pippa stevens here to break down what it means, pippa. >> yeah.tocks actually did not do well under trump and then they were the top sector under president biden, more than tha doubling. it is a reminder that whoever is in the white house does not actually control the price of oil or the drilling activities, but it is still notable, and there are a few key reasons why energy stocks have done so well under president biden. the first is that they were coming off a very low base, remember, back in april of 2020 wti turned negative for the first time on record. then we started to see an uptick in growth coming out of the pandemic which did boost demand. then we also have russia's invasion of ukraine back in february of 2022, which sent oil prices above $130, and then together with the war in the middle east, it has highlighted the importance of energy security. and then finally, these companies have really just created new business models. i was told they've now focused on returning money to shareholders, growing down debt. now their dividends and buy

pippa stevens. mike, back to you, you look at the sector split, pretty even.als and discretionary are certainly the standouts, but as we had already suggested, technology is having a nice day as well. >> for sure. and it's about a three-two-one breakdown in terms of volume today so it is pretty much across the board. i don't think it's really trying to tell any sharp story. one thing that's interesting to me is that the volatility index is down by 1.14 points. people got hedged up going into the event. maybe there's a sense that we won't have to wait very long for decisive election results. that's what the market has maybe been most wary of, i guess, and trying to hedge against, this idea of suspended animation. who knows? i'm trying not to over-interrupt every kind of gyration in the market in terms of themes based on what's going to happen. but that's something that's notable today. it seems like we have the potential for investors to migrate back toward risk and using -- kind of seizing on the fundamentals as opposed to trying to trade these scenarios. >> t

pippa stevens is here with a look at one department of energy program, pippa, that could look very differentm now. >> we're talking about the loan programs office, the lpo, part of the doe and it is a green bank of sorts. they provide financing for companies and projects looking to cut emissions. for the last decade, they didn't do a whole lot. but then under president biden it was really super charged. they had a hiring spree, funds available for lending grew ten fold under the inflation reduction act. they're set to give out $30 billion in loans compared to the last ten years, $30 billion as well. you can see the speed at which they have been lending. right now there are more than 200 applicants looking for more than $300 billion in lending and current and in addition to 17 conditional loans. those are ones approved but not yet paid out. and so the risk here is that this could all go away under president-elect donald trump. and so now there is a rush to get as much of this out the door as possible, before inauguration day, because while he can unilaterally cancel the lpo, that would requir
