"eyewitness news" reporter reporter diana rocco is along lincoln drive with the late tough. this is a stretch that has dealt with ice tonight. >> reporter: that's right, chris much it is so cold out here it's not just ice on the roadways, but it's pretty much any surface you can imagine cars are really taking it slow on lincoln drive which was closed for a short time earlier because it's what you can't see that is the most dangerous out here. the icy conditions caused havoc on area roadways throughout the night. a man is killed on stall road on radnor when the wind blows a tree down on his car. in philadelphia lincoln drive was shut down in both directions directions. >> it's. from allentown to bucks and montgomery counties the thermometer is dropping. plumeting temperatures mean difficult driving. >> very windy. my car it's really loud just because of how much wind is pressing up again the car. >> reporter: you feel like it's blowing you off the goad. >> yes, it's really bad.

out here yet but that will change not too long from now. penndot crews they say they actually started putting the breen down on thursday and then thursday into friday they started laying the first layer of salt down. let's take look at some video and you'll see another salt truck that was actually being loaded up this morning. just in time for the wintry mix coming our way. a mix of snow, sleet tonight also freezing rain. the major concern not accumulation of course, rather it's the potential for icy roads when you head out for your morning drive. penndot says they will have 337 salt truck out that's a mixture of staff and contractors because they say in this weather anything can happen. it's a dangerous combination of forecasts when you deal with the freezing rain and the snow because, you know, it's frozen underneath the snow you'll never see it. that it's why we got plenty of material out. we'll continue to spread material. we'll be able to make sure that it prevents it from bonding to the road what. >> you got to worry about yourself and watch everybody else driving wise and you got to be careful. as long as you're safe you'll be all right, you know. >> reporter: wise words reminder as always good. penndot they say this is their 11th winter event that they've been putting salt on the ground for and actually used 55,000 tons of salt so far but no worries they say that's right lucy. police say randolph sanders confessed to killing his co-worker kim jones and now police sources say he is officially charged with murder. philadelphia police sources say the man scene on this surveillance video accused of of committing the brazen murder of well liked child advocate kim jones is now under arrest. sources say his name is randolph sander as man jones hired in 2012. they worked together at turning points for children an organization that provides family services. sources say sanders confessed his motive to police. he thought he was about to be fired because jones found out he was allegedly misappropriateing funds at turning point. >> she was no nonsense. >> jones neighbor derek rogers says he had known jones for 50 years she played by the book hadn't known enemies. this community is relieved to see the an accusing of killing their neighbor and friend is under arrest. >> we're all elated and to find out that he's been caught. she was a beautiful person. you know,. >> tonight turning points for children released a statement regarding her murder an employee sanderssanders alleged involvement saying "through this entire investigation we work wilson on washington street in mt. holly yesterday. police arrested 27-year-old dennis pozniak had they say lived with the family and was dating nicole. medical examiner she says and her father were beaten to death. there's no word yet on a motive. happening now in gloucester county new jersey people are hurt others left with nothing but the clothes on their back and this is what did it. a fire at a deptford apartment complex captured on cell phone. tonight several people are in the hospital. others have no home to come back to. fox 29's joyce evans joins us tonight with more on that story. >> 11 families are displaced tonight. 27 people in all the landlord of chestnut lane apartments in deptford township providing temporary housing off sight for all of them while the red cross is providing food, clothing and supplies for babies. it took only minutes to destroy eight units of the complex. amazeing witnesses say that nobody was killed here. the three alarm fire presented quite a investigators are still trying to figure out what killed a a man in police custody. the 29-year-old man was in a cell at philadelphia police headquarters in center city yesterday. police say they fishtown neighborhood after a water main break knocked out water to 100 homes. it happened early this morning in east girard and east montgomery avenues. crews got everything fixed this afternoon. was able to walk off the mountain. the other two and rescuers stuck in the snow for hours. air revel was there as the national guard helicopter brought them to safety. hard fall and hard lesson on the northeast is planning on getting pummeled again. boston is bracing for another foot of snow. crews are rushing to move snow out of the week from last week's storm. they're loading up salt trucks northwestern suburbs. good coating on the ground up in the lehigh valley, berks county, upper bucks and upper montgomery seeing reports about half inch there. that's enough to cause slippery travel. it doesn't take much. what to expect for the rest to have night. steady snow starts to fill over the next hour or so especially north and west of philadelphia. that is snow to rain in the city. by tomorrow morning, we are mainly just seeing rain it will wash away we have little accumulation we gather in the city however left over icy patches are possible especially north and west of the city because as we transition from snow to rain there may ab period of sleet or freezing rain