this is considered a building or an asset to of the police department. if -- but yet, the department of real-estate could take it over and generally what belongs to the the police -- what belongs to the police to prevent belongs to the city. my question is rooted in the flow of money. whether it be rental, it sounds like, the idea of a nonprofit that would help in violence prevention, that is a terrific idea and there is a great deal of appeal to it. it sounds like if that were the case, in terms of the cost of upkeep, mitigating the expense of upkeep, that would be basically the best we could expect, almost, or close to it in terms of the financial aspect of the transaction. if it were leased to a profit or four -- nonprofit organization, we could expect a sale. there would be the sales proceeds and what could be received for that. at the heart of this is, if it is considered an asset of the police department, what could the police department look forward to in terms of financial benefit from leasing this property out or selling it? when we have the acad

within the police department, we do not get to remain silent when you are asked a question. a regular citizen has are right to not self-incrimination. then the police department, you can say that, and you certainly have that right as a citizen of the united states, and you're immediately sent over to the administration of internal affairs, where you were given an admonition, and you were going to say, now you're going to tell me exactly what happens, and they have to tell you or you're fired. that is the circumstance we're going through right now. i can tell the officers to tell me what happened, because if they do not, they are fired. so, they are telling us what went on. and it to the bottom of this investigation. with regard to generically if people do not say what ever -- there is pressure, but i think that largely, now in this day and age, with the light shining on us 100% of the time, i would tell you that when issues come forward, the officers would not have happened. >> mr. herley, do you have comments? >> i would absolutely agree with the chief. there are very few t

police department, serving as the director of the office of operations in charge of patrol and detectives and special operations. he is considered to be an expert in matters of police accountability. john thompson spent 14 years on death row, and after his verdict was set aside he was then facing life in prison. he was fighting for a retrial that took place four years later. he was exonerated by a jury in less than 30 minutes that found him not guilty when he got his retrial, and it was largely the result of the police department not turning over what would have been -- evidence in his first trial. the united states supreme court reversed the verdict of the jury in this decision. he has found an organization called resurrection after exoneration to help other people seek justice in their respective cases. to his left -- this is the executive director of california death penalty focus, where she works to abolish the death penalty. she did preside as the warden over several executions. natasha is the death penalty policy director for the american civil liberties union of northern california

do you have anything to add to what chief suhr has said about preventing misconduct in a police department? >> thank you for having me. i do have to point something out. i was not the president of the california police officers association. it was the california police chiefs association. i spent 21 years in the city of torrance in southern california before coming up here, a city of to under 50,000, about 350 personnel. -- 250,000, about 350 personnel. much smaller organization. completely different type of agency. but one of the things we found was to my career and particularly at the beginning, there was really no classis% -- classes pe se, and we started a course on how to be a successful chief. a very strong component of that was an ethics, and what is the chief's responsibility within their department relating to at the experience included in that, it had to do with the abuse of power and misconduct. i was -- i guess you could say "a whistle-blower." i put together a case in which three officers i have worked with had been nearly to deaf a game and what they were off duty. -- nearly

i think the first real scandal that broke several months ago was the theft of drugs from the police department drug lab. then we had the raiding of residential hotel rooms without search warrants. these, of course, are all allegations. we had lying on police reports. surveillance camera videos showing officers removing items from hotel rooms other than evidence that they were going to put into their report. we had drug theft by officers. we had the so-called dirty d.u.i.'s, the drunk driving setups. we've had officers selling stolen drugs. and the one that just beats all is the one of setting up a brothel. now, if i saw a movie that included all of these things in a movie, i would think, well, this is not realistic. it just doesn't happen this way. but apparently it does. so today we're going to talk about the ethics of law enforcement, prevent ago boose of power -- preventing abuse of power. i wanted to read to you a letter to the editor that i happened to run across in the chronicle the other day when i was thinking about this panel. i just want to read it to you. it's entitled "betrayal of

we are a very proud police department, rich in tradition. this week, we had a promotion ceremony on monday where we promoted sergeants, lieutenants, captains, and members of the command staff. we've recently brought back the retirement ceremony. i think for everyone in the police department, this particular ceremony stands above the rest. every day, the men and women of the san francisco police department go out and put it on the line every single day. they leave their families and little ones -- it is so great to see the kids and parents here. every day, they go out to put themselves between the bad guys themselves without us. more than every once in awhile, the officers do something extraordinary. you will hear some stories tonight that are going to make you amazed that someone would do that for someone they have never met before. i know one of the stories myself. i could not believe in it and i was actually there. i do not want to take a lot of time. i want the little ones to listen. your moms and dads are unbelievably brave people who do

, which is viable as a police department, this is the standard operating procedure, this is what it constructs and dictates. there is only one graph about the community policing. this has not been upgraded since then. other cities are blowing us out of the water. i suggest that we need to step up our game, and we'll be able to raise a lot of this -- and more violent crime, that seems to surprise people, or people that are not surprised because they are resigned to this fact. this is the mission, this is the western addition. i do not agree with this whatsoever. i say we build partnerships between the police department, in san francisco. we also talked about the response in the entry. someone has to stand up and say, why is it that of every four people as arrested in the san francisco police department, three people to the crime again within three years. when you have a rate that is nearly 75% in san francisco, this is fraught loaded, always with the budget cuts for the police department, and not giving money to the adult and juvenile probation, we have to get off this treadmill, thinking that
