and the third pier at the northeast corner is a pier for ferry service, inner bay ferry service. there is a considerable amount of maritime access developed along the northern edge of the site. in terms of the northern edge you can see some of those docks now. there in the middle is actually the fire department which is incorporated into these northern edge. we wanted that edge to be kind of a working feeling like some of these working piers that we find in san francisco. if you look closely just next to that little green area there with the stairs up, there is a little red dot. that's actually a window. we're working with the fire department so you can walk by and look in and see their fire engine which would be a lot of fun for people. the fire engines don't use the pier edge. they actually come in and out of the service exit that everyone else does. although the pier edge is available for emergency use at all times. there is a gabian wall that collects stormwater at the end. we're looking for [speaker not understood] quite an environmental sensitive building. oh, ghosh, i gues

again see the bridge pier in the distance. there are a number of landscape features that help with the land areas. there is a wonderful view looking from the edge where reds is being moved to. we've worked together with the owners of red see to move their facility as tilt from the north side of the pier to the south side. we've introduced a park with wood surfaces there. here you can see the open assess ramp leading up to the viewing areas on the side of the building and with the retailer areas of payment trees with the plazas a. this is a view looking from the stairs the off to the southern portion of the pier and on the left side you you can see the promise thank you musical group and adopt on the bottom in the lower right. i, see a few umbrellas that's indicative of a farmer's market that can take place on the bay. so a number of activities can occur in this particular portion of the project. this is also when it's quiet in the morning this is a nice enough on the south side of the pierre with the promenade leading you for

pier 30-32 is a derelict abandoned pier that burned down in the early 1980s. there was a wall on the waterfront there. it was a dilapidated pier that [speaker not understood] navigation abandoned in the 1970s when they moved to oakland. that pier burned down, we ended up with a parking lot, an occasional event center for tented events and ceremonial berthing on the east side. what a fantastic spot to build a new event center arena for san francisco. there's been a lot of talk in the presence that there's support for the project, but somewhere else. where is that somewhere else? during the jordan administration, i worked with the then warriors ownership to identify sites in the doubt and south of market area to build an arena and, in fact, the planning commission was in early environmental review for an arena project at main and fulton, a site that doesn't exist today. nor do any of the other blocks south of market exist today for a use such as this or other locations that have been suggested or just too small to accommodate the use. this is the right project i

, not a narrow finger pier. in terms of the uses, we went through the slide very quickly, there's 7 different zones that we'll have different kind of micro uses programmed into them from small amphitheaters adjacent use, adjacent to the steps and the ground stair leading down to the south side. there's a sort of learning garden type small garden that's designed adjacent to reds. there is the rock garden that is in the southeast corner that provides a little seating area with vegetation that helps shade you. and then, but more importantly i think for us is people sometimes misunderstand the northern edge of the pier with the fire station, it really is an urban edge and we want to keep it kind of urban. we don't want all sides of the pier to be, in quotes, leisure like. you know, we wanted it to feel like it has a working life and there's the bridge docks there to do that and the fire department there to do that. and then in terms of the upper level event space entries, that -- all the retail that faces the embarc

however, at pier 70, this, we believe, this component is fundamental to making pier 70 a place that can draw those major commercial users and those anchor office tenants and the knowledge economy companies which is essential to fulfill the policy goal in making pier 70 a major business hub and it is essential to the economic equation that supports 150 million in infrastructure costs and also essential to drawing the critical mass of people on the streets that actually support those uses on the ground floor. it is a bit of a cycle that supports itself. so, sometimes we call these or this category of use creative uses or place making uses. in the term sheet, the term that you see is innovation, retail and arts. and it is a bit of a catch-all phrase that covers a pretty broad spectrum and i thought that i would just highlight what we mean when we say that. who we are talking about. so, in the... i am ahead of myself. so, in the building 12, here, which we have envisioned as a market hall, that is the type of user that is the local manufacturer that is making selling goods. so the dog patch

we talked about some of these market risks and absorb risks with pier 70. and we believe and we'll show you on the 28th that these determs compare favorably to the other mayor developments that the city has done. and we did want to talk a little bit about the 99 year lease structure 'cause normally we don't do that. we have a 66 year limit, but we are doing a trust swap at pier 70 and actually after lands come out of the trust they're no longer subject to the burton act so we are able to lease for a period to sell the few parcels that will be used for condominium use, sunt to your approval, or lease for up to 99 years. we're not creating a precedent for other port property. and by being able to lease on a 99 year basis it starts to look like fee land and the market values [inaudible] shorter term leases and we believe that longer term structure is justified by the ongoing modified gross participation that we structured into the deal. so i think on behalf of both port and city staff we're excited about forest city's vision for the site. they've done some gre