in there. however brief but if you're out on the road at the wrong time could be very slick. monday afternoon after some morning rain the storm will slowly exit. leftover showers that might actually turn back to snow showers because very cold air rushing in behind this storm. it will get windy and very cold by the end of monday. transitioning after this ma'am mouth storms by check out how big it is. takes up so much room it's not even that it's strong as the storm last week that brought the blizzard to new england but snow from about chicago across the great lakes through northern pennsylvania up stat new york and starting to move into massachusetts as rain on the surgeon edge of this. we're right in the middle here in philadelphia. very familiar with that rain/snow line and right now it's park just south of 95 so it's cold enough for snow in northwestern. light snow moving into philadelphia at least on radar into camden and gloucester county and northern sections of there and also looks like wilmington new castle county, 95 route 1 turnpike all seeing light snow at least showing up here on radar. that will start to increase over the next hour. just rain down in lower delaware and in south jersey and you're only going to see rain through all of this. winter weather advisory along 95 including philadelphia and winter storm warning further north and west through midday on monday. highest snow accumulations will be the further north and west you go. 39 was the high temperature at the airport today. actually not a bad sunday. much milder than saturday and unfortunately we'll be back to very cold temperatures like saturday by tuesday. let's region by region with temperatures. key to what is falling outside your window right now. 25 in the poconoscold enough there. 30 in bethlehem. as you get down towards doylestown it's 30. 32 in limerick and a really good cut off point. central bucks and montgomery for where you'll see a few inches of snow to maybe just an inch. 36 in warminster. 36 in philadelphia. 33 in chester. and it's mainly in the mid 30s in south jersey. fox future cast does know the snow area filling in pretty nicely as we get towards midnight notice decent snow in philly. but then by 2:00 a.m. already it's rain and it's quickly changing over to rain by 7am monday morning here's rain moving through. although with all the fog and the low clouds i think it might stelle ab slow commute. showers linger through about the noon hour then that storms exits offshore. look at these left over showers. snow showers could be pretty heff fee tee with the cold air coming in. mainly confined to our northwestern zones that's that wind that will dry us out quick quickly. we may see late day sunshine. mainly rain here in philadelphia. n

poconos. and the poconos is where we're going have the best chance to see snowfall with this next weather disturbance that's moving through. but all the areas highlighted in purple here winter weather advisory, that's going to stay in effect until 6:00 a.m. on tuesday. but as we head into your monday, that's when we expect to see the light wintry mix. the possibility of freezing rain which will lead to icy spots, and a little bit of light rain is also a possibility. for right now we are seeing a mix mainly confined to the poconos as we go through tonight, heading into early tomorrow we'll start to see more of that moisture sagging to the south. and that's why we have that advisory that will stay in effect until tuesday morning. so our future weather shows us that, again, by 7:00 a.m. the best chance to see any slick spots will be mainly confined to lehigh valley and into the poconos. as we head into your late morning hours, lunch time hours and especially by 5:00 p.m. that's when we'll see an even better chance for really light snowfall and a wintry mix. accumulations to about a quarter of an inch. and if you are closer to the shore in south jersey, that's mainly going to be rain. our temperatures around this time will be close to freezing. you just want to be careful on the road waist. you could see freezing rain leading to slick spots. that's the main concern with the next weather disturbance. as c4 Ñ wake up tomorrow morning 7:00 a.m. temperatures right below freezing in philadelphia. 29 in trenton. 29 in

poconos if you're right along the i-95 corridor wintery snow. mainly switching over to jersey. our snow forecast, 3 to 6 inches for the poconos. we could see locally higher amounts, specifically in the poconos for the lehigh valley and parts of the suburbs, 1 to 3 if you live closer to pottstown, and we're expecting less than 2 inches throughout the i-95 corridor and that will mainly be at the start of the system, and most of the rain will wash it away. we'll also see a trace to maybe 1 inch closer to south jersey and really just a coating, if that closer to the shore. so you still want to allow extra time to get to work as you head into work monday morning, but your timeline goes as follows. but 7:00 to 10:00 p.m. a little bit of light snow ahead of that map system. 10:00 p.m. into overnight hours, snow, a wintry mix and rain and snow we'll see icy spots and more rain expected with a little bit of snow mixing in. as far as today is concerned, again, it will be a dry start, but as we head into your overnight hours, we are going to see snow and rain moving in. temperatures will range between 32 and 35 degrees. our wind speeds will stay light, big difference over what we saw yesterday with th

