>> reporter: gasia, we were in pittsburg. you can see the plumes of smoke over the hill in pittsburg. we've now driven here to concord on port chicago heir. right behind me, you can see the burnoff is continuing. now, we've talked to some hazmat officials from the health department from the county. they've told us that the smoke seems to be dissipating somewhat, that it seems to be going straight up and they consider that a good sign. as you know, there was a power outage around 4:10 today and that cut power to the refinery and, as you said, to about 17,000 people in this area. now, that included the plant. as we understand it, there was petroleum product in some of the units and what they have to do at this point is burn off the project. that's what's creating all of the smoke in the the air. when we first got here, we ran into a hazmat company taking samples, driving all over the area and we talked to some residents who told us they've lived in this area for many, many years. they've never seen this sort of burnoff. they ha

in the 60s already in pittsburg and that warm air will get in here and once we break this pattern, the the cool damp weather we have been stuck with we should get into that warm stuff. that could mean some business which means at least two days in the 60s. but there is also a frontal boundary. some indication is that is moisture may actually fall apart by the time it reaches us here in central maryland. probably get a hit in the mountains in virginia. and we have a chance with showers and a wind shift and a burst of school air as we head to tomorrow afternoon and tomorrow evening. partly to mostly clear as we head in through wednesday and slightly cooler temperatures will build back up by thanksgiving and the bottom falls out this weekend. we will be turning warmer and we're already getting rid of this that morning drizzle and fog. tonight though partly cloudy skies down to the mid to upper 40s and a warm start to what will turn out to be a warm day tomorrow. high of 66. it gets breezy. and check this out. on wednesday at 52. thanksgiving morning and i know we got the turkey bowl and t
