and the school district and those who run the police athletic league. very appreciative of their enthusiasm and optimism. the chief says he really liked this idea. he frankly was surprised san francisco does not have something in little more institutionalized. >> i agree with you again. 343. the police activity lead -- we just graduated 28 young men and women on friday, ages 13 to 18 that now will be intense in both english side and bayview station. leadership skills, the goal attainment -- it was a fantastic class. it was a four-week academy where they learned a lot about themselves. again, we came from an environment where the explorer program is probably referencing exactly what you're talking about. each police station in los angeles had somewhere between 25 and 40 explores in each of those stations, leadership skills, and a lot of those explorers went on to beat full-time members of the police department. i think it is something that is severely needed here, and it is something i think can take a lot of discussion. it needs to be acted on. i concur

city unions who have approved to contribute pensions but police haven't. now, they struck a deal with city council they may decide to pitch in but much rests on the shoulders of oakland residents. here is the plan, to rehire officers, includes a four-year 360 per year parcel tax. they paragraphed it 5-3 to put it on the ballot to fund police and fire services. property tax increase requires two-thirds approval. council will only put this new tax on the ballot if the oakland police officers association agrees by august 10th to contribute 9% in their pension funds. if it airline passes, 80 officers are re-hired and union is guaranteed no layoffs for three years. it would help raise $54 million a year but police union says the only way they will make their contribution if the parcel tax passes. and they voted another measure on the ba89, to keep parking taxes until 2015 without the requirement of a minimum police staff of 739 officers. you need both measures to pass in order to bring the police force back up above 803 officers right now there are only 694. if