local time. both sides in the fighting have also agreed on a plan to remove heavy weaponry. so they've agreed to a cease-fire is the bottom line. ukraine's president says those weapons will be pulled out within two weeks. he also says ukraine should reclaim control of the border with russia by the end of the year. just a few minutes ago, the leader of france -- leaders of france and germany said they will help monitor the situation to make sure that both sides live up to their agreement and help resolve any still-unresolved issues. this story is developing minute by minute. >>> 5:02 now. tracy, the mayor has promised his support and the use of his pen if this bill passes the council. the last time supporters were this close to success, they faced opposition from the greater philadelphia chamber of commerce. now, we checked in with officials at the chamber yesterday. they tell us they've dropped opposition this time around. as a matter of fact, they commend the councilman who was spearheading these efforts. but there are concerns. executives say 80% of their members already provide sick leave and three-quarters of respondents believe the city should not require up to five sick days a year. if passed the bill would benefit 180,000 people working in philadelphia. the greater chamber of commerce believes the likely new law could also hurt businesses and by extension, employees. >> it isn't about sick leave for us. it's about competitiveness. we believe that this would allow the city to remain competitive and grow jobs. >> reporter: those not requiring sick leave could stifle jobs including the exemption for businesses with fewer than ten employees. with passage all but certain, the mayor saying he's behind it what comes up next? well, a signing ceremony and robbery and assault. now, investigators say the surveillance video from the jefferson septa station at tenth & market was the key to catching green yesterday. he's accused of sexual assaulting and attacking a woman at the station on monday. prosecutors say because of his criminal history, they're asking for a higher bail. >>> 5:06. and we have new information on the trial of a former music teacher accused of molesting his students in chester county. anton foman was scheduled to face trial. prosecutors say he molested six students while teaching at the malvern school of music. his new attorney says his client never agreed to the plea. instead he's ready to take the case to trial. he's accused of abusing several young kids during private piano lessons. >>> in burlington county police are looking for two men who roughed up and robbed a man inside his home. here's a sketch of the suspect. take a look. the home invasion took place sunday night in medford. police say the man came in through an unlocked door. they duct taped him to a chair, beat him with a metal pipe and we're told they got away with cash and stole the man's cadillac. >> that stuff's scary, you know when it's right here because this type of thing doesn't happen in medford. >> and look at this investigators found these two bicycles in the woods near the victim's home. they believe that's how the robbers arrived. >>> more police could hit the streets in wilmington now that a state panel has approved grant money to temporarily pay for increased patrols. the attorney general requested that money. six officers will get overtime pay to work night patrols seven days a week in some of will mington's most dangerous neighborhoods. wilmington's homicide rate jumps 53% from 2013 to 2014. there have been seven homicides so far this year. wilmington reassigned nearly 30 officers last month. they're also getting extra officers from newcastle county police. >>> now your nbc first alert weather what do they need to know about all of this today? >> nothing will change immediately. so this is not going to change the cost of your broadband. it's not going to change really directly how you get online. what it's going to do is ideally keep broadband the same. prevent broadband access providers from engaging in discrimination and other practices that might prevent you from getting access to various kinds of services and applications. >> and pushback expected from these companies, lawsuits expected. could this delay the whole process? to news in montgomery county where lower merion police say their officers acted properly when they questioned two men who were shoveling snow last week. the investigation began after a woman took this photo showing police questioning what she thought were teenagers outside her home. police say one of the shovellers was actually 34. the other 18. she suggested the shovellers were racially profiled because they're african-american. police, though say that any adult soliciting business in lower merion needs a permit and they often get complaints for soliciting so they say it was within policy for the officers. >>> meantime warning parents about a string of attempted child abductions. police say a man grabbed an 11-year-old boy while he walked to school. also a man driving an suv approached a girl outside a school in reading, and someone approached another girl in bern township. now, tuesday we showed you this sketch of the suspect. police say all the cases could be related, but there are some differences. police say parents should have the talk with their children warn their children to stay away from strangers. officers are also stepping up patrols near schools and bus stops. >>> police in cumberland county are investigating a second home invasion targeting the elderly in just four days. bridgeton police were called to a home on wayne road tuesday night. a 74-year-old woman told police that two masked men came through an unlocked door and demanded cash. she says they ransacked her bedroom and left without hurting her. investigators say the incident is similar to one that happened saturday night just blocks away. in that case police say two men armed with a knife broke into a 94-year-old's home and demanded money. they attacked him. he's in the hospital. police are increasing patrols in the area. >>> 5:45. new video from newcastle county police reenact something called a distraction burglary a crime that's common in this area. the department wants residents to house to talk to someone, lock the door. and not just the front door but also the garage door and any windows or they say you can also call a neighbor to come over and watch your house. anyone they say who does door-to-door sales in delaware must display a sales