police lied about him. getting to know that we have a chief now who cares about people and cares about how the community sees the police, there is hope. i hope there is some hope. it is an ingrained problem. the problem is how you teach policeman at the ends do not justify the means? you do your job and you let the courts work it out. you are not the arbiter. you cannot protect bad cops. they will ruin you. if there are 100 cops and three of them are bad, we look at these videos and say, you are all bad. how do we get that the community's faith? it cannot be done by one person. i think we start teaching young policeman -- if you like, if you teach -- if you cheat, you are going to get fired. you are going to get prosecuted. that is the message to come out of these cases. if they commit perjury, they have to go. we have to teach young officers and older officers, you cannot do this. you should never have started. breaking the rules because you think you have to do it to get a bad guy, breaking the rules beca

herley, you have been a police chief and dealt with police conduct as a consultant. do you have anything to add to what chief suhr has said about preventing misconduct in a police department? >> thank you for having me. i do have to point something out. i was not the president of the california police officers association. it was the california police chiefs association. i spent 21 years in the city of torrance in southern california before coming up here, a city of to under 50,000, about 350 personnel. -- 250,000, about 350 personnel. much smaller organization. completely different type of agency. but one of the things we found was to my career and particularly at the beginning, there was really no classis% -- classes pe se, and we started a course on how to be a successful chief. a very strong component of that was an ethics, and what is the chief's responsibility within their department relating to at the experience included in that, it had to do with the abuse of power and misconduct. i was -- i guess you could say "a whistle-blower." i put together a case in whi

a handful of police officers investigating the bizarre police-involved shooting. they are surrounding a chevy blazer apparently involved in the shooting. here's how it happened. the shooting happened -- there was a shooting in the city we are hearing from baltimore county dispatch. the suspect at that shooting ran off and then a short time later, around 2 this morning, a baltimore county officer tried to pull him over on the beltway. 695 for a traffic violation near washington boulevard. that's when the suspect led police on persued and the suspect ditched his car and the officer caught up with him. that's when the two got into a fight. we are told the suspect overpowered the police officer. he stole the police officer's cruiser, drove off and abandoned the car and event quellly got into another car, a -- eventually got into another car, a chevy blazer. this is the 3400 block of annapolis road in the patapsco village shopping center. it's here where we are told police say the suspect was shot at least once. he was taken to shock trauma and his condition is unknown

this was a long night for the police in anne arundel and baltimore city state police. all ended up here at patapsco village. the suspect was shot and taken to shock trauma. it started at 2:30 in the morning. we have unconfirmed reports that the suspect shot was wanted for a crime, possibly a city shooting suspect. again, that's an unconfirmed report. he was stopped in baltimore county on 695 for a traffic violation. once it was determined he was wanted, he tried to run and there was a fight with the officer and the suspect stole the cruiser and the cruiser was found empty and he was picked up by friends in a bronco. the bronco was chased here in south west baltimore, this shopping area. the suspect got out, somehow, the suspect was shot by the police and taken to shock trauma and we're not certain of his condition now. no officers were injured. it's not clear if the suspect shot back at the police. we know that the bronco is surrounded by cruisers. a tow truck is waiting to take it away. the police are investigating what was in the bronco. again, a suspect taken to sho