and i also want to say when i came at office five years ago, the piers that we are on today and many of the piers along the bay were crumbling into the sea and the fact that we opened up today and opened up and did a ribbon cutting on the cruise ship terminal and we will be opening up the america's cup we are truly building a 21st gem of a water front that is the envy to every city in the world. [ applause ] let me tell you, part of the reason i am knowcihat we are go educating the next generation of city leaders. we are going to be seeing kids who are coming out of these doors who are going to be the next supervisor scott weiner, and our next lieutenant governor, there is going to be some 8-year-old chinese boy who is going to walk out of here and be the next ed lee, once he figures out how to grow a mustache. >> and with that, it is my honor to lay on the fifth ring and this is a ring that honors our city's innovation. what makes our city so special, is that we are forever inventing ourselves. we are forever thinking about not only who we are, but who we can be. whether it be our t

70 and infrastructure risks and as you look at the water front site itself in the context of pier 70, this is an overlay of the entire 70 acre lot where the park concepts are overlayed in the purple are those port and pg&e parcels they are right along illinois street and if you think about the way that the market might want to go at pier 70, those are likely first and the water front site is more removed. for the city plans to build the area in yellow first, that is their phase one. followed quickly by the residential in phase two. and finishing up with office and residential in phases three and four along with the district parking. this innovation retail space that jack talked about at 207,000 square feet and open space and open space including the grant 4.5 acre water front park. and so, this summarizes where the land uses are planned for the site and what you see in the blue are the office uses and coming late in the project which is shown in red is the innovation and retail/maker space including a couple of the historic buildings what is shown in yellow is where the residential w

this view towards the bridge pier. and of course back in the other direction towards brian wolf park. here you can see a site plan that was proposed in version 1, and circles showing the primary areas of change have been significant number of changes that have occurred. some of them rather crucial to our original design. if we start up on the eastern edge of the pier, you'll see that the one time the roof can't lever cantilevered out over the water. [speaker not understood]. at the northeast corner the building came to that proud point there and occupied most of the northeast corner of the pier level access. so, very big changes have occurred there which we'll talk about in a moment and we've moved the building, the arena building to the west a little bit to provide more access to the waterfront. and you'll see we've adjusted public access points at the northwest corner of pier 30-32. we've worked with the retail to provide more meaningful access up the center stair space which you see goes between the retail functions

the only horizon you see is a vast expanse of asphalt or piers. similarly, pier 30 and 32, being approximately 14 acres is so vast, it prevents you from having any interaction from the bay or the city. it's just a large parking lot. so you see here they're yeeuating /tkeufrpbls in elevation and different ideas for programming along the edge. this gives you a better /sraouf of the downtown, gives you the better view of the water looking downtown, provides better opportunities for performances an for wedings. also you have larger icons globally, including the opera house on the right. these create these elevated spaces and platforms, which promote the activity of the surroundings, but also the /toeups of programming for the public. this is actually very similar to a view you'll see later on for our project. just thinking about programming -- of course /th-sz a sports multicultural /srepbl ewe. so we're not just thinking of this as a basketball arena, but we're thinking about non event or non game times and how this can be used year round. for exampl

so as you know in planning for the future of pier 70, the port has been looking at pier 70 as a series of sub years with /sraeurls strategies and priorities so starting in the north east corner one priority is to maintain the maritime use, the ship repair facility moving around counter clock wise port staff is hard at work creating [inaudible] cove park which will be funded largely by voter approved geo bond. to work toward rehabilitating that historic core. it looks like we'll be bringing a lease to you toward the beginning of next year. the northern portion of the hill sub area is port owned land that we'll talk about later. then toward the south is a privately owned parcel that the port is currently in negotiations in with [inaudible] to acquire. and then there's the site that is our focus today. the water front site is 21 acres. we're proposing new parks and preservation and reuse for the amazing historic building -- building 2, 12 and 21. so as whiting as the water front site is, there are a lot of kind of /sp-rbl risks and challenges that go along with it and those have shaped th

