police lied about him. getting to know that we have a chief now who cares about people and cares about how the community sees the police, there is hope. i hope there is some hope. it is an ingrained problem. the problem is how you teach policeman at the ends do not justify the means? you do your job and you let the courts work it out. you are not the arbiter. you cannot protect bad cops. they will ruin you. if there are 100 cops and three of them are bad, we look at these videos and say, you are all bad. how do we get that the community's faith? it cannot be done by one person. i think we start teaching young policeman -- if you like, if you teach -- if you cheat, you are going to get fired. you are going to get prosecuted. that is the message to come out of these cases. if they commit perjury, they have to go. we have to teach young officers and older officers, you cannot do this. you should never have started. breaking the rules because you think you have to do it to get a bad guy, breaking the rules beca

herley, you have been a police chief and dealt with police conduct as a consultant. do you have anything to add to what chief suhr has said about preventing misconduct in a police department? >> thank you for having me. i do have to point something out. i was not the president of the california police officers association. it was the california police chiefs association. i spent 21 years in the city of torrance in southern california before coming up here, a city of to under 50,000, about 350 personnel. -- 250,000, about 350 personnel. much smaller organization. completely different type of agency. but one of the things we found was to my career and particularly at the beginning, there was really no classis% -- classes pe se, and we started a course on how to be a successful chief. a very strong component of that was an ethics, and what is the chief's responsibility within their department relating to at the experience included in that, it had to do with the abuse of power and misconduct. i was -- i guess you could say "a whistle-blower." i put together a case in whi

so the police approach is to continue to police the crowds.her occupy oakland protest scheduled for february 6th. meanwhile, oakland city workers are heading back to city. it was 9:00 on saturday that protesters entered the front doors of the building you see there. now, protesters say that front door was open. mayor queen juan says that's not true. protesters used a crowbar to pry the door open. there was a statue that was damaged. flags were damaged and the building's sprinkler system and some electrical currents were damaged. i'm still trying to get an update about what else needs to be fixed to fix some of the damage this morning we haven't heard back yet. this was the day to an end of the protest that started at 2:00 saturday morning. about 500 people tried to take over a vacant building at the convention center. occupiers want to turn that building into a community center. that's when they clashed with police. that's when 400 people were arrested. police say some arrested had hammers and knives and police used tear gas and bull you -- ru

a handful of police officers investigating the bizarre police-involved shooting. they are surrounding a chevy blazer apparently involved in the shooting. here's how it happened. the shooting happened -- there was a shooting in the city we are hearing from baltimore county dispatch. the suspect at that shooting ran off and then a short time later, around 2 this morning, a baltimore county officer tried to pull him over on the beltway. 695 for a traffic violation near washington boulevard. that's when the suspect led police on persued and the suspect ditched his car and the officer caught up with him. that's when the two got into a fight. we are told the suspect overpowered the police officer. he stole the police officer's cruiser, drove off and abandoned the car and event quellly got into another car, a -- eventually got into another car, a chevy blazer. this is the 3400 block of annapolis road in the patapsco village shopping center. it's here where we are told police say the suspect was shot at least once. he was taken to shock trauma and his condition is unknown

this was a long night for the police in anne arundel and baltimore city state police. all ended up here at patapsco village. the suspect was shot and taken to shock trauma. it started at 2:30 in the morning. we have unconfirmed reports that the suspect shot was wanted for a crime, possibly a city shooting suspect. again, that's an unconfirmed report. he was stopped in baltimore county on 695 for a traffic violation. once it was determined he was wanted, he tried to run and there was a fight with the officer and the suspect stole the cruiser and the cruiser was found empty and he was picked up by friends in a bronco. the bronco was chased here in south west baltimore, this shopping area. the suspect got out, somehow, the suspect was shot by the police and taken to shock trauma and we're not certain of his condition now. no officers were injured. it's not clear if the suspect shot back at the police. we know that the bronco is surrounded by cruisers. a tow truck is waiting to take it away. the police are investigating what was in the bronco. again, a suspect taken to sho

we have 99% good police and 1% bad police. before i get into that briefly, i would like to bring forward to you which i believe is an outstanding interview at city college by the chief of police. i brought you seven copies. i think it lays forward a plan that the chief sticks to it, the city and county of san francisco will be very happy. my concern is that i feel as of now, the occ should be separated from the police commission. when i filed a complaint, i will follow it p5 -- file it before the board of supervisors. the action is that it is part of the problem. -- the occ is part of the problem. we have 150 bad officers. any officer that assault somebody in custody should no longer be a police officer under any conditions whatsoever. when i find that out or the public learns that, unless occ turns over the list of police officers that have multiple complaints against them, i read today in the paper about the ongoing federal investigation and i believe it is connecticut, of beating up, harassing citizens while they are handcu

the next slide explains the resources assigned to the mta from the police apartment. besides myself, the staff are comprised of one captain, one sergeant, and seven uniformed officers that are responsible for the -- the sergeant and seven officers are responsible for uniformed patrol. we have one sergeant and four k- 9 teams, comprised of an officer and their dog. they basically deal with issues relating to bomb threats and possible devices on our system. they have been highly successful. we utilize the dogs when we get reports of suspicious packages, and they are able to go in and make a determination if there is in fact a problem, and they are able to get transit moving, which is something we are very supportive of. their primary responsibility is to muni metro rail system, but we put them wherever the need is. there secondary responsibility is to assist transit fare inspectors, which they do about three days a week. they work a staggered schedule and are on duty approximately 13 hours per day. supervisor avalos: is this group -- what portion of the work order with

it is a great benefit not only to the police department but to the mta. next is our fare evasion program. we have 36 inspectors to check for proof of payment systemwide. this was one of the things that i changed when i came on board at mta. i spent quite a bit of time and read the 2009 controller study on our fare evasion program as well as the follow-up study, and really looked at the things they suggested and found that many of them made sense. for a while, we were utilizing inspectors on problematic lines, and i really believe, after discussing it with mr. mason, that we really needed to be everywhere in our system. no matter where you ride transit in our city, you should have the expectation that you could be asked for proof of payment. we made these changes shortly after i took over the fare inspectors, shortly around august or the end of august. now, what is happening is our inspectors are in a different police district every day, and their saturation operations are in a different location every time. i am very pleased with the results of this. i ha