i.d. card. >>> new this burks county the city of reading is closer to its $80,000 fund-raising effort which will be used to install more security cameras. according to officials they're about three-quarters of the way to the goal. officials say it doesn't have the money for eight more cameras so leaders started a gofundme page online. officials say the cameras are not only valuable investigative tools, they make people feel safer. >>> in chester county they're getting a $1.5 million federal grant for a program to end homelessness. the money will help the county's decades-to-doorways program which finds shelters for the homeless. the program also provides rental assistance so they can find a more permanent place to live. >>> some pennsylvania lawmakers have put together a package of bills hoping to help students afford bills, bigger bills for college. a group of state senators unveiled 13 proposals that they say will help students graduate with less debt. the plan includes scholarships grants, loan forgiveness and incentives for job training. the senators say pennsylvania has some of the highest costs for allentown. now pushing into milford. you see it in upper montgomery county as well. and this will swing into philadelphia. not expecting to see more than half an inch on the ground in some spots in the lehigh county just a dusting for the northern and western suburbs of philadelphia. but those snow showers will fall apart as they blow through the area. and the wind will really be kicking in this morning and this afternoon. we'll see skies clearing but much colder air is on the way. and you'll feel it later today. so we're starting off above freezing. 34 degrees to start with. by late this afternoon, we'll be at 24 degrees. we will see sunshine but the wind, 35 miles an hour making that 24 feel even colder. and it will be colder tomorrow morning, down to 12 degrees. a high of 30 tomorrow afternoon. a little bit of a breeze still blowing on friday. the temperatures climb saturday. 42, the high. but clouds will be moving in. and that's going to lead to a combination of snow his life. surveillance video shows a woman with a stroller crossing lancaster at 51 is the calling for a two-year-old boy who darts out. he's quickly hit by a route 10 trolley. family members were complete devastation as firefighters desperately worked to free the boy but it was too late. >> me and my son got off the trolley and see that baby's body was laying underneath the trolley. it was a* lot for me to take in. >> asia houston were you taking the troll toll pick up her daughter when the crash happened. >> i felt as though that was my child. all i can do was hard him and appreciative of him. >> witnesses say the boy was dragged a short distance while trolley operator tried to stop. >> my son had to come hold my hand and tell me, mom calm down. it's okay. come on let's walk this way. >> reporter: shoe can be seen in the street and first responders picked up a little boy's jacket with great sadness. >> you walk on to scene and it's silent with 50 men and women from police and fire that's a sad story. >> reporter: fire officials say it took a team of 25 to respond lifting the trolley with an air bag system in order to reach the victim. >> sooner than the -- the parred maddix made an evaluation the toddler the operation became a recovery. >>> meanwhile those on the trolley are finding it hard to cope. >> i hope that his mom just -- that that family is just -- god be with them. >> reporter: really devastating. we understand now that investigators are looking at video from that bus trolley rather and they're trying to get a better understanding of how this happened. and is heading down right toward the river. so if you live in lower parts of bucks county you may see a few snow flurries because of the cold that is driving some limited moisture toward the region. otherwise we're just talking about clear skies and cold temperatures. 17 in allentown. four in the poconos. how about this? six in state college. two in buffalo. add the winds gusting to 40 miles an hour and it feels like 10 below in state college. 10 below in pittsburgh buffalo 15 below and we will be experiencing these numbers come tomorrow morning. in the poconos we do have a wind chill warning those wind chills getting down as cold as 25 below. that's tomorrow morning. at the bus stop in allentown even places like doylestown and pottstown. we could get as cold as 15 below. in philadelphia at the bus stop, 10 below for the children that walk to school it will be extremely cold tomorrow morning with the wind and then zero to five the wind chills along the shore and through poconos at that point. by the time 4:00 o'clock on monday, again, p.m. hits, there could be snow through the the poconos and then this thing get out of here by tuesday. so the snow amounts will be unimpressive in our area if we see any and this computer model says an inch. do we see an inch maybe. maybe slightly more to the north. then in the poconos where that winter storm watch goes into effect sunday evening and through monday night, maybe four to 6 inches of snow and sleet. again, that is in the poconos. look at the computer models for our snowfall amounts for this one, for the philadelphia area. nothing. euro .7 inches. .7 of an inch. not even an inch of snow and r p.m. says maybe a, tenth of an inch of snow. icing might be another issue. just watch for that throughout the early morning hours on monday. here, and areas to the north. so that is going to be something we will continue to monitor. this is another computer model. this is rpm that says everything is fine here this weekend and then we will bring in chances on monday of maybe a little bit of that icing and some of that snow to the north. so just something to continue to monitor. this storm has not the yet decided what it will do yet so it is a little too early to call it but it looks like it will be mild enough that most of the time it is rain around here. forty-four
