how we look at pier 70. clearly, pier 70 does not want to be a google office park located in the city. that is not the highest value of it. we know the highest value for companies is their ability to be interdisciplinary, intersect with one another, for a gaming company to be next to a biotech company to share that knowledge. that is what is great about this city. when we look at what pier 70 is and what has happened already, the history of muni, in this area, it is clear this is a phenomenal center point of that, which is what we want to advance and worker with the port as your partner. so going forward, is really the representation of the steps forward of how we think of a place as a place in the evolution, in context. we clearly have incredibly deep history that we can draw upon for all the issues that we are confronted with at this site. this is all about how we can create a partnership that will maximize the value, financially, culturally, and socially, and creates a place that is magnetic to the people

think about but is very significant, especially the way in which the amended agreement deals with pier 29. if you go with what the budget analyst's report is saying, in regards to pier 29, the authority has sold discretion as far as its selection of that for a long-term lease. that is what the budget analyst is saying, and he is basically saying in that report that there is no need, new requirements, for further board approval on that lease. you talk about reasonable discretion. i do not know what a reasonable discretion means, because the word "discretion" means that it is arguably a unilateral decision, and it is a unilateral decision that is not made by this board but by the event authority, so, again, that is a very real concern that this only goes to the heart of what this board of supervisors is , so that is another concern that i have. on the issue of red, i just want to go over this. . on the issue rent, i just want to go over this. -- on the issue of rent, i just want to go over this. we asked for an approval. by the way, the language that covers this that it is based on the a

pier 96 is the location for the city's recycling center. the port tenant is san francisco recycling and disposal. there are about 140 jobs at that location. about 120 have come from the 94014 neighborhood. that is really a model of what success can look like under local hire, a first source rupebric. guillermo mentioned the new effort at the shipyard. these are some of the high- paying blue-collar skilled jobs that remain in san francisco. the shipyard employs a lot of trades. we have cruise ships that come into the dock. it tends to be an aging population. the proposal we made with oewd was to fund a training program that would begin to train some o. there is a big focus on welding. there's a lot of activity in the shipyard. the goal is to make a program that expands into other trades. as the workforce retires, there will be san francisco residents skilled enough to take those positions at the shipyard. with respect to the ports development project, and the like to break in to two types. we have capital projects and public-private partners

item 15, for pier 36, the brand and street wharf. this is a public hearing on the environmental impact report. -- the brannan street wharf. >> good afternoon. i am from the major environmental analysis section of the planning department. this is case 2009.041ae. the purpose of today's hearing is to take public comment on the adequacy, accuracy, and completeness of the draft eir, an old global action is requested. i would like to briefly introduce you to the project team. with me today is the director of waterfront planning, the preservation planner, and the project manager, all with the port of san francisco. the proposed project involves the demolition of pier 36, including 133,000 square feet of debt and house. the warehouse building, and 18,800 square feet of baldhead wharf sections 11, 11a, and 12, which runs between pierre 30 and 32 and construction of a 57,000- square-foot open to the board, which would be approximately 830 feet long. the park would consist of a raised lawn, and a 2000 square foot float. the construction of the
