact created schools out of differing views but without any institutional base and with no coterie of people. it becomes in a sense an analytical tool that has some relevance but it seems to me to be very distant from policy formulation or policy influence in any way related to a group phenomenon. i wonder whether that attacks the basic purpose for which we are here. maybe it does not matter that these institutionsl-ess people- less schools have no foreseeable policy implications other than on an individual basis. i am struck by the fact that evan says we have a lummis process but almost everyone in your believes we have no leninist policy. we have a communist-less approach to policy and even debates surrounding ideological fai

i cannot say i have been to as many countries as thomas pickering. i look at the scars and i think, i was out there during a lot of shooting, the iran/iraq war, the last time the russians were in afghanistan. what occurs to me is that we create the taliban as a kind of phenomenon. we give them their unity of purpose in important ways to treat if we were to realize that our response, the one thing that still hangs in the air as an acceptable, widely acceptable approach is that we fought a punitive war in afghanistan. that was the reason everyone accepted it. in our thinking, there was the disinclination to think about how we were going to work afghanistan as a regional issue. how do we want to leverage the chinese and russian opinion? what do we want to do with the indians? i am hard-pressed to see how we are really leaving ahead of any heavy footprint way ahead of the 2014 period that is now mentioned. the idea that we can rely on pakistanis for anything is an implausible. with the indians. we do not have to go along with everything the indians want.

and i think tom pickering in the last panel talked a good deal about the century foundation report that he and i and a number of other american and non-american officials were instrumental in putting together, supporting the prospect for a peace negotiation in afghanistan. i don't want to repeat what tom had to say. i will note that there is very strong public support throughout afghan society for some kind of negotiated solution. this support is not reflected in some of the political leadership in kabul and the civil society elements of kabul for obvious reasons as they are somewhat off -- apprehensive about the outcomes. it does transcend with the other communities in the country, and president karzai is clearly reflecting public opinion when he endorses these prospects. my own view is that these negotiations are worth pursuing, even if they fail. i think the rest toward the taliban and for the insurgency are must greater than the risks of the government and/or nader in the united states. they are a fighting a jihad, a holy war, and it's much more difficult for them to justify both ta

third question, ambassador pickering? >> tom pickering, hills and co. i'm struck by one set of phrases that david used. there is no personal coterie that clusters around a particular set of ideas, and there is no institutional base which seems to me to be, if i can remember my logic well, post-hawk that we have, in fact, created schools out of differing views but without any institutional base and with no coterie of people. and so it becomes, in a sense, an analytical tool that has some relevance, but it seems to me to be very distant from policy formulation or policy influence in any way related to a group phenomenon. and i wonder whether, in fact, that attacks the basic purpose for which we're here. or maybe it doesn't matter that these institutionless, peopleless schools have no at least foreseeable policy implications other than on an individual basis. i'm struck by the fact that evan says we have a leninist process, but almost everybody here believes we have no leninist policy. we have a communistless approach to policy in terms of ideological rigi
