pitts: to address the house for one minute. the speaker pro tempore: the gentleman is recognized. mr. pitts: in a couple weeks the house is going to consider the cap and trade legislation that has enormous implications for our economy. this 926-page bill as introduced and considered by committee has 50 pages on light bulbs and two sentences on nuclear power. recently i saw a rasmussen poll of likely voters that indicates 30% of likely voters have no idea what cap and trade means. 29% thought it was some sort of wall street regulation. 17% thought it had something to do with health care. only 24% had any idea what it was. cap and trade puts a cap or limit on greenhouse gas emissions, including co-2, carbon dioxide. when you breathe in, that's oxygen. when you breathe out, that's carbon dioxide. co-2. according to this legislation co-2 is pollution. according to the bill, foreign countries don't cap emissions, their goods can be hit with tariffs which they call, quote, border adjustments. the loss of jobs that will go overseas as a result of this bill is being called, "leakage." bre

pitt. >> thank you. section 222 of the bill states an amount for purposes of starting up the government government plan. that is to be applied in the text of the bill. do you have any idea how much it will cost you to start up this government-run plan? >> no, sir, doi not. >> you mentioned the president's repeated promise that the health reform bill will be neutral. are there any other deal breakers? does the legislation have to include a government plan? does it have to include an individual mandate? does it have to include an employer mandate? can it increase taxes on families making under $250,000 per year, for example? >> i think the president's principles are that the plan needs to lower costs for everyone. needs to improve quality of care, needs to provide coverage for all americans. and around those principles that he -- and be paid for within the period of time. those are the fundamental principles he's ar the ticklated. during the course of the discussion various proposals on some of the areas.

pitts. >> thank you, mr. chairman. thank you for holding this hearing on the national transmission policy. the official report on the 2003 northeastern blackout concluded that, quote, as evidenced by the absence of major transmission projects undertaken in north america over the past 15 years, utilities have found ways to increase the utilization of their existing facilities to meet increasing demands without adding significant high-voltage equipment, end quote. clearly, there is a significant need for an increase in transmission capacity. this need is amplified as we consider adding more and more renewable energy to the grid. while i'm fully supportive of adding more capacity, i believe we do need to keep in mind the legitimate desires of localities to preserve green spaces and historic sites. my district includes some of the most pristine, historic landscapes in the mid atlantic. my district also has some of the most productive farmland in the united states. chester koirnths the home of valley forge in the brandywine
