37 to the right and then moving it left you had the original pier 39 footprint over to pier 41 and pier 43. all of these have been built by 1938 and are sitting adjacent to and water side of the former beach street m.g.p. plant. briefly, pier 39 it's a fascinating picture. when you look at the left, the 1969 area, shows you the historic pier 39 to the right by pier 37 and to the left by pier 41. by 1976, all of these over water structures have been removed to make way for the new pier 39 facility. the 1980 aerial on the right shows now the new pier 39 which is a pile supported pier structure and to the right side is their east small craft harbor marina. on the left is the west marina where excursions have taken place. the entire pier 39 when constructed in the late '70s is protected by rock break water and fishing pier. moving left away from pier 39, we move over towards what we call pier 41 1/2. this area was occupied starting in 1979 by blue and gold fleet who was operating pleasure cruises out of an area within the pier 39 west harbor. in the late early '90s pier 41 was taken down, t

they have over 300 pier support members that they rely on, and they have also a pier support kind of cert team that is 40 deep. 10 of which are on call at any one time. that when there is an incident, they go down the list and they call the 10 and they respond and they are paid over time to respond. typically they have three or four of these members that show up to any particular incident at any one time. i know we've leaned on those guys for certain incidents as well. if you think about what that does is, that takes the pressure off of the pier support unit itself. there are five or six members in that unit. it takes the pressure off of them. they're not flipping, like we're flipping in our unit. we're not losing people because the pressure is off them. and they have a deep, shall i say, pool of people that are responding that are taking the load and spreading the load of each of those incidents across the 40 members that are actually responding to the incident. they have got, i want to say 10 -- 10 different people from different religions that respond. it's deep. their pier suppor

we need to build a new pier to have water launch access and to continue our programs. as bob mentioned the lease is 66 years from commencement. we plan on raising at least $15 million to invest in this project. securing a long-term lease will allow us to plan, staff and fund this endeavor. i want to point out that our lease is really been carefully written to include not only milestones but checks and balances to make sure that the education of our youth and accessibility for our community are always a priority. we have stipulations for scholarships for youth as well as a volunteer rewards program to make sure that adults from any background can access sailing in the bay. we believe that we've shown the city that we're sustainable, non-profit organization that is true to its mission. in building a place where kids from all backgrounds can learn to grow together through sailing. so we ask for your approval for this long-term lease so we can continue to serve our community. i want to thank all of you for your time today and particularly supervisor haney and for getting u
