or police action and you get into the unreasonable police infringement of the 4th amendment. let me read you one of these conditions so you can see what i'm talking about. i have probably seen 20 of these in the last few years. if you have a conditional license and pretty much everybody does in san francisco, you can petition the abc to give you a license and in that petition they have give you the conditions. but this one says the petitioner shall utilize electronic equipment to record inside and outside of the premises and must be kept for 30 days and made available for the police department. that is pretty big brother and i will tell you why. i think berry is right. if there is some reason to have that surveillance, it should be made available. if you don't want to give it up, then a judge can get it from you. however, my job is to save my clients money and do the right thing for my clients. i tell everyone of my clients get video surveillance because in the last couple of years i have seen one client save a quarter million dollars with an ugly lawsuit. he can prove from t

tried -- tied to drug policing, police departments start s.w.a.t. teams and they're is a strong financial incentive to use them. the federal grants, you also have asset forfeiture which allows the police to take property that they think is connected to drug activity or illegal activity and some might. the person who owns the property never has to say if he would be charged with a crime and then you have to go to court to when the property back. you own it legitimately. and so there is this added incentive. so you have got your s.w.a.t. team. you can keep them in m until one of these legitimate emergencies cribs up or you can send them out on dry erase which has the potential to actually brevard back to the police department. so there's a strong incentive to sem out on track rates. this is -- in the late 90's there were a series of surveys done a police departments across the country and basically as some going back to the early 80's have many times they used their team. we found in the late 70's there were a few hundred rates per year across the cou

his tad was a police officer -- his dad was a police officer. so he was really an outsider in terms of the police department culture. he didn't grow up in bay ridge or in jamaica or in the south bronx. he was from the outside, so he didn't really have any ties here. he also didn't even really want to become a police officer. he had been in the navy as a corpsman, and he had got out, and he worked for motorola many texas on soft -- in texas on software, software chips and only moved back to new york because his mother got sick. she was very sick, and she said to him she saw an ad for a police department, a police recruiting ad. this was after 9/11. and she said, well, why don't you try to apply to be a police officer? he said, oh, i don't want to do that. and she finally convinced him, and he took the test. they called him immediately, and he found himself standing there in the police academy. and for the first couple year, he went along with the program. the first thing you do is go into something called impact where you're sent to a high-crime

military police, d.c. metropolitan police. it looks like everybody has moved into this area, evan. >> yes, that's right. wolf, there's a very -- this is an area in washington because of obviously of all of the different threats that are faced with the federal government and the military facilities in this area, they are very well practiced in this area. the d.c. police, for instance, does a lot of drills. they roll out on multiple reports of bags that are left unguarded or unattended near metro stations or outside of public buildings. i mean, multiple times a day these guys roll out to try to secure scenes. so this is something that they are well practiced in. the joint terrorism task force is part of this as well. they -- this is a grouping of the federal agencies and the local police of this entire area and they are all well practiced in trying to secure places like this. now, obviously with 3,000 people in this facility it's a lot more difficult because you want to make sure you protect people, keep them locked down and the

the military, obviously, has its own police branch. the metropolitan police here, the park police. obviously, we're on federal property. technically, as you know, del, as police continue to whiz by us on m street. there's a coordinated response here. these are the sorts of things, the sorts of situations that have been rehearsed over and over again, particularly over the course of the last 12 years since 9/11. the security, obviously, beefed up considerably since then, and obviously, the level of coordination between these law enforcement services has beefed up considerably since then. obviously in a situation like this with so much chaos, so much swirling about reports of a shooter or shooters on the loose within the navy yard, this is something you can never plan for any particular situation, certainly not something like th this. in terms of communications and chains of command, things of that nature, this has been rehearsed before. you never know how it will work out, del, until a situation like this arises, however. >> mike viqueira, stand by. there is a local s.w.a.t. team loc