so for example down at pier level where the /prabg /teuls facilities for the team are, we're providing a large glass area. it's a really amazing space to be part of and see visually. you'll see beyond it the wall i was speaking to moments ago in terms of storm water management. you have a really /aeu amazing view of the city. and of course the arena, if you look at that left hand side of the image -- you only have about 75 feet of the arena exposed in this location so it lowers the visibility in that location. you can see into the bowl of the arena and feel like you're a part of whatever event may be going on. we're showing a warriors game but there's also concerts and other performances to take into account and think of this this viewing opportunity. you can't get down to the floor level in this view, but still you can see almost the entire bowl and really start to have this interaction with the fans and the crowd using that space. so this was another really exciting moment. so when you're inside of the bowl since you can see in in this location, when you're /*epbls you can see out in

and this site at pier thirty, 32. is it will be a public amenity for residents in the simply beach area to have that much open space to have the ability to open up that pier that's never been opened up to the public so restore a major masterminded asset for birthing & it would otherwise fall into the by the way. you only have to go to boston, los angeles, chicago know brooklyn, washington, d.c. and soon downtown sacramento and you'll see the benefits of an arena that adds to employment and activity in those communities. thank you very much. >> good afternoon supervisors. i'm gena. i'm glad you brought up questions like transportation and your bringing it to the neighborhoods. you're making s it real. i mean, my husband and i have some season tickets to the giants and the 49ers and he struggles to get to the games. so i like seeing the transportation thing talked about. i'm in full support of this being called the cultural center. i think what it will do for san francisco with jobs i have a son in the hotel industry i

in terms of how a curb could be used to help mitigate water splashing onto the pier itself those are part of the ongoing work >> and then obviously a big question that has been raised car trips could do you have a sense of what the volume of car trips might be once this be done. >> currently the number of parking spaces have been reduced to 5 hundred so we're actually trying to reduce the impact of the parking on the site. we are still working on the dea deals - details. >> planning staff. as we've just gotten all the plans we don't have the numbers yet. peter maybe here later to answer any transit questions. he's working on the water front project >> peter is coming to this meeting later on? >> and then a final question i think some of the warriors folks know that i am san francisco's represent to ac/dc. i understand there were some larger design moves that were used to address the concerns and you briefly alluded th to them to address issues discussed by the staff. i think there are 3. >> one had to do with the amount of open space at pier level and any other time missing the open

it is incredibly expensive to restore a lot of our piers and monique is the first person to know that intimately and historically but we do have persons and entities that want to continue this fabulous water front experience and to make investments, where there is jefferson street, brandon wharf and pier, 30, 32 and the exporatorium this wonderful opportunity. i want to thank, past and present port commissioners, and i see them here now. that they have earned the title of being the greatest stewarts of our water front and so thank you for your ongoing effort to do this. [ applause ] >> and the work incredibly well with the other agencies. i know that because this is pier 39 and one of the most iconic travel destinations, i understand that is why, john martin was here, because while he flies airplanes he is part of an incredible transportation center and we all know that and we all share in that wonderful experience with being clearly, the best nation for so many, millions of people, every day. and as we do this, we reinvent and reinvest and find other reasons for people to enjoy thems

also my projections are not assuming new revenue from pier 31 or other enhance /-pls. it's quite possible that this financing plan will keep our bonding capacity neutral or even grow it. right now it's closed to use so we're looking at a project to repairs roof and /truss and provide public access that would allow us to release it for light industrial uses. we're showing that we could immediately pay the debt service on that initial investment and that pretty soon into the life of the asset start generating revenue to cover debt coverage and generate net new revenue. so we're looking at just releasing for endust /traoel uses if we also include an office component. it could believe quite a good investment for the port so engineering is doing additional due diligence on the facility at the point. so as far steps we'll be introducing this to board of supervisors next tuesday, we'll be going to the capitol planning committee for review and approval. we'll be coming back to you to update our tariff to include cpi adjustments and also the recommended passenger facility charg

this ramp here which touches down on the pier is an accessibility path to get up to the /srepbl ewe plaza and it lets you out right at the /phaeupbl entry of the ticketing area. going now back into the retail component and to the embarcadero first thinking about the scale of the retale, we look at pier 2 8 and 26 and -- this is a similar view-so that was from the north locking south, this is from the south looking north. you see reds in its new lo /kag. you can open [inaudible] as well as providing some exterior /stpaeus on the second floor of the retail in that location. you see sort of in the background the arena on that transparent moment of the arena sort of -- you can be led /raoegt up to that through this sort of palm grove and through the grand staircase. so this is interesting, thinking about the scale of the retail, we wanted to figure out a way of relating the scale of the arena to a /tphoepbl structure. so the closest thing we came up with was the at&t ballpark. so the next couple of viewpoints i'm gonna show is from the same distance standing on the street with a camera trying
