piers 30, 32 and pier 80. i will get into visual representation of what's going to happen at a few of the major locations later in the presentation. the process as you know has been very inclusive. there's been robust public involvement both in seekia itself and through the involvement of implementation plans that mike martin's office led. there were a lot of changes made to the progress through the process which i think is a good indicator that sequa is doing its job to minimize environmental impacts. most recent changes to the seekia findings reflect the elimination of mitigation measures associated with long-term development since long-term development is no longer a part of the proposed action today. so specifically the lease disposition agreement specifies port obligations to improve port property for the event sets forth conditions for delivery of that property over a period of time. if the commissioner approves the action we would hope to start transferring under venue licenses some properties as early

we anticipate some of these work , for example, work at pier 19 and pier 64. maybe undertaken by the minutes division. this may result in a cost savings to this contract amendment. but that is subject to one of the ordinance -- a city ordinance that staff will be working on, once the ordinances passed, we may be able to get some of these work done by the poor maintenance division. design for the [unintelligible] and is expected to be completed by the second or third week of may. staff is working with current agencies to secure the permits. we expect to get these permits approvals within the next couple of months. staff is working with the san francisco human rights commission to establish the local business goals for this contract amendment. we expect to have the goals established within the next couple of weeks. we have planned to complete the improvements for the event by july 20. the remaining work with the exception of work at pier 64 is expected to be completed by january 15, 2013. the work at pier 64 is expected to be completed by october 2013. with this

down at pier 80. pier 80 is a backup location for the team basis. if 3032 is not available, our -- i think our hope, hope of the teams and event authority is 30-32 is available and we're working to meet that schedule. that's a spin through the venue sites. i would like to provide a high-level summary of the financial analysis that port staff is going to get into further detail on later in the commission calendar. but just as a point of comparison with disposition and development agreement, under that former agreement, the event authority would have extended about $111 million to improve the waterfront both preand post match. here the port would spend $25 million is the estimate we're working with from proceeds repaid by the rents that the port will retain over the long term. under the former long-term agreement the port was going to give up $3.9 million in rents on an ongoing basis and by getting -- being able to retain those rents, we have added deck capacity as elaine forbes will explain in more detail. so our recommendations are to approve the pr

a number of removal projects a pier 64. between the pier 1 and the very building. the new end wall at 29 and storm water improvements at the end of pure 27-29, and relocating short power. that was another obligation that was on the event authority side of the location. as well as pier 29 substructure repairs i mentioned earlier. most of the improvements have a useful life of 30 years. they are good, capital investments. we have gone through the investments of scoring the projects using the port capital plan scoring process, and they all score quite well. they fulfill a number of either permitting and regulatory obligations or other port- mission oriented goals such as maritime breathiirthing and the. the port has sufficient deck capacity to finance these obligations, largely because the poor will retain a lot of the properties that would have been leased on a long-term basis to the event authority, so we're seeing the port said capacity is growing from $65 million to $89 million. largely off because we will keep the rents in a long-term. the added capacity would be

the real driver here is piers 30-32. the minimum estimate for the time to complete the 30-32 improvements is about three months. walking through the timeline of the ordinance, if the board of supervisors has a first read on the ordinance, april 3, and then a second read april 10, the mayor could sign the ordinance as early as april 10. there is a 30-day window before the ordinance would become effective, bringing the dates to may 10. that is just a few days after we expect the issuance of a major permit for the piers 30-30 to work. we are still working with the regional water control board to make sure they can permit within that timeframe. and that is about the time when we expect to -- i think april 27 is the current due date for the final construction drawings. that would allow informally us to bid the work for 30-32 and potentially start the work around may 10. accounting for three months from may 10 -- that is in may, june, july, early august -- it is conceivable that we could have the 2012 world series event, the f

there is fill removal for pier 64. there is a range of costs here if we're able to have our maintenance biocryst brick -- perform the work. costs depend on the final requirements and the timing of those requirements. this is ed ceqa mitigation requirement the financing strategy is threefold. any tax exempt proceeds that were available. we have appropriated mostly funded pier 35 product to the cruise terminal project and we defunded the back land project for the pier 30-32 project. that was to utilize what we had first and to reduce the size of the new obligation to the city in the c.o.p. and to fund demolition and dredging with the real -- reallocation of budget sources and finance the remainder of the costs with c.o.p. you'll find the poor revenue bonds and real cal -- reallocation of poor capital funds and the c.o.p. not exceeding 45 million. you'll note in the report that capital funds is a combination of reallocating things to prove it in our capital budget. some of our projects come -- came in under budget. we als

for pier 70 be activity restrictions would be things that probably would not happen at pier 70 any way like rolling produce for consumption in native soil or allowing livestock grazing and native soil. ground water could not be used for domestic water supply, which at pier 70 it is failing ground water, and that would not be happening. ground water use would be limited to watering during construction. soil and groundwater would have to be managed in accordance with our risk management plan. the risk management plan is a key component of the remedy. a risk management plan will be developed to support consultants in conjunction with the water board. we will be developing a plan that describes all of the ad industry the measures that need to be in place at pier 70 in order to ensure the long-term integrity of the cap and that the site is managed in accordance with things like storm water pollution prevention, thus control, and worker health and safety protections. -- dust control, and worker health and safety protections. we would have a monitoring program in place to insure the integrity

welcome to our america's cup center here at pier 80. i wanted to make some further announcements in light of the discussion that has been happening in our city on our america's cup event happening, starting this year, and will definitely have been in 2013 as well. i am here with stephen berkley, the head of the event authority. thank you to you and to jim and mike and our team for working intensely for months on the last few weeks, putting together the development agreement that is part of the investments on the america's cup, which oracle and others have been working on. the last couple of weeks, i have been a key participant with members of the board of supervisors but also engaged between our staff and the abet a party and corp. team staff, to try to get to all of the complex agreements that have to do with the investments. i will say, in light of those discussions, some of which have been written about extensively from all of you, i started to get the feeling that people were for getting help on this race is going to be for our city

at pier 27, the northeast wharf would be a 2.78 park. the plaza will feature a long and many places to enjoy views of the bay and cruise ships. all of this debt as a waterfront park at the southern edge of mission bay that was originally approved in the 1970's. it would be renovated and connected to the edge of bayfront park with 2008 neighborhood bond proceeds. when completed, these parks will boast over 2000 linear feet of new shoreline access. just out of that, crane cove park is set to be one of the most celebrated new parks in the city, located within it eligible national historic district, the 7 acre project would include preservation of the historic shipbuilding, slipway, and historic trains. and the completed park would include a variety of landscapes and plaza areas. 1,000 feet of shoreline and use of the dry dock bay. funds could be used to fund other public spaces. this existing park originally approved in the 1970's would be renovated and expanded as an open space for gathering. this 1.85 acre park is in need a new planting,
