i know the police department has a lot of good training, and often times in crisis situations police officers may not be able to respond appropriately in certain situations. it may be there is an opportunity for training and how to deal with these crisis situations. and so all i can say is since i don't much about what is going on, just on what you have told me, the only thing i'm thinking about is how you go about comforting a family, rather than making them feel guilty of what happened and it is an issue of training. >> thank you. >> thank you very much. >> okay. thank you. >> now i want to take some public comments on this item. i have some cards here. i will call you in the order that i received them. there were 53 budgeted positionses. 25 of those have been filled, 25 police officers -- full-duty police officers have gone back to the streets which is approximately half an academy class. we have 28 positions in the hiring process which will get us to the 53 and have 28 full-duty police officers identified as full-duty. that's more uniformed police officers where they should be on the street. the next slide is a slide that i've mentioned. the last couple years we had fallen to everyone in the san francisco police department was on the standard 10-hour day that most police officers in the country are on that are in patrol. so, when we went back to the standard where it was just for patrol, about 25% of the police department went to either the 8-hour day if they're an administrative assignment or 9 hour day if they're on assignment that requires additional training. that was a net gain of about 66 ftes or about a $10.5 million saving to the department. and over 60 officers that were in admin assignment since the offer was, if i'm changing from 10-hour day to a different schedule and you

police -- you have to police constitutionally, respectfully.the issue of stop, question, and frisk is that a police officer has to have reasonable suspicion . reasonable suspicion is less than probable cause. it has to be something he or she can articulate as to a belief that a person or persons has, is, or is about to commit a crime. they have to articulate why they feel like that. it entitles them to stop a person, question a person, and if the officer fears for his or personety or fears the they are interacting with might be a risk to the safety of the public, that they might be carrying a weapon, the officer can then frisk that person. it is a basic tool of american policing. it is not something you can function effectively without. i felt that over the last several years in new york city thomas certainly the last city,l years -- new york certainly the last several years, that the practice had grown too large for the extent of the problem it was addressing. 600,000, 700,000 stop and frisk's documented while crime was going down dramatically

when partin called his roommate, the police were listening in. the call to a pay phone in fayetteville, north carolina. >> we knew that mr. partin was involved in the air conditioning business. we had a general area where the phone call came from. so we concentrated the search in that area. >> and that is exactly where they found him. >> mr. partin was quite shocked to see detectives. he was taken into custody on a warrant. upon questioning by detectives, he refused most of the questions. he didn't confess. >> but dna finally told the tale. partin's dna matched dna on the hair found on joshan's body. >> this dna just sealed the deal. >> to see whether partin's roommate was involved, investigators searched his suv, and on the front seat found a blood stain. but a test on the blood stain didn't match joshan ashbrook. it was dna from the man's son. the roommate also claimed he was at work in tampa on the night joshan was murdered. an alibi corroborated by his employer. prosecutors believed partin picked up joshan while she was hitchhiking. >> hey, t

police say this video shows the suspect moments before she stole the money. >> reporter: police say the suspect approached a young girl outside, trickster and twisted her arm to get the money. neighbors say they are shocked. >> i feel bad for the little girl. >> reporter: police say the girl, was selling candy, she was robbed of cash by an adult woman. video from a store shows a woman police say is their suspect. police described her as african american, wearing a black shirt and orange skirt. the store's owner said the suspect did not have money for a can of beer. >> the girl had the money in a clear, plastic bag. so you could see all of the money in the bag. >> reporter: police say the woman approached the girl and asked her to make change. >> she grabbed the child's arm twisting until she let go of the money. >> reporter: police say the girl suffered minor injuries. customer say the kids told him they were selling candy as a school fundraiser. >> i bought two bars of candy. >> it is terrible especially stealing from kids. >> reporter: it is unclear what is cool the children at ten. p
