and part of the perf program that police chief gascon is using has a section about community policing and on foot beats. and they generously quote the controller's study that was commissioned in 2007 in the execution of those foot beats. that is well refrpblsed -- referenced in the controller's report, in the letters that had been sent to us. so we very much appreciate, i think, the question of, is foot beat something we can legislate and we'd like to see more of? i anticipate that the concerns that will be shared with us by the assistant chief in the police department is that it's a question of staffing. we get that. it is a question of staffing which is why we put the onus back in the police chief and the police department to make those judgment calls. however, though, i think it's important that the people of san francisco weigh in on the importance of community policing and a feature of community policing being institutionalized to the degree that it's not seen as a last resort strategy only, but seen as part of a primary strategy in the unfolding and in the deployment of communit

their chain of command is obviously their command staff, the police chief, the police commission, and the mayor himself. the chief executive, he or her who is the mayor would have to then instruct for this to happen. that has never happened. and meanwhile, as many of us who are district supervisors who are concerned about the level of crime, public safety, and distress that went unattended or inadequately attended, at some point we have to be advocates and cheer leaders for our own district and for regions of our city and citywide that i think warrants a level of attention it wasn't getting. with the experiment of foot patrols, we clearly had demonstrated the success of the strategy. this isn't novel. this was practiced for generations. it's a tried and true strategy. so good that that's why other major cities are now returning back to this very strategy and they're not having the discussion -- or they're certainly completing the discussion that, is it extra money that's needed or is it the fact that they want to reorient how policing is done? san francisco is not los angeles. we are

policing policy. supervisor mirkarimiñ in implementing what i think is a community policing strategy that is often well talked about but not well implemented. you asked a hundred people in this room what you think community policing is and you'll get a hundred different answers. there's nothing institutionalized. when you look at the department orders of the san francisco police department, there is very little that describes anything except references that were memorialized back in 1994. community policing has involved considerably as we have learned from cities like new york, boston, chicago, seattle, many others. and overed years we've addressed the problems that have been spot fires and of chronic distress throughout many of our districts and throughout the city to be able to require that the police department be more engaged. not that they're not and not that community policing v.i.a. a slice of that feature being foot patrols isn't happening but i believe it's time that the voters also have an o

city unions who have approved to contribute pensions but police haven't. now, they struck a deal with city council they may decide to pitch in but much rests on the shoulders of oakland residents. here is the plan, to rehire officers, includes a four-year 360 per year parcel tax. they paragraphed it 5-3 to put it on the ballot to fund police and fire services. property tax increase requires two-thirds approval. council will only put this new tax on the ballot if the oakland police officers association agrees by august 10th to contribute 9% in their pension funds. if it airline passes, 80 officers are re-hired and union is guaranteed no layoffs for three years. it would help raise $54 million a year but police union says the only way they will make their contribution if the parcel tax passes. and they voted another measure on the ba89, to keep parking taxes until 2015 without the requirement of a minimum police staff of 739 officers. you need both measures to pass in order to bring the police force back up above 803 officers right now there are only 694. if
